AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, DESIGNATING THE CITY HALL IN
AND FOR SAID CITY AND THE COUNCIL CHAMBER
THEREIN; FIXING THE TIME AND PLACE OF
REGULAR MEETINGS OF THE CI'T'Y COUNCIL OF
SAID CITY; PROVIDING FOR THE HOLDING OF
SPECIAL MEETINGS OF SAID COUNCIL; ESTAB-
LISHING CERTAIN RULES AND REGULATIONS
RELATING TO MEETINGS OF THE CITY COUNCIL
AND THE CONDUCT THEREOF; AND REPEALING
ALL ORDINANCES AND PARTS OF ORDINANCES IN
CONFLICT THEREIATI TH, INCLUDING ORDINANCE
NO.167.
The City Council of the City of El Segundo,
California, does ordain as follows:
SECTION 1. That that certain two story brick
building located upon the following described real property
situated within the City of E1 Segundo, County of Los Angeles,
State of California, to -wit: Lots 9 and 10 in Block 21, of
E1 Segundo, in the City of El Segundo, County of Los Angeles,
State of California, as per Map recorded in Book 18, Page 69
of Maps, Records on file in the office of the County Recorder
of said County, shall be and the same is hereby named and
designated as the "City Hall" in and for the City of E1
Segundo, County of Los Angeles, State of California.
SECTION 2. That the main entrance to said City
Hall shall be and the same is hereby fixed and designated
as 203 Richmond Street in said City.
SECTION 3. That that certain room in the Northeast
corner of the first floor of said City Hall, hereinabove

designated in Section 1, approximately 35 feet by 18.6 feet
in dimension and being designated as Room No. 101, on said
first floor of said building, shall be and the same is
hereby named and designated as the "Council Chamber" of the
City Council of the City of EL Segundo, County of Los Angeles,
State of California..
SECTION 4. That that certain door, towit: the
double door with glass panels through which direct entry is
made to the Council Chamber from the main ground floor hall-
way of the above designated City Hall, shall be and the same
is hereby fixed, designated and established as the "Council
Chamber Door ".
SECTION 5. That the regular meetings of the City
Council of the City of E1 Segundo, after the 1st day of July,
1943, shall be held in said Council Chamber hereinabove de-
signated, in said City Hall, on the first and third Wednesdays
of each and every calendar month beginning at the hour of 7 :00
o'clock in the evening of said days. In the event that any
of said Wednesdays shall fall upon a holiday, then, and in
that event, the regular meeting for that day shall be held
on the next succeeding business day, beginning at the same
hour of such succeeding business day, and in the same place
as hereinabove designated. Any such regular meeting may be
adjourned to a date certain which shall be specified in the
order of adjournment, and when so adjourned such adjourned
^k meeting shall be a regular meeting for all purposes. Such
adjourned meeting may likewise be adjourned and when so
adjourned shall be a regular meeting for all purposes. No
notice of any adjournment of any regular meeting or adjourned
regular meeting, when such adjournment is made by the Council
or by a member or members thereof, need be given, as all
members of the Council are hereby charged with the duty

and responsibility of ascertaining the time and place
of each, every one and all of such adjourned meetings.
SECTION 6. That special meetings of the said
City Council may be called at any time by the Mayor or by
three members of the City Council, by written notice
delivered personally to each member at least three hours
before the time specified for the proposed meeting; pro-
vided, however, that any special meeting of the said City
Council shall be a validly called special meeting without
the giving of such written notice as above provided, if
all members of the City Council shall give their consent
in writing to the holding of such meeting, and such consent
is on file in the office of the City Clerk of said City at
the time of holding such meeting: A telegraphic communica-
tion from a Councilman consenting to the holding of the
meeting shall be deemed to be a consent in writing, within
the meaning of the terms as expressed in the foregoing
sentence. At any special meeting the power of the City
Council to transact business shall be limited to matters
referred to in such written notice or written consent.
SECTION 7. That all meetings of said City Council
shall be held in said Council Chamber in said City Hall
and shall be public.
SECTION 8. That at any meeting of the said City
Council a majority of said Council shall constitute a
quorum for the transaction of business, but a less number
may adjourn from time to time and may compel the attendance
of absent members in the following manner and under the
following penalties, to -wit:
The Mayor, or any two members of the City Council,
may sign a written order requiring the attendance of any

Councilman or Councilmen, as the case may be, who may then
and there be absent from any such meeting and shall have
the power to send a member or members of the Police force
of said City with such written order to bring the absent
Councilman or Councilmen, as the case may be, forthwith
before the Council; and it shall be unlawful for any member
of the Council to fail or refuse to immediately accompany
such Police officer or Police officers to the Council Chamber
upon being served with such written order, unless such
member of the City Council is then and there injured, ill
or incapacitated to such an extent as to reasonably preclude such
attendance on his part or unless he is so precluded by the
serious illness or injury of any member of his immediate
family.
SECTION 9, That in the absence of all of the
members of the City Council from any regular meeting or
adjourned regular meeting the City Clerk may declare the same
postponed and adjourned to a stated day and hour, and must
thereupon deliver or cause to be delivered personally to each
member of the City Council a written notice of such adjourn-
ment at least three hours before the time to which such
regular or any adjourned regular meeting has been so adjourned.
SECTION 10. That in the event any order of adjourn-
ment of a Council meeting fails to state the hour at which
the adjourned meeting is to be help}, such adjourned meeting
may be validly held on the day specified in the order of
adjournment if held at the hour herein prescribed for
regular meetings.
SECTION 11. That it shall be unlawful for any
person to disturb any meeting of the City Council by loud
or unusual noise, or by tumultuous or offensive conduct, or
by threatening, traducing, quarreling, challenging to fight,

or fighting.
SECTION 12. That it shall be unlawful for any
person present at any council meeting, and while the Council
is in session, to fail or refuse to be seated or remain quiet
when ordered or commanded so to do by the Mayor or Mayor pro
tempore. On order of the Mayor or Mayor pro tempore it shall
be the duty of the Chief of Police or of any police officer
of the City of El Segundo to eject from any meeting of the
City Council any person who disturbs any meeting of the Council,
as prohibited under Section 11 of this ordinance, or who fails
or refuses to be seated or remain quiet when ordered or
commanded so to do by the Mayor or Mayor pro tempore as re-
quired under this Section 12 of this ordinance. No such
ejection, however, shall release or relieve the person so
ejected from prosecution for any violation of either said
Section 11 or this Section 12 of this ordinance.
SECTION 13. That except as may be otherwise provided
by law, the proceedings of the Council shall ordinarily be
conducted according to Robert's Rules of Order; provided,
however, that a failure to observe or enforce such Rules
shall in no manner affect the regularity, validity or legality
of any action or proceeding taken by said Council, and the
City Council in its discretion and in accordance with its
right to govern its own proceedings, does hereby reserve the
right to proceed at any time otherwise than as prescribed or
indicated in said Robert's Rules of Order.
SECTION 14. That any person violating any of the
provisions of this ordinance shall be deemed guilty of a
misdemeanor, and upon conviction thereof shall be punishable
by a fine of not to exceed Three Hundred Dollars ($300.00), or
by imprisonment in the City Jail of the City of El Segundo,
California, or in the County Jail of the County of Los Angeles,

California, as the committing magistrate may direct, for a
period of not to exceed three (3) months, or by both such
fine and imprisonment in the discretion of the Court.
SECTION 15. That Ordinance No. 167 of the City of
E1 Segundo, California, entitled:
'SAN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, DESIGNATING THE CITY HALL IN
AND FOR SAID CITY, AND THE COUNCIL CHAMBER
THEREIN; FIXING THE TIME AND PLACE OF
REGULAR MEETINGS OF THE CITY COUNCIL OF
SAID CITY; PROVIDING FOR THE HOLDING OF
SPECIAL MEETINGS OF SAID CITY COUNCIL AND
REPEALING ALL ORDINANCES AND PARTS OF
ORDINANCES IN CONFLICT THERWITH. ",
passed and adopted on the 9th day of May, A. D., 1930, and
all other ordinances and parts of ordinances in conflict
herewith are hereby repealed, effective as of and after the
time upon which this ordinance becomes effective.
SECTION 16. That the City Clerk shall certify to
the passage and adoption of this ordinance; shall enter the
same in the book of ordinances of said City, and shall cause
the same to be published once in the E1 Segundo Herald, a
weekly newspaper of general circulation, printed, published
and circulated within the said City of El Segundo, California,
and which is hereby designated for that purpose.
SECTION 17. That this ordinance shall take effect
and be in full force and virtue on and after the lst day of
July, A. D., 1943.
