ORDINANCE 268L ORDINANCE NO. X68 AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, AMENDING ORDINANCE N0. 252 OF SAID CITY, ENTITLED: "AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, RELATING TO AIR RAID PRECAUTIONS.", PASSED AND ADOPTED ON THE 23RD DAY OF DECEMBER, A. D., 1941, BY AMENDING SECTION 4 THEREOF. The City Council of the City of E1 Segundo, California, does ordain as follows: SECTION 1. That Section 4 of Ordinance No. 252 of the City of E1 Segundo, California, entitled: "AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, RELATING TO AIR RAID PRECAUTIONS.", passed and adopted on the 23rd day of December, A. D., 1941, be and the same is hereby amended so as to read as follows: "SECTION 4. The maintenance or leaving of any illumination, except within a blackout structure, without provision for its extinguishment, within one minute after the commencement of a period of air raid alarm by a competent person over the age of eighteen years attendant at a place where such illumination is controlled, is hereby prohibited; provided, however, that this ordinance shall not prohibit the maintenance of any warning light or lantern in or about any excavation or obstruction in any public way or place, or at any place of danger upon public or private property, when such warning light or lantern is required to be maintained Er by any other law or ordinance and is so designed as to emit no illumination upward in excess of twelve degrees from the horizontal, and conforms to the standards prescribed by the Ninth Regional Civilian Defense Board and approved by the Command- ing General of the Western Defense Command and Fourth Army." SECTION 2. That said Ordinance No. 252, so passed and adopted, is hereby amended as hereinabove set f orth. SECTION 3. That the City Clerk shall certify to the passage and adoption of this ordinance, and shall cause the same to be published once in the official paper of said City, to -wit: the E1 Segundo Herald, a weekly newspaper of general circulation, printed, published and circulated within said City, and which is hereby designated for that purpose. SECTION 4. That this ordinance is required for the immediate preservation of the public peace, health, safety and general welfare of said City, and is an ordinance affecting an emergency ordinance of the City of E1 Segundo, and amending such an emergency ordinance, and the same shall therefore take effect immediately upon the final adoption thereof. The facts constituting its urgency are as follows: The United States of America is at war with the so- called Axis Powers, and this city is in great and continuing danger of air and other attack by the enemy.
