ORDINANCE NO. 266,
AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, AMENDING ORDINANCE N0, 211
OF SAID CITY, ENTITLED: NAN ORDINANCE
OF THE CITY OF EL SEGUNDO, CALIFORNIA,
REGULATING THE DRILLING, MAINTENANCE
AND CONSTRUCTION OF OIL AND GAS WELLS
THEREIN; PROVIDING PENALTIES FOR THE
VIOLATION OF THE PROVISIONS THEREOF; AND
REPEALING ALL ORDINANCES AND PARTS OF
ORDINANCES IN CONFLICT THEREWITH.N, BY
AMENDING SECTION 4 THEREOF.
WHEREAS, in the month of November, 1937, the
City Council of the City of El Segundo, California, did
adopt Ordinance No. 211 of said City, hereinafter referred
to, and did in Section 4 thereof make certain provisions
relating to the furnishing of bonds in connection with
the drilling, operating of and abandonment of oil wells
within said City;
AND, WHEREAS, under existing war time and emergency
conditions, and in view of present modified activities of
wells for which permits are held within said City, it
appears advisable to this Council to modify the bond
requirements relating to such wells and permits, as
hereinafter set forth;
NOW, THEREFORE, the City Council of the City of
El Segundo, California, does ordain as follows:
SECTION 1, That Section 4 of Ordinance No. 211
of said City, entitled:

"AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, REGULATING THE DRILLING,
MAINTENANCE AND CONSTRUCTION OF OIL AND
GAS WELLS THEREIN; PROVIDING PENALTIES
FOR THE VIOLATION OF THE PROVISIONS
THEREOF; AND REPEALING ALL ORDINANCES
AND PARTS OF ORDINANCES IN CONFLICT
THEREWITH.",
passed, approved and adopted on the 24th day of November,
1937, shall be and the same is hereby amended so as to
read as follows:
"SECTION 4. Every permittee shall either,
before or at the time of securing his or its permit,
and a permittee now operating under a permit hereto-
fore granted, shall deliver to the City Clerk of the
City of El Segundo, California, a bond approved by
the City Attorney of said City as to form, and by
the Mayor of said City as to surety, for the principal
sun of $2,000.00, payable to said City of El Segundo,
California, indemnifying said City against any loss
which may be suffered by said City or any public
property therein located, or by any public street,
avenue, alley, way or place within said City, by
reason of the drilling or re- drilling or existence,
or operation, abandonment or conduct of the well
referred to in his or its permit, or the violation
of the terms and conditions of his or its permit, or
any of them, or the failure of said permittee to re-
move the derrick and /or its appurtenances, or any
act whether of commission or omission on the part of
said permittee, or any agent or contractor employed
In connection with the well referred to in the re-
spective permit, or any agent or contractor acting
under direction of said permittee. Any permittee
now engaged or who or which shall hereafter engage

"A good and sufficient bond as hereinabove
provided, shall at all times be kept in full force
and effect by the permittee covering each and every
well for which suehpermittee Mass been granted a permit,
until he or it has been released from such obligation
by completion of the terms of the permit or permits
issued to him or it, and a consent to such release
has been granted by the City Council of said City.
Unless such permittee keeps such bond or bonds in
full force and effect, as hereinabove provided, then
and in that event the City Council may declare any
such permit or permits forfeited, and all rights of
the permittee therein named thereunder shall cease
and terminate."
SECTION 2. That said Ordinance No. 211, as amended,
to date, is hereby amended as hereinabove in Section 1 of
this ordinance set forth.
SECTION 3. That the City Council appreciates that
when the amendment hereinabove set forth in Section 1 goes
into effect it will be necessary for the respective permittees
holding permits for wells to obtain adjustments of their re-
spective bonds covering their respective wells, in accordance
with the provisions of said amendment, and that such re-
placement bonds would be at variance as to amounts with the
provisions of the permits theretofore granted for such re-
speotive wells. The Council therefore hereby orders that
upon the effective date of said amendment all outstanding
oil and/or gas well permits shall be automatically modified
without further action on the part of either the City Council
or the respective permittees, or their respective sureties,
and that thereafter bonds furnished in accordance with the

provisions of said Section 4 of said Ordinance No. 211,
as hereinabove set forth, shall be deemed sufficient
under the provisions of any such outstanding permits.
SECTION 4. That this ordinance, being an
administrative ordinance of said City, and it being ad-
visable for administrative purposes, that same should
take effect on a date reasonably related to either the
calendar year or the fiscal year of said City, shall
therefore take effect at midnight on the 31st day of
December, 1942, and thereafter remain in effect until the
further order of said Council.
SECTION 5. That the City Clerk shall certify to
the passage and adoption of this ordinance, and shall
cause the same to be published once in the E1 Segundo
Herald, a Weekly newspaper, printed, published and circulated
in the said City of El Segundo, and which is hereby designated
for that purpose.
Passed, approved and adopted this 23rd day of
December, A. D., 1942.
