That any person violatin� any of the provisions of this ordinance shall be deemed guilty, of a misdemeanor, arc! upon conviction_ thereof shall be punished by a fine of not more than V300.00, or by im- :)risonment in the County Jail of Los Ans;eles County, California•., or in the City Jail of -aid Cit -• of E1 Segundo, California, as the cormiiittinE magistrate may direct, for a period of not to exceed three months, or by both such fine and imprisonment in the discretion of the Court. SECTION 5. That this ordinance is an emer"ency ordinance, affecting, and for the protection and preserva- tion of, the public peace, health, safety, comfort, convenience and ger:era.l welfare of said City, and the same shall therefore take effect and be in full force immediately upon the final passage and adoption thereof. The facts constituting; itti urgency are as follows: The United States of America is at war with the so- called "Axis PoT-ers ", and the public street hereinabove referred to, provides easy and immediate access to and from said City, to the shore of the Pacific Ccean, and in addi- tion to that fact reasons of military necessity indicate that the use by the pu',Iic of sai:z thoroughfare would be rejudicial to the civililnAn defense of this area.
