That any ;person, firm or cornora.tion violating any of the provisions of this ordinance shall. be guilty of a misdemeanor, �-.nd upon conviction thereof shall be punishable by a. fine of not to exceed ,300.00, or by imprisonment in the ^ity Jail of the City of El Segundo, California, or in the County Jail of Las Angeles County, California, as the committing madistrato may determine, for not more t,,,a.n three (3)months, or by both such fine and imprisonment in the discretion of the Court. SECTION 9. That this ordinance is an emergency ordinance affecting °, and for the protection and preservation of, the ;public peace, health, safety, comfort, convenience and general welfare cf said City, and the same shall there- fore take effect immediately upon the final. passage and adoption thereof. The facts constituting its urgency are PC follows: The City Council is informed and it is a, fact that there are large numbers of rats and certain types of vermin within said City, which are a menace to the public ;peace, health, sa.fety, comfort, convenience and general welfare of said. City, and w' -:ich are inereasin in number . It is therefore essential that this menace be combated and removed at the earliest possible moment, and this ordinance is therefore urgently rewired. 4- • r SECTION 10. That the City Clerk shall certify to t,.e passage and adoption of this ordinance and shall cause the sane to be published once in the official paper of said City, to —wit: the El Segundo Herald., a weekly newspaper of general circulation, printed, published and circulated within said City, and which is hereby designated for that purpose.
