SECTION 1. INTMFIMENCE, t�ITH H ZALTH OFFICER-

SECTION RATPROOFING OF STRUCTUR75 HOUSING

No Person shall- use any buildinL; or structure

bekery, or for the manufacture, nre,.ara.ti on, storaE;e, hand-
ling, or display of any food or food product for human or
nima.l consumption which, in the opinion of the health
officer, is or is likely to become infested i -i th rats
unless such building or structure or portion thereof be
ratproofed.
SECTION 5. RATPROOFING RL0UIRETEPJTS:
Ratproofin;.,:, a.s required in Sections 2, 4 and
7 of t'r_.is ordinance, shall be interpreted to xea.n a con-
tinuous masonr; foundation of the size and depth required
by the Building Code Ordinance and the other requirements
for a new b.,Aldinc: of the same occupancy as regards clear-
ance beneath wood joists, wall coverinFL; adjacent to the
top foundation, and protection of roof and foundation
openings.
ECTION 6.
RODENT OP PEST HARBORAGE:
It shall be unlawful for a.ny Perron to maintain
any buildin(r, lot, premises, vehicle, or any place in such
rn insanitary: condition as to permit the breeding or har-
'goring therein. or thereon of flies, ruts, bedbugs, cockroaches,

lice, flee:, or eny vermin. It shall :e unlawful for
any person to hermit an accumulation of rubbish material

SECTICPT 7. RATPROCFING - GE11SAL :
In addition to the other requirements s?t forth
in this ordinance, any building; or structure or portion
thereof used fo-r the story �e or ha.nd.lin;% of any gra s r. or

be ra.tproofed as hereinafter provided.
SCREENING: All underfloor vents, creninss in
foundations, roof vents and skylights shall be screened in
P manner similar to that set forth n Sections 2527, 3001,
anal. 3,102 of the Uniform Euildin` Code of the City of
El e zund o .
FOUNDATICNS: All fount ?ations extent ns otherwise
provided in this ordinance shall be continuous foundations
as specified for Type V ruildin`s i_n Section 2204 of the
Uniform 8uildin`- Code of the City of El Segundo.

and upon a slab of cement or as ha.ltic concrete not less
then three inches (3 ") in thickness need not be ra.tproofed
as reoui.red if a concrete curb not less then one foot (11)
in depth below finished grade is run continuously around
and under the Outside ed.ges of such slab.

SECTICN S. That any ;person, firm or cornora.tion
violating any of the provisions of this ordinance shall. be
guilty of a misdemeanor, �-.nd upon conviction thereof shall
be punishable by a. fine of not to exceed ,300.00, or by
imprisonment in the ^ity Jail of the City of El Segundo,
California, or in the County Jail of Las Angeles County,
California, as the committing madistrato may determine, for
not more t,,,a.n three (3)months, or by both such fine and
imprisonment in the discretion of the Court.
SECTION 9. That this ordinance is an emergency
ordinance affecting °, and for the protection and preservation
of, the ;public peace, health, safety, comfort, convenience
and general welfare cf said City, and the same shall there-
fore take effect immediately upon the final. passage and
adoption thereof. The facts constituting its urgency are
PC follows:
The City Council is informed and it is a, fact that
there are large numbers of rats and certain types of vermin
within said City, which are a menace to the public ;peace,
health, sa.fety, comfort, convenience and general welfare of
said. City, and w' -:ich are inereasin in number . It is
therefore essential that this menace be combated and removed
at the earliest possible moment, and this ordinance is
therefore urgently rewired.

SECTION 10. That the City Clerk shall certify
to t,.e passage and adoption of this ordinance and shall
cause the sane to be published once in the official paper
of said City, to —wit: the El Segundo Herald., a weekly
newspaper of general circulation, printed, published and
circulated within said City, and which is hereby designated
for that purpose.
