ORDINANCE 219V 1462 ORDINANCE NO. 219 AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, AMENDING ORDINANCE NO. 12 OF SAID CITY., ENTITLED: "AN ORDINANCE OF THE CITY OF EL SEGUNDO LICENSING AND REGULATING CERTAIN KINDS OF BUSINESS TRANSACTED AND CARRIED ON IN SAID CITY AND FIXING A PENALTY FOR VIOLATION THEREOF. ", BY AMENDING SECTIONS 11, 22 AND 35 THEREOF, AS AMENDED BY ORDINANCE NO. 45 OF SAID CITY. The City Council of the City of E1 Segundo, Cali- fornia, does ordain as follows: SECTION 1. That Section 11 of Ordinance No. 12 of the City of E1 Segundo, California, entitled: "AN ORDINANCE OF THE CITY OF EL SEGUNDO, LICENSING AND REGULATING CERTAIN KINDS OF BUSINESS TRANSACTED AND CARRIED ON IN SAID CITY AND FIXING A PENALTY FOR VIOLA- TION THEREOF. ", passed and adopted on the 14th day of March, 1917, as amended, be and the same is hereby amended so as to read as follows, to -wit: "SECTION 11. (a) For every person, firm or corporation engaged in the business of contracting, maintaining, using or leasing bill boards or sign boards, or posting, sticking, tacking, affixing or painting bills or signs or both upon the same, $10.00. per annum for each such bill board or sign board pay- able in advance, provided however, that before any bill board or sign board may be erected upon any premises within the City of E1 Segundo, application shall be first made to the City Council of said City for a permit so to do, which said application shall show the name and address of the applicant; a sketch 1- of the proposed bill board or sign board; a specification of materials of which the same is to be constructed; and a description of the premises upon which the same is proposed to be located. Said application shall be filed with the City Clerk of said City, and shall be by him delivered to the City Council at the next regular meeting thereof after the filing of the same. Said City Council upon considera- tion of said application, may either allow or disallow said application as the public interest, convenience or safety of said City in the discretion of said Council, may require. Upon the allowing of such application, said Council shall direct the City Clerk to issue a permit therefor, showing among other matters thereon, the person, firm or corporation to whom the same is issued, the character of the board to be erected, the location upon which the same is to be erected and in addition to any other matter thereon contained shall be printed the following; tThe City Council reserves the right to revoke the within permit at any time upon refunding to the holder thereof the pro rata portion of the license fee paid therefor, whenever in the discretion of said Council the public interest and necessity or safety of said City demand that the same be removed.' , which said right is hereby expressly reserved to the City Council of said City; provided however, that no permit for any bill board or sign board shall be issued unless the same is to be constructed of galvanized iron or steel of not less than 26 gauge, the bottom of said board to stand not less than one foot above the sur- face of the ground, and the whole thereof to be sub- stantially built to withstand a wind pressure of at least 40 miles an hour. 2- 1464 (b) For every person, firm or corporation carry- ing on the business of advertising by posting, sticking, tacking, affixing or painting bills or signs to or upon posts, fences or buildings, or the business of distribut- ing or of advertising by distributing posters, dodgers or printed advertisements of any kind, $5.00 per day; provided, however, that each such person, firm or cor- poration must and shall before the issuance of any license under this section obtain from the City Clerk of said City a permit to engage in such business within said City, which said permit shall only be issued on written appli- cation therefor, stating the name of the person, firm or corporation responsible for the advertising, posting, sticking, tacking, affixing or painting, and, or dis- tribution of such dodgers, posters or printed statements or advertising, provided, however, that it shall be unlawful for any person to throw, or deposit, or place with the intention of leaving, in any public street within said City, any sample or samples of goods, wares or merchandise, or any posters, dodgers or printed advertising matter." SECTION 2. That Section 22 of said Ordinance No. 12, as amended, be and the same is hereby amended so as to read as follows: "SECTION 22. For every person, firm or corpora- tion carrying on a packing house during the time they are in actual operation, $3.00 per quarter." SECTION 3.. That Section 35 of said Ordinance No. 12, as amended, be and the same is hereby amended so as to read as follows: "SECTION 35. For every person, firm or cor- poration conducting or carrying on any business of 3- 1465 any kind whatever not hereinbefore designated, or conducting or carrying on any business in any store or place where goods, wares or merchandise of any kind, nature or description are sold, $3.00 per quarter." SECTION 4. That said Ordinance No. 12, as amended, is hereby amended as hereinabove in Sections 1, 2 and 3 of this ordinance set forth. SECTION 5. That the City Clerk shall certify to the passage and adoption of this ordinance and shall cause the same to be published once in the E1 Segundo Herald, a weekly newspaper of general circulation, printed, published and circulated within the said City of E1 Segundo, and which is hereby designated for that purpose. SECTION 6. That this ordinance shall take effect thirty (30) days from and after the date of the final passage and adoption thereof. Passed, approved and adopted this 22nd day of 11arch , A.
