ORDINANCE NO. 215
AN ORDINANCE OF THE CITY OF EL SEGUNDO..
CALIFORNIA, REGULATING THE DISPOSAL OF
WASTE WATERS FROM OIL AND /OR GAS WELLS
WITHIN SAID CITY.
The City Council of the City of E1 Segundo, Cali-
fornia, does ordain as follows:
SECTION 1. That it shall be unlawful for any person,
firm, association or corporation, owning, in possession of,
controlling, operating or maintaining any oil well or gas well
within the City of E1 Segundo, California, to return, replace,
run, deposit or introduce any waste water (which is then and
there unfit for human consumption, as a beverage), waste product
� or material, produced by, emitted from, or taken out of any such
oil or gas well, or from any other oil or gas well, into any
such oil or gas well, or back into the ground in any portion
of said City; provided, however, that the ordinary surface
seepage into the ground of any such waters, products or materials
from the usual and necessary sump or sumps which are used in
connection with the operation of any such well, according to
good engineering practice, shall not fall within the prohibitions
of this ordinance.
SECTION 2. That any person, firm, association or
corporation violating any of the provisions of this ordinance
shall be deemed guilty of a misdemeanor and upon conviction
thereof shall be punished by a fine not exceeding Three Hundred 3
Dollars ($300.00) or by imprisonment of not more than'six months
in either the City Jail of the City of El Segundo, California,
or the County Jail of the County of Los Angeles, California,
as the committing magistrate may direct, or by both such fine
and imprisonment;.and each and every calendar day during which

any violation of this ordinance shall continue, shall be
considered and deemed a new-and separate offense.
SECTION 3. That the City Clerk shall certify
to the passage and adoption of this ordinance and shall
cause the same to be published once in the E1 Segundo
Herald, a weekly newspaper printed, published and circulated
in said City of E1 Segundo, and which is hereby designated
for that purpose.
SECTION 4. That this ordinance is an ordinance
affecting the public peace, health and safety of the said
City, and of the inhabitants and public thereof, and the
same shall therefore take effect Immediately upon the
final passage and adoption thereof. The facts constituting
its urgency are as follows:
There are at the present time within the boundaries
of the City of E1 Segundo, a large number of oil and /or gas
wells which are in various stages of drilling and produc-
tion, and some of which are standing idle. Large quantities
of effluents are produced from and emitted by said wells.
Many of the products produced are valuable and merchantable and
are sold and disposed of in the usual manner. Large quantities
of waste water unfit for human consumption and certain amounts
of other waste products are produced and emitted from such
wells. The City Council is informed and finds that an attempt
or attempts may be made to re- introduce or to put back into
such wells, or into other wells or into the ground within said
City, waste water and waste products of the nature hereinabove
referred to. The City Council is further informed and finds
that in the event these waste waters and waste products are
re- introduced or put back into any such wells or into the
ground within said City, that there is great danger of the
contamination of the water supply of said City produced by

the City from its own wells, and also to the water supply of
other consumers who may have wells penetrating strata in which
underground waters exist beneath said City. This would result
in inestimable damage not only to the City and its inhabitants
but to the general public as well, as pure and potable, water for
human use is one of the most necessary and valuable commodities,
and the supply and use thereof is definitely related to the
public health.
