ORDINANCE NO. 213
AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, AMENDING ORDINANCE NO. 188 OF
SAID CITY, ENTITLED: "AN ORDINANCE OF THE
CITY OF EL SEGUNDO, CALIFORNIA, CREATING THE
OFFICE OF POUND MASTER IN AND FOR SAID CITY
AND PRESCRIBING THE DUTIES OF SUCH POUND
MASTER; CREATING A PUBLIC POUND FOR SAID
CITY AND REGULATING THE MANAGEMENT THEREOF;
REGULATING THE KEEPING, RUNNING AT LARGE AND
IMPOUNDING OF DOGS AND OTHER ANIMALS AND OF
FOWLS WITHIN SAID CITY; PROVIDING FOR THE
LICENSING OF DOGS THEREIN AND REPEALING
ORDINANCES IN CONFLICT THEREWITH." , PASSED,
APPROVED AND ADOPTED ON THE 19TH DAY OF
APRIL, 1933, BY AMENDING SECTION 14 THEREOF.
The City Council of the City of El Segundo, Cali-
fornia, does ordain as follows:
SECTION 1. That Ordinance No. 188 of the City of
E1 Segundo, California, entitled:
"AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, CREATING THE OFFICE OF POUND
MASTER IN AND FOR SAID CITY AND PRESCRIBING
THE DUTIES OF SUCH POUND MASTER; CREATING
A PUBLIC POUND FOR SAID CITY AND REGULATING
THE MANAGEMENT THEREOF; REGULATING THE
KEEPING, RUNNING AT LARGE AND IMPOUNDING
OF DOGS AND OTHER ANIMALS AND OF FOWLS
WITHIN SAID CITY; PROVIDING FOR THE
LICENSING OF DOGS THEREIN AND REIE ALING
ORDINANCES IN CONFLICT THEREWITH. ",
passed, approved and adopted on the 19th day of April, 1933,
be, and the same is hereby amended by amending Section 14
thereof so as to read as follows:
"SECTION 14. That the license fee for keeping
and maintaining a dog in the City of E1 Segundo,
is hereby fixed as follows:
For every male dog, the sum of $1.00 per year; and

For every female dog the sum of $2.00 per gear;
provided, however, that any spayed female dog shall
for the purposes of this ordinance be licensed as a
male dog, and any person claiming the benefit of
the provisions of this clause pertaining to spayed
animals shall exhibit to the pound master, a certi-
ficate from a veterinarian doctor duly licensed to
practice as such in the State of California, to the
effect that such dog has been spayed.
It is further provided, however, that the above
license tax shall not apply to any dogs kept or
maintained exclusively in any dog kennel in said
City, and not permitted to run at large, but any
person conducting, managing or maintaining a dog
kennel, as hereinafter defined, shall pay to said
City for the privilege of conducting or maintaining
such dog kennel, a fee of $6.00 per annum for such
kennel.
For the purposes of this ordinance a kennel
shall be deemed to be and is hereby defined as any
lot, building, structure, enclosure or premises
whereon or wherein four or more dogs are kept or
maintained for any purpose, provided that no kennel
license shall be issued unless a written permit to
have, maintain or operate such kennel is first
obtained from the City Council of said City so to do.
Any license fee hereinabove required, shall be
payable annually in advance on the first day of
April of each year, and the license shall expire at
midnight on the 31st day of March of the succeeding
year, and the full amount of such license fee shall
be payable for any such license falling due during
the period from April 1st of such year, to the 30th

day of September of such year, and that 50% of
the amount of such license fee shall be payable
for any license falling due subsequent to the 30th
day of September of such year for the remaining
fraction of such year. Any license fee payable
under the provisions hereof remaining unpaid for
a period of sixty days after the same shall become
payable hereunder, shall be subject to a penalty
of 100% of the amount of such license fee, which
said penalty shall be collected by the license
collector at the time of the collection of said
license fee, and shall be in addition to the
principal sum thereof. In determining whether
or not a penalty has accrued under the provisions
hereof, the license collector may require an affi-
davit from any person claiming exemption from the
payment of any penalty hereunder, which said
affidavit shall set forth the facts upon which
the claim for such exemption is based."
SECTION 2. That said Ordinance No. 188, so passed
and adopted, is hereby amended as hereinabove in Section 1
of this ordinance set forth.
SECTION 3. That this ordinance shall become
effective at midnight on the thirtieth day from and after
the date of the final passage and adoption thereof.
SECTION 4. That the City Clerk shall certify to
the passage and adoption of this ordinance and shall cause
the same to be published once in the official paper of said
City, to -wit, the E1 Segundo Herald, a weekly newspaper,
published and circulated within said City, and which is
hereby designated for that purpose.
