ORDINANCE 207ORDINANCE NO. 207 AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, AMENDING ORDINANCE NO. 95 OF SAID CITY OF EL SEGUNDO, ENTITLED: "AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, REGULATING THE KEEPING OF DOGS AND THEIR RUNNING AT LARGE WITHIN THE SAID CITY ", PASSED, APPROVED AND ADOPTED ON THE 7TH DAY OF AUGUST, A. D., 19232 BY REPEALING SECTION 5 THEREOF. The City Council of the City of El Segundo, California, does ordain as follows: SECTION 1. That Section 5 of Ordinance No. 95 of the City of El Segundo, California, entitled: "AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, REGULATING THE KEEPING OF DOGS AND THEIR RUNNING AT LARGE WITHIN THE SAID CITY ", passed and adopted on the 7th day of August, A. D., 1923, be and the same is hereby repealed. SECTION 2. That said Ordinance No. 95 is hereby amended as hereinabove in Section 1 of this ordinance set forth. SECTION 3. That this ordinance is an emergency ordinance, affecting the public peace, health and safety of said City and of the inhabitants and public thereof, and the same shall therefore take effect immediately upon the final passage and adoption thereof. The facts constituting its urgency are as follows: There have recently developed in the City of E1 Segundo, a number of cases of animal rabies in dogs, and a quarantine on dogs has been established in said City by the 1- __ J health officer of Los Angeles County in charge of such matters for said City. In view of the foregoing facts, the City Council has determined that during the periods of such quarantines no dog, whether immunized or not immunized, should be permitted to run or be at large. Said Council is therefore repealing said Section 5 of said Ordinance No. 95, which, unless repealed, would permit certain immunized animals to run at large. SECTION 4. That the City Clerk shall certify to the passage and adoption of this ordinance and shall cause the same to be published by one insertion in the E1 Segundo Herald, a weekly newspaper of general circulation printed, published and circulated within the said City and hereby designated for that purpose. (SEAL) 2 x._105, / Vol 1 409 however, that it shall be unlawful at any time to fire, ignite or discharge for any purpose whatsoever within the said City, or to sell or use within the said City, any sky rocket, roman candle, bomb, star shell, rocket, son -of -a -gun, or any fireworks, or fire or pyro- technical display, or explosive, which is intended or calculated or designed to, or which will reach or travel to, or discharge at, a point more than twenty -five feet from the point at which the same was ignited, or which may reasonably be expected so to do; or any fireworks or explosive which on account of having an appearance similar to • candy is liable, or apt, to be eaten by any child. That it shall be unlawful for any person or persons to throw or explode any firecracker, fireworks or explosives of any kind at, in, from or under any motor vehicle, whether said motor vehicle be moving or standing, or to throw or explode any firecracker, fireworks or explosives of any kind in or on any property, whether public or private, where dry weeds, grass or any combustible rubbish exists. That it shall be unlawful for any person or per- sons to fire, ignite or discharge any firecracker, fireworks or explosives of any kind within Fire District No. 1 in said City of E1 Segundo." SECTION 2. That said Ordinance No. 16 is hereby amended accordingly. SECTION 3. That the City Clerk shall certify to the passage and adoption of this ordinance and shall cause the same to be published once in the E1 Segundo Herald, a weekly newspaper of general circulation, printed, published and circulated within said City aad which is hereby designated for that purpose. 2- I° ) 1.410 SECTION 4.
