ORDINANCE 204B,-. _ _. Crossialks shall be established and maintained at all intersections within the Central Traffic District and at such intersections outside such district, and at other places within or outside said district where the Chief of Police determines that there is particular hazard to pedestrians crossing the roadway subject to the limita- tion contained __n (b) of this section. (b) Other than crosswalks at intersections no crosswalk shall be established in any block which is less than four _hundred (400) feet in length. Elsewhere not more than one additional crosswalk shall be established in any one block and such crosswalk shall be located as nearly as practicable at mid- block. ARTICLE X C ARS SECTION 50. TRAINS NOT TO BLACK STREETS. No person shall operate any train or train of cars, or permit the same to remain standing, so as to block the movement of traffic upon any street ibr a period of time longer than five (5) minutes. ARTICLE XI. METHOD OF PARKING SECTION 51. PARALLEL WITH CURB - EXCEPTIONS. No person shall stand or park a vehicle in a roadway other than parallel with the edge of the roadway headed in the direction of traffic and with the right hand Wheels of the vehicle within eighteen (18) inches of the curb line or edge of the roadway, except as follows; (a) Upon those streets which have been marked or signed by the Chief of Police for angle parking, upon which streets vehicles shall be parked at the angle to the curb indicated by such marks or signs. 14- 1.3 79 9 (b) Upon those streets where parking on the left side of the roadway or otherwise is specifically provided by ordinance. SECTION 52. THE CHIEF OF POLICE TO INDICATE ANGLE PARKING. The Chief of Police is hereby authorized to de- termine those streets upon which angle parking shall be permitted (other than state highways where such parking is prohibited by the State Vehicle Code) and shall indicate all. such places by placing white lines upon the surface of the roadway indicating the angle at which parking is permitted. ARTICLE XII. STOPPING, STANDING AND PARKING. SECTION 53. APPLICATION OF ORDINANCE. (a) The provisions of this ordinance prohibiting the stopping, standing or parking of a vehicle shall apply at all times or at those times herein specified, except when it is necessary to stop a vehicle to avoid conflict with other traffic or in com- pliance with the directions of a police officer or official traffic control device. (b) The provisions of this ordinance imposing a time limit on standing or parking shall not relieve any person from the duty to observe other and more restrictive provisions hereof or of law prohibiting or limiting the standing or parking of vehicles in specified places or at specified times. SECTION 54. STOPPING OR STANDING PROHIBITED - NO SIGNS REWUIRED. No person shall stop, stand or park a vehicle in any of the following places: 1. Within any tunnel or upon any bridge, vikduct or approach thereto. 2. Within any parkway. 15- 1380 SECTION 55. THE CHIEF OF POLICE TO ERECT SIGNS. The Chief of Police shall appropriately sign or mark the following places and when so signed or marked no person shall stop, stand or park a vehicle in any of said places; 1. At any place between a safety zone and the nearest curb and any place within twenty (20) feet of a point on the curb immediately opposite the mid -block end of a safety zone. 2. At any place within thirty (30) feet of an intersecting roadway in the Central Traffic District or in any business district except that a bus may stop at a designated bus stop. SECTION 56. THE CHIEF OF POLICE MAY PLACE "NO STANDING" SIGNS OR MARKS. The Chief of Police may appro- priately sign or mark the following places and when so signed or marked no person shall stop, stand or park a vehicle in any of said places. 1. At any place within thirty (30) feet of an intersection other than hereinbefore mentioned. 2. Within twenty -five (25) feet of the approach to the nearest line of a crosswalk. 3. At any place between the portal of a tunnel and the nearest street intersection. SECTION 57. CURB MARKINGS TO INDICATE NO STOPPING AND PARKING REGULATIONS. (a) The Chief of Police is hereby authorized, subject to the provisions and limitations of this ordinance, to place, and when required herein shall place, the follow- ing curb markings to indicate parking or standing regulations, and said curb markings shall have the meanings as herein set forth. 1. Red shall mean no stopping, standing or park- ing at any time; except that a bus may stop in a red zone marked or signed as a bus zone. 15-1/2 2. Yellow shall mean no stopping, standing or parking at any time between 8 :00 A. M. and 6 :00 P. M. of any day except Sunday, for any purpose other than the loading or unloading of passengers or materials, provided that the loading or unloading of passengers shall not consume more than three (3) minutes nor the loading or unloading of materials more than twenty (20) minutes. 3. White shall mean no stopping, standing or parking for any purpose other than loading or unloading of passengers which shall not exceed three (3) minutes and such restrictions shall apply between 8 :00 A. M. and 6:00 P. Tot. of any day except Sunday and except as follows: When such zone is in front of a hotel the re- strictions shall apply at all times; When such zone is in front of a theatre the re- strictions shall apply at all times except when such theatre is closed. 4. Green shall mean no standing or parking for longer than twenty (20) minutes at any time between 8 :00 A. M. and 6 :00 P. M. of any day except Sunday. (b) When the Chief of Police as authorized under this ordinance has caused curb markings to be placed, no person shall stop, stand or park a vehicle adjacent to any such legible curb marking in violation of any of the provisions of this section. ARTICLE XIII. STOPPING FOR LOADING OR UNIDADING ONLY. SECTION 58. THE CHIEF OF POLICE TO ESTABLISH LOADING ZONES. (a) The Chief of Police is hereby author- ized to determine and to mark loading zones and passenger loading zones as follows: 16- WS , 1. At any p lace in the Central Traffic District or any business district. 2. Elsewhere in front of the entrance to any place of business or in front of any hall or place used for the purpose of public assembly. 4.'.)) In no event sha111 more than one -half of the total curb length in any block be reserved for loading zone purposes exclusive of the passenger loading zones at the entrances to public theatres. (c) Loading zones shall be indicated by a yellow paint line stenciled with black letters, "LOADING ONLY ", upon the tops of all curbs within such zones. (d) Passenger loading zones shall be indicated by a white line stenciled with black letters, "PASSENGER LOADING ONLY ", upon the tops of all curbs in said zones. SECTION 59. EFFECT OF PERMISSION TO LOAD OR UNLOAD. (a) Permission herein granted to stop or stand a vehicle for purposes of loading or unloading of materials shall apply only to commercial vehicles and shall not extend beyond the time necessary therefor, and in no event for more than twenty (20) minutes. (b) The loading or unloading of materials shall apply only to commercial deliveries, also the delivery or pickup of express and parcel post packages and United States mail. (c) Permission herein granted to stop or park for purposes of loading or unloading passengers shall in- clude the loading or unloading of personal baggage but shall not extend beyond the time necessary therefor, and in no event for more than three (3) minutes. (d) Within the total time limits above specified the provisions of this section shall be enforced so as to accommodate necessary and reasonable loading or unloading but without permitting abuse of the privileges hereby granted. , 17- t ; -3;S3 SECTION 60, STANDING IN ANY ALLEY. No person: shall stop, stand or park a vehicle for any purpose other than the loading or unloading of persons or materials in any alley. SECTION 61. STANDING FOR LOADING OR UNLOADING ONLY. When authorized signs or marks are in place giving notice thereof no person shall stop, stand or park a vehicle for any purpose other than loading or unloading passengers or materials for such time as is permitted herein, in any of the following places: 1. In any yellow loading zone; 2. Within ten (10) feet of any entrance to any school, or any other building used for the transaction of governmental business. SECTION 62. STANDING IN PASSENGER LOADING ZONE. No person shall stop, stand or park a vehicle in any passenger loading zone for any purpose other than the loading or unloading of passengers for such time as is specified in Section 59. SECTION 63. THE CHIEF OF POLICE TO DETERMINE ADDITIONAL LOADING OR UNIAADING PLACES. Whenever the Chief of Police has determined that parking shall be limited and authorized signs or marks are in place giving notice thereof, no person shall stop, stand or park a vehicle for any purpose other than loading or unloading passengers or materials in any of the following places: 1. At any curb where the grade of the street exceeds twelve (12) per cent. 2. On any part of a roadway having a width of not more than twenty -five (25) feet. 3. In front of any hall or place used for the purpose of public assemblage. r: I x_385 S. "CTION 66. PARKING TIME LIT KITED IN CENTRAL TRAFFIC DISTRICT. When authorized signs are in place ;riving notice thereof no person shall stop, stand or park any vehicle within the Central Traffic District between the hours of 8 :00 A. M. and 6 :00 P. M. of any day except Sunday for a period of time longer than forty -five (45) minutes. SECTION 67. PARKING TIME LIM:TED IN OTHER BUSINESS DISTRICTS. When authorized signs are in place giving notice thereof no person shall stop, stand or park any vehicle within a business district outside of the Central Traffic District between the hours of 8 :00 A. M. and 6:00 P. 1-11. of any day except Sunday for a period of time longer than two (2) hours. SECTION 68. PARKING TIM, LIM1ITED ON CERTAIN EMJERATED STREETS. When authorized signs are in place hiving notice thereof no person shall stop, stand or park any vehicle on any of the streets enumerated in Section 80 hereof for a period of time longer than is specified in said Section 80 , for said respective streets of: portions thereof at any time between the hours of 8 :00 A. M. and 6 P. M. of any day except Sunday. SECTION 69. ALL NIGHT PARKING PROHIBITED. No person shall stop, stand or park a vehicle on any street for a period of time longer than thirty (30) minutes between the hours of 2 :00 A. P. and 4 :00 A. Pr. of any day. SECTION 70. UNLAWFUL PARKING - PEDDLERS, VENDORS. (a) Except as otherwise provided in this section, no person shall stand or park any vehicle, wagon or push -cart from which goods, wares, merchandise, fruits, vegetables or food stuffs are sold, displayed, solicited or offered for sale or bartered or exchanged., or any lunch wagon or eating car or vehicle, on any portion of any street within this city, except that such 20- 1 -386 's vehicles, wagons or push -carts may stand or park only at the request of a bona fide purchaser for a period of time not to exceed ten (10) minutes at any one place. The provisions of this sub - section shall not apply to persons delivering such articles upon order of, or by agreement with a customer from a store or other fixed place of business or distribution. park (b) No person shall/or stand on any street, any lunch wagon, eating cart or vehicle, or push -cart from which tamales, peanuts, popcorn, candy or other articles of food are sold or offered for sale without first obtaining a written permit to do so from the City Council of said City, which shall designate the specified location in which such cart shall stand. (c) No person shall park or stand any vehicle, or wagon used or intended to be used in the transportation of property for hire on any street while awaiting patronage for such vehicle or wagon without first obtaining a written permit to do so from the City Council, which shall desig- nate the specific location where such vehicle may stand. (d) No person shall stand or park a vehicle upon any street for the purpose of displaying such vehicle for sale by sign or otherwise. (e) Whenever any permit is granted under the provisions of this section and a particular location to park or stand is specified therein, no person shall park or stand any vehicle, wagon, or push -cart on any location other than as designated in such permit. In the event that the holder of any such permit is convicted in any court of competent jurisdiction for violating any of the provisions of this section, such permit shall be forthwith revoked by the City Council, upon the filing; of the record of such conviction, with the said City Council, and no 21- i i ,I months, or by a fine of not to exceed three hundred dollars, or by both such fine and imprisonment, in the discretion of the court. SECTION 74. EFFECT OF ORDINANCE. If any section, sub- section, sentence, clause or phrase of this ordinance is for any reason held to be unconstitutional, such decision shall not affect the validity of the remaining portions of this ordinance. The City Council hereby declares that it would have passed this ordinance and each section, sub- section, sentence, clause and phrase thereof, irrespective of the fact that any one or more sections, sub - sections, sentences, clauses or phrases be declared unconstitutional. SECTION 75. That Ordinance No. 134, entitled; "AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, REGULATING TRAFFIC UPON THE PUBLIC STREETS, AVENUES, ALLEYS AND THOROUGHFARES WITHIN SAID CITY,. AND REPEALING ALL ORDINANCES INCONSISTENT THEREWITH. passed and adopted on the 17th day of June, A. D., 19270 as amended to date, is hereby repealed, and all ordinances or parts of ordinances in conflict with or inconsistent with the provisions of this ordinance are hereby repealed, except that this repeal shall not affect or prevent the prosecution or punishment of any person for any act done or committed in violation of any ordinance hereby repealed prior to the taking effect of this ordinance. SECTION 76. The City Clerk shall certify to the passage and adoption of this ordinance, and shall cause the same to be published once in the El Segundo Herald, a weekly newspaper of general circulation, printed, published and circulated within the said City of E1 Segundo, and which is hereby designated for that purpose. 23- 1 -389 ARTICLE XVI. SCHEDULES OF DESIGNATED STREETS REFERRED TO IN ORDINANCE. SECTION 77, ONE WAY STREETS. In accordance with Section 36 and when properly signposted, traffic shall move only in the direction indicated upon the following streets: (None at present). SECTION 78. THROUGH STREETS. In accordance with the provisions of Section 38a and when signs are erected giving notice thereof, drivers of vehicles shall: stop at the entrance or entrances to those intersections described as follows: (None at present). SECTION 79, STOP INTERSECTIONS. In accordance with the provisions of Section 38b and when signs are erected giving notice thereof, drivers of vehicles shalll stop at the entrance or entrances to those intersections described as follows: (1) Inglewood- Redondo Road, at its intersection with Imperial Highway. (2) Inglewood- Redondo Road, at its intersection with E1 Segundo Boulevard. (3) Sepulveda Boulevard, at its intersection with Imperial Highway. (4) Sepulveda Boulevard, at its intersection with Grand Avenue. (5) Sepulveda Boulevard, at its intersection with E1 Segundo Boulevard. (6) Sepulveda Boulevard, at its intersection with Rosecrans Avenue. (7) Imperial Highway, at its intersection with Sheldon Street. 24- 13iLiO , (8) Main Street from the Southerly line of Sycamore Avenue to the Northerly line of Pine Avenue,; excepting at its intersection with Palm Avenue, and also excepting at its intersection with Oak Avenue on the 'Westerly side. SECTION 71. WASHING VEHICLES IN STREET. No person shall dust, wipe, wash, or otherwise clean, use or employ any method of dusting, wiping, washing or otherwise cleaning any vehicle or portion thereof while on any street unless such vehicle is owned by or under the direct control or supervision of the person doing any of the acts herein enumerated. SECTION 72. EMERGENCY PARKING SIGNS. (a) When- ever the Chief of Police shall determine that an emergency traffic congestion is likely to result from the holding of public or private assemblages, gatherings or functions, or for other reasons, the said Chief of Police shall have power and authority to order temporary signs to be erected or posted indicating that the operation, parking or standing of vehicles is prohibited on such streets and alleys as the Chief of Police shall direct during the time such tem- porary signs are in place. Such signs shall remain in place only during the existence of such emergency and the Chief of Police shall cause such signs to be removed promptly thereafter. (b) When signs authorized by the provisions of this section are in place giving notice thereof, no person shall operate, park or stand any vehicle contrary to the directions and provisions of such signs. ARTICLE XV. PENALTIES AND EPFEQT Or ORDINANCE. SECTION 73. PENALTIES. Any person violating any of the provisions of this ordinance shall be guilty of a :misdemeanor, and upon conviction thereof shall be punished by imprisonment in the City Jail or in the county jail of Los Angeles County, California, for not exceeding three 22-
