ORDINANCE 193ORDINANCE N0. 193. Ali ORDINANCE OF THE CITY OF EL SEGUTDO, CALIFORIIA, GRANTING CONSENT OF THE CITY COUNCIL OF SAID CITY FOR THE IMPROVEMENT BY THE COUNTY OF LOS ANGELES OF A CERTAIN PORTIO14 OF IMPERIAL HIGHVAY WIEIN SAID CITY, AS A PART OF THE COUNTY SYSTEM OF HIGHWAYS. VMREAS, the Board of Sups-rvisors of the County of Los Angeles, State of Cali fo mia, did heretofore on the 14th day of September, 19349 adopt a resolution declaring that certain highway in the County of Los Angeles, State of California, known as "Imperial Highway", between Inglewood- Redondo Road and Sepulveda Boulevard, to be a ' part of the County system of highways within the said County, as provided in that certain statute of the State of California, entitled, "An Act Authorizing Counties to Improve or Assist in the Improvement of Streets Lying in Municipalities, " approved April 30, 1923, (Stats. 19230 page 123), as amended; AND, WHERE AS, said portion of said Imperial Highway lies within the limits of the City of El Segundo, California; AND, WHEREAS, said Statute of 1923 as amended, provides that the City Council of said City in such case may consent to the establishment of the portion of such highway, lying within the limits of said City, as a part of the County system of highways; AND, WHEREAS, it is the desire of the City Council of said City to so consent to such establishment; 1- IyOFI, THEREF0173, the City Council of the City of El Segundo, California, does ordain as follows: SECTION 1. That the City Council of the City of El Segundo, California, on its own behalf and on behalf of said City, does hereby consent to the establishment, as contemplated in said Statute as so amended, of the portion of that certain highway in the County of Los Angeles, State of California, knoma as Imperial Highway, between Inglewood- Redondo Road and Sepulveda Boulevard, lying within said City, as a part of the ounty system of highways of said Los Angeles County. SECTION 2. That the Board of Sune ry is ors of said Los Angeles County, as contemplated in said statute as so amended, may improve the portion of said highway lying within said City, and maintain the sane as other county highways of said County are improved and maintained, paying for such improvement and maintenance as provided in said Statute of 1923, as amended. SECTION 3. That the City Clerk shall certify to the passage and adoption of this ordinance and shall cause the same to be published once in the El Segundo Herald, a weekly newspaper, printed, published and cir- culated within the said City of Ll Segundo, and which is hereby designated for that purpose; and shall further cause a certified copy of the same to be forthwith for- warded to the said Board of Supervisors of said County. SECTIOT4 4. That this ordinance is an ordinance affecting the public peace, health and safety of said City, and for that reason the same shall take effect immediately upon the adoption thereof. The facts constituting its urgency are as follows: The City of El Segundo is without adequate funds properly applicable at this time to the improvement of said 2- portion of said thoroughfare which is open to public use, but has a rough and uneven surface, and is in a condition which seriously interferes with vehicular traffic over the same: that it is a thoroughfare which could be used by vast numbers of persons and vehicles, and should, in order to subserve the public peace, health, safety and convenience of said City, and the public using the same, be promptly put in first class condition, which said County is able to do, as it has funds properly and imme- diately applicable to the purposes of improving and maintaining said portion of said highway, thereby eli- minating at once any possibility of damage to persons or property on account of any defective or dangerous condition vklich may at present exist therein.
