ORDINANCE 178t 3 -192 ORDINANCM NO. 178 AN ORDINANCE OF TEE CITY OF EL SEGWMO, CALIFOENIA, D(ECLAEING THE INTENTION OF TSE COUNCIL OF SAID CITY TO CALL AN ELECTIOB IN TIIAT PART OF TEE CITY OF EL SEGUNDO CONTAIMD WITE119 ME BOUNDARIES OF TEE PROPOSED MUNICIPAL IMO EINENT DISTRICT TO BE ENS AS 'FACT OF 1927 MUNICIPAL IMPROVZMT DISTRICT NO. 1 OF THE CITY OF EL SEGUNDO" FOR TSE PURPOSE OF SUB - MITTING TO THE QUALIFIED ELECTORS OF SAID DISTRICT A PROPOSITIOlN AUTHORIZING THE ISSUANC$ AED SALE OF BONDS OF SAID DISTRICT• WHEREAS a petition was filed. in the office of the City Clerk of the City of El Segundo on dune 3, 19319 requesting that proceedings. be taken in pursuarme of an Act of the legislature of the State of California entitled, "An Act to provide for the fo imation of districts within municipalities for the aoquisition or construction of public improvements, works and public utilities; for the issuance, sale acrd payment of bonds of such districts to meet the cost of such improvements; and for the acgg1si- tion or construction of such improvements, Itapproved May 249 1927; and, ESFIREAS it appears from the affidavits attaohed tharete- and from the certificate of the City Clerk and from other evidence duly received md heard, and it is hereby found and determined that said petition is signed t by not less then ten (10) per cent of the qualified electors residing in the territory which is proposed to be formed into said municipal improvement district; and, 1- a i vMMMS the public interest and necessity require that proceedings be taken, as requested in said peg tition; NOW, THEMPORE, the City Council of the City of El Segundo do ordain as follows: SECTION 1. That it is the intention of the council of the City of E1 Segundo to call an election in that certain proposed municipal improvement district having boundaries as hereinafter described or as the same may be modified, in the manner provided in the aforesaid Act for the purpose of submitting to the qualified electors of said district the proposition of authorizing the issuance and sale of bonds of smh dis- trict.. in the mamer prescribed in said Act approved May 24, 1927, for the purpose of creating an indebtedness to be 'represented by the bonds of said district to pay the cost and expenses of acquiring lands, rights -of -wag and easements necessary in order to widen sad extend that certain public street commonly known as Arizona Drive between Coliingwood Avenue ( also known as Imperial. Highway) and Roseorans Avenge within said municipal improvement district aad the improvement of said street by the construction affi completion upon said street as the same may exist after it is widened and extended of cement concrete curbs mad gutters and of an asphaltic pavement forty feet in width on a portion of said street and the improvement with oil or oil macadam of other portions of the roadway of said street and the construction of appurtenances necessary sud/or convenient to said improvement; (a portion of tkfle cost of said improvement, as hereinafter stated,, is to be met with state andAr 2r- 1193 1;94 county funds) and to pay the inoid.ental expenses in connection therewith. SECTION 2. That the exterior boundaries of said municipal improvement district, which shall be known as 'Act of 1927 Municipal Improvement }district No. 1 of the City of El Segundo ",, are described as follow, to- o-wit; Beg at the northwest corner of the Northeast 171-"f Section 12, township S South, Range 16 Best San Bernardino Base wt d Meridian, said corner also being the point of intersection of the center line of Center Street with the northerly boundary line of the City of El Segando as sand street is shown upon that map of C. That the proposed improvement,., work or public utility to be acquired or constructed in said district is the acquisition of 1 andc,, rights-of-way and easements 3- '..1.95 _ necessary in order to dden and extend that certain public street commonly known as Arizona Drive between .o.� Gollingwood Avenue (also' known an Imperial Highway) and Rosecrans Avenue within said municipal improvement district, and the improvement of said street, by the construction and completion upon said street, as the same may exist after it is widened and extended, of cement concrete curbs and gutters and of an asphaltic pavemamt forty (40) feet,in width on a portion of said street, and the improvement with oil or oil msoadam of other portions of the roadway of said street, and .the construction of appurtenances necessary and /or convenient to said improvement. BROTION 3, That the total estimated cost of said proposed improvement is Two Hundred Fifty Seven Thousand One Hundred Sixty Six Dollars ($859,166.00)8 and the estimated amount of inaidentai expenses in oonnection with said improvement is Thirteen Thousand Dollars ($13,000#00); that a portion of the cost of said Improvement, to -wit, the sum of One Hundred Twenty Three Thousand ghree Hundred Fifty Dollars ($1330 350,00) is to- be paid with state and/or county funds; that the estimated coat Of said proposed improvement to the said municipal improvement district is therefore One ftsdred Thirty three Thousand Eight Hundred Sixteen Dollars ($1W, 816.00), and the estimated amount of incidental expenses in connection with :paid improvement i s Thir#esn thousand Dollars ($13, 000), and that the amount of principal of the indebtedness pro- posed to be incurred is the sum of One Hundred Forty Six Thousand Eight Hundred Sixteen Dollars ($1461816,00) . 4- 4'. That an election will be held in said district on 2hursday, Ootober 29th, 1981, for the purpose of submitting to the qualified voters thereof the propo- sit i6n of incurring an indebtedness in the total amount of One Hundred Forty Six Thousand Night Hundred Sixteen Dollars ($146,816.00) by the issuance of bonds of such district to pay the *oat am d expenses of the proposed Improvement* That a map showing the exterior boundaries of said district with relation to the territory immediately contiguous thereto and a general description of the pro- posed improvement are on file in the office of the City Clerk of the City of Ei Segundo, which said map shall govern for all details as to the extent of said district. SECTION 4. Than the 2nd day of September, 19010 at the hour of 7:15 P. M., in the council chamber of the City of El Segundo, in the City Hall of said City, at 2D3 Richmond Street, in the City of E1 Segundo, is hereby fixed as the date, hour and place for the hearing of protests, *ich shall be in siting and filed with the Clerk of said Council on or before said time of hearing as provided for by said Municipal Improvement District Act of 19270 SECTION 5.
