ORDINANCE 168ORDINANCE NO. 168 AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, DECLdRING THE INTENTION OF THE COUNCIL OF SAID CITY TO CALIF AN ELWTION IN THAT PART OF THE CITY OF EL SEGUNDO CONTAINED WITHIN THE BOUNDARIES OF THE PRO- POSED MUNICIPAL IMPROVE KNT DISTRICT TO BE KNOWN AS "ACT OF 1927 MUNIC IPAL IM]?RO VE19NT DISTRICT N0, 1 OF THE CITY OF EL SEGUNDO" FOR THE PURPOSE OF SUB - MITT 3XG TO THE QUALIFIED ELECTORS OF SAID DISTRICT A PROPOSITION AUTHORIZING THE ISSUANCE AND SALE OF BONDS OF SAID DISTRICT. WHEREAS a petition was filed in the office of the City Clerk of the City of El Segundo on May 21, 1930, requesting that proceedings be taken in pursuance of an Act of the legia- lature of the State of California entitled "An Act to provide for the formation of districts within municipalities for the acquisition or construction of public improvements, works and public utilities; for the issuance, sale and payment of bonds of such districts to meet the cost of such improvements; an& for the acquisition or conatruction of such improvements, a ap- proved May 24, 1927; and WEEREAS it appears from the affidavits attached there- to and from the certificate of the City Clerk and from other evidence duly received and heard, and it is hereby found and de- termined that said petition is signed by not less than ten (10) per cent of the qualified electors residing in the territory which is proposed to be formed into said municipal improvement district; and WHEREAS the public interest and necessity require that proceedings be taken, as requested in said petition; ���a West, San Bernardino Base and Meridian, said corner also being the point of intersection of the center line of Center Street with the northerly boundary line of the City of El Segundo as said street is shown upon that map of C. C. Hunt's Subdivision recorded in Book 36, page 36 of Miscellaneous Records, Records of Los Angeles County and on file in the office of the County recorder of said county; thence easterly along the northerly boundary line of the City of El Segundo to the northeast corner of the Northwest 1/4 of Section ?, Township 3 South, Range 14 Nest, San Bernardino Base and Meridian; thence southerly in a straight line across Section 7 and Section 18, Towaship 3 South, Range 14 West, San Bernardino Base and Meridian and across intervening streets and avenues to the southeast corner of the Southwest 1/4 of Section 18, Township 3 South, Range 14 best, San Bernardino Base and Meridian, said point being on the southerly boundary line of the City of El Segundo as the same now exists; thence westerly along the southerly boundary line of said city to the southwest corner of the Southeast 1%4 of Section 133, Township 3 Sou-th, Range 15 West, San Bernardino Base and Meridian, said point also being on the southerly line of Lot 3, Tract 1314, recorded in Book 20, page 161 of Yaps, records of Los Angeles County and on file in the office of the County Recorder of said County; thence northerly in a straight line across Section 13 to the northwest corner of the Northeast 1/4 of said Section l3, Township 3 South, Range 15 West, San Bernar- dino Base and Meridian, said point also being on the center line of Center Street as said street is shown upon that map of E1 Segundo Sheet S. recorded in Book 22, pages 106 and 107 of Maps, Records of Los Angeles County and on file as aforesaid; thence northerly along the center line of Center Street to the point of begin- ning. That the proposed improvement, work or public utility to be acquired or constructed in said district is the acquisition of lands, rights -of -way and easements necessary in order to widen and extend that certain public street commonly known as also mown as Imperial Hijhwa ) Arizona Drive between Collingwood venuelland Roseerans AvenuS wi h- in said municipal improvement district, and the improvement of said street by the construction and completion upon said street, as the same may exist after it is widened and extended, of cement concrete curbs and gutters and of an asphaltic pavement fifty - six (56) feet in width on a portion of said street, and the im- provement with oil or oil macadam of other portions of the road- way of said street, and the construction of appurtenances neces- sary and/or convenient to said improvement. -3- 1-1-36 Section 3. That the total estimated cost of said proposed improvement is three hundred twelve thousand, five hundred dollars ($312,500.00) and the estimated amount of incidental expenses in connection with said improvement is fourteen thousand dollars ($14,000.00); that a portion of the cost of said improvement, to -wit, the sum of one hundred sixteen thousand,, five hundred or dollars ($116,500.00) is to be paid with state and/county funds; that the estimated cost of said proposed improvement to the said municipal improvement district is therefore one hundred ninety- six thousand dollars ($196,000.00), and the estimated amount of incidental expenses in connection with said improvement is four- teen thousand dollars ($14,,000.00), and that the amount of prin- cipal of the indebtedness proposed to be incurred is the sum of two hundred ten thousand dollars ($210,000.00). That an election will be held in said district on Thursday, August 7th, 1930, for the purpose of submitting to the qualified voters thereof the proposition of incurring an indebted- ness in the total amount of two hundred ten thousand dollars ($2109000.00) by the issuance of bonds of such district to pay the cost and expenses of the proposed improvement. That a map showing the exterior boundaries of said district with relation to the territory immediately oontiguame thereto and a general description of the proposed improvement are on file in the office of the City Clerk of the City of El Segundo, which said map shall govern for all details as to the extent of said district. Section 4. That the 25th day of June, 19309 at the hour of 7:15 P.A., in the council chamber of the City of El Segundo, in the City Hall of said City, at 203 Richmond Street, in the City of El Segundo, is hereby fixed as the date, hour and place for the hearing of protests, which shall 'be in writing and filed with the Clerk of said council on or before said time of hearing, -4- t -337 District as provided for by said Municipal ImprovementAAet of 1927. Section 5. That the City Clerk shall certify to the pas - °" sage and adoption of this ordinance and shall cause the same to be published once a week for two weeks in the El Segundo Herald, a weekly newspaper printed, published and circulated within the said City of E1 Segundo, California, and which is hereby desig- nated for that purpose.
