ORDINANCE NO. 150
`"- - AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, REGULATING THE ESTABLISHMENT
AND OPERATION OF PUBLIC AUTOMOBILE PARKS
OR PLACES WITHIN SAID CITY, AND THE BUSINESS
i OF CONDUCTING ANY SUCH PARKS OR PLACES.
The City Council of the City of El Segundo, Cali-
fornia, do ordain as follows:
i SECTION 1. That it shall be unlawful for any
i
person, firm or corporation to establish, conduct, operate
or maintain in the City of E1 Segundo, California, any public
automobile parking station, area or place; or to commence,
conduct or carry on within said city, the business of a
public automobile park or parking area, or place, without
a special pe rmit, in writing,from the City Council of said
city aotodo.
SECTION 2. Any person, firm or corporation de-
siring any permit required under the provisions of the
foregoing section of this ordinance, shall make application
in writing for the same to the City Council of said city.
Said application sFiall set forth the name and address of the
applicant for such permit, together with the name of all
partners thereof, if such applicant be a partnership, and
their addresses; a description of the props rty within said
city upon which it is proposed to establish such public
automobile parking station, area or place, or at which it
is proposed to commence, conduct, maintain or carry on any
- such business; together with such other facts, data and
representations respecting the same, as to sold applicant
may seem advisable with reference thereto.
SECTION 3. All applications for permits hereunder
shall be filed with the City Clerk of said city, and eaoh

such application shall be by said clerk submitted to said
Council at the next regular or special meeting thereof
after the filing of the same. Said Council shell there-
upon consider the said application and shall at said
hearing inquire into the question as to whether or not
the public interest and necessity of said city, in the
opinion of said Council, demand the establishment of any
such public park, parking place or area, or the oommeno-
ing or conducting of any such business. At said hearing
the applicant shall have the right to introduce evidence
respecting the matter referred to in the application or
any matter connected with the establishment, maintenance
or operation of any such park, place or business. Any
member of the public shall also have the right to be
heard with reference thereto. Said Council may adjourn,
said hearing from time to time as in the discretion of
said Council may be deemed necessary, not exceeding thirty
days, and within said period of thirty days shall either
grant said permit upon such conditions as to said Council
may be deemed necessary, in order to protect the public
peace and safety of said city, and the property of members
of the public entrusted to any such park or business, or
persons conducting the same, or shall deny such application.
Said Council shall in all oases in which such permit may
be granted, require a surety bond for the principal sum

of $ 5000.00 to insure to that extent the safe- keeping
and return of any automobile or property entrusted to the
operator, person in charge, or owner of any such park,
parking place, area or business.
SECTION 4. That any person, firm or corporation ♦iow
lating any of the provisions of this ordinam-ce shall be
guilty of a misdemeanor, and upon conviction thereof shall
be punished by a fine not exceeding $300.00 or by imprison-
ment in the County Jail of Los Angeles County, California„

or in the City Jail of said City of El Segundo, California,
as the Committing Magistrate may direct for a period of
not exceeding six months or by both such fine and imprison•
ment in the discretion of Court.
SECTION 5. This ordinance is an emergency ordi-
nanoe sad the facts constituting its urgency are as follows;
That this Council is informed and believes that vast num-
bers of motorists will visit the said City of E1 Segundo
during the immediate future, and beginning about the first
of September, 1928, in view of the international air races
to be held at Mines Field immediately adjoining said city,
and it is imperative that the members of the public re-
presented thereby and their automobiles and property be
properly protected, and that therefore this ordinance
shall take effect and be in fall force and virtue imme-
diately upon the final passage and adoption thereof.
SECTION 6. The City Clerk shall certify to the
passage and adoption of this ordinance and shall cause the
same to be published once in the E1 Segundo Herald, a
weekly newspaper printed, published and circulated within
said city and Ykich is hereby designated for that purpose.
Passed, approved and adopted this 17th day of
August, A. D., 1928.
