ORDINANCE NO. 115 .
AN ORDINANCE OF THE CITY OF EL SEGUND09 CALIFORt:IA,
CALLING AND PROVIDING FOR THE HOLDING OF A SPECIAL
ELECTION TO BE HELD IN THE CITY OF EL SEGUNDO ON
FRIDAY, THE FIRST DAY OF MAY, 1925s AND SUBMITTING
TO THE QUALIFIED VOTERS OF SAID CITY CERTAIN PROPOSI-
TIONS FOR THE INCURRING OF BONDED INDEBTEDNESS FOR
THE ACQUISITION, CONSTRUCTION AND COMPLETION OF CER-
TAIN MUNICIPAL I14PROVEIMITS, TG -WIT: A MUNICIPAL
SEWER SYSTEM AS IN THIS ORDINANCE MORE FULLY STATED
AND A PUBLIC PARK OR SYSTEM OF PARKS AS IN THIS ORDI-
NANCE MORE FULLY STATED AND CONSOLIDATING SAID SPECIAL
ELECTION WITH A SPECIAL ELECTION HERETOFORE CALLED TO
BE HELD IN SAID CITY OF EL SEGUNDO ON SAID FIRST DAY
OF MAY, 19259 BY ORDINANCE NO. 114 OF THE CITY OF
EL SEGUNDO. —'
WHEREAS, the Board of Trustees of the City of El
Segundo did at a regular meeting thereof held on the 27th day
of March, 1925, by a vote of more than two - thirds of all its
members, duly pass and adopt a resolution entitled "A Resolu-
tion of the Board of Trustees of the City of El Segundo,
County of Los Angeles, State of California, Determining That
the Public Interest and Public Necessity of the City of E1
Segundo Demand the Acquisition, Construction and Completion by
said City of a Certain Municipal Improvement, to -wit: A Munici-
pal Sewer System for the Collection, Carrying Off and Disposal
of Sewage in and away from said City of El Segundo, Consisting
of the Acquisition, Construction and Completion by said City
of Main Trunk Line Sewers and Main Intercepting Sewers and
Consisting of the Acquisition, Construction or Completion of
an Outfall Sewer Line or Lines and Disposal Plant or Plants,
or the Right to Use Such Outfall Sewer Lines and Disposal
Plants, and Including the Acquisition, Construction and Com-
pletion of all Necessary Lands, Rights -of -Way, Easements,
Pipe, Machinery, Apparatus and Equipment Necessary for the
Completion of Such Municipal Sewer System; and Determining
that the Cost Thereof is and will be too Great to be Paid Out
of the Ordinary Annual Income and Revenue of said City of E1
Segundo ", which resolution was numbered Resolutio# No. 69 ;

the same for park purposes by the acquisition, con-
struction or completion thereon of lawns, trees,
shrubbery, flowers, Walks, side - walks, drives and
other structures, buildings or works necessary for the
completion of such municipal improvement.
SECTION 3: That the estimated cost of the proposed
municipal improvement described in Proposition I of Section
2 hereof is Three hundred seventy -five thousand dollars
(375,000); that the amount of the principal indebtedness to
be incurred therefor is the sum of Three hundred seventy -five
thousand dollars (375,000); and that the maximum rate of
interest to be paid on said indebtedness shall be six per cent.
(6 %) per annum, payable semi- annually; that if the proposition
for the incurring of said indebtedness for said purpose so sub-
mitted receives the requisite number of votes, to -wit: two -
thirds of the votes of the qualified voters voting at said
special election, bonds of said City in the amount of Three
hundred seventy -five thousand dollars (3759000) shall be is-
sued and sold for the object and purpose set forth in said
Proposition I of Section 2 hereof.
That the estimated cost of the proposed municipal im-
provement described in Proposition II of Section 2 hereof is
Fifty thousand dollars (509000); that the amount of the prin-
cipal indebtedness to be incurred therefor is the sum of Fifty
thousand dollars (50,000)9 and that the maximum rate of in-
terest to be paid on said indebtedness shall be six per cent.
(6%) per annum, payable semi - annually; that if the proposition
for the incurring of said indebtedness for said purpose so
submitted receives the requisite number of votes, to -.wit: Two -
thirds of the votes of the qualified voters voting at said
special election, bonds of said City in the amount of Fifty
thousand dollars (050,000) shall be issued and sold for the
object and purpose set forth in said Proposition II of said
Section 2 hereof.

SECTION 5: That for the purpose of economy and conven-
ience, the election hereby called is hereby consolidated with the
special municipal annexation election authorized by law and
called to be held in the City of El Segundo on Friday, the
first day of May, 19250 by said Ordinance No. 114, at which
said special municipal annexation election the qualified voters
of said City of E1 Segundo are entitled to vote; that the
election precincts, polling places and officers of election

election and no other notice thereof than the aforesaid pub-
lication shall be deemed necessary.

that they were respectively passed duly signed and approved by
the President of the Board of Trustees of said City and attest-
ed and certified to by the City Clerk of said City; and
WHEREAS, the Board of Trustees of the City of El
Segundo did at a regular meeting thereof held on the 3rd day
of April, 1925, duly pass and adopt an ordinance, entitled "An
Ordinance of the City of E1 Segundo, California, calling, pro-
viding for and giving notice of a special election to be held
in said City on Friday, the 1st day of May, A.D., 1925, for the
purpose of submitting to the qualified electors of said munici-
pality the question whether or not certain new uninhabited
territory herein described shall be anne3:ed to, incorporated
in and made a part of said municipal corporation." 5

NOW, THEREFORE, the Board 6f Trustees of the City
of E1 Segundo do ordain as follows:
SECTION l: That a special election be held and
the same is hereby called to be held in the City of E1 Segundo
on Friday, the first day of May, 1925, for the purpose of
submitting to the qualified voters of said City the proposi-
tions of incurring indebtednesses and issuing bonds of said
City therefor in the amounts hereinafter set forth and for the
objects and purposes set forth in said resolutions and herein-
after stated.
SECTION 2: That the several objects and purposes
for which said indebtednesses are proposed to be incurred and
bonds issued therefor are as follows:
PROPOSITION I: The acquisition, construction
and completion by said City of a certain municipal im-
provement, to -wit: A municipal sewer system for the
collection, carrying off and disposal of sewage in and
away from said City of E1 Segundo, consisting of the ac-
quisition, construction and completion by said City of
main trunk line sewers and main intercepting sewers and
consisting of the acquisition, construction or comple-
tion of an outfall sewer line or lines and disposal plant
or plants; or the right to use such outfall sewer lines
and disposal plants, and including the acquisition, con-
struction and completion of all necessary lands, rights -
of -way, easements, pipe, machinery, apparatus and equip-
ment necessary for the completion of such municipal sewer
system.
PROPOSITION II: The acquisition, construction
and completion by said City of a certain municipal im-
provement, to -wit: A public park or system of parks,
including the acquisition of lands and the improvement of

SECTION 4: That the polls for said election shall
be opened at six o'clock A.M. of the day of said election and
must be and remain open continuously from said time until seven
_.. o'clock P.M. of the same day, when the polls shall be closed,
except and provided however, that if at the said hour of closing
there are any voters in the polling places or in line at the
entrance thereof who are qualified to vote and who have not been
able to do so since appearing, the polls shall be kept open a
sufficient time to enable them to vote, but no one who shall
arrive at the polling places after seven o'clock P.M. of said
day shall be entitled to vote, although the polls may be open
when such person shall arrive.
The ballots to be used at said election shall be con-
solidated with the special municipal election ballot to be used
in connection with said annexation election to be held under

said Ordinance No. 114 , and shall, in addition to any other
matters required by law or by the ordinances of this City to be
printed thereon, contain substantially the following:
"Mark a Cross (X) on the ballot ONLY WITH RUBBER STAMP;
never with pen or pencil.

INSTRUCTIONS TO VOTERS:
To vote in favor of any proposition for the incurr-
ing of bonded indebtedness, stamp a arose (X) in the
voting square after the word •Yes'. To vote against
any such proposition, stamp a cross (%) in the voting
square after the word 'No'.
All marks except the cross (X) are forbidden.
All distinguishing marks or erasures are forbidden
and make the ballot Toid.
If you wrongly stamp, tear or deface this ballot,
return it to the inspector of election and obtain
another.

for the special election hereby called shall be the same as
those set forth in said Ordinance No. 114 calling said
special municipal annexation election, which said ordinance
is entitled, "An Ordinance of the City of E1 Segundo, Cali-
fornia, calling, providing for and giving notice of a special
election to be held in said City on Friday, the 1st day of
May$ A.D., 1925, for the purpose of submitting to the quali-
fied electors of said municipality the question whether or not
certain new uninhabited territory herein described shall be
annexed to, incorporated in and made a part of said municipal
corporation".
SECTION 6: That in all particulars not recited in
this ordinance, or said Ordinance No. 114 , said special
election shall be held as provided by law for the holding of
municipal elections in said City of E1 Segundo.
SECTION 7: That the Board of Trustees of said City
shall meet and canvass the returns of said election at a
regular meeting of said Board of Trustees to be held in the
Council Chamber, in the City Hall of said City of El Segundo,
on Monday, the 4th day of Allay, 1925, at the hour of 7:00
o'clock P.M. of said day.
SECTION 8: That the City Clerk shall certify to
the passage and adoption of this ordinance by a vote of at
least two - thirds of all the members of the Board of Trustees
of the City of E1 Segundo and to its approval by said Board
of Trustees, and shall cause this ordinance to be published
once a week for two succeeding weeks in the "EL SEGUNDO HERALD",
a weekly newspaper of general circulation, printed, published
and circulated within said City of E1 Seg undo$ which news-
paper is hereby designated for that purpose, and such publica-
tion of this ordinance shall constitute the notice of said
