The Beard of Trustees of the City of El Segundo,
California, do ordain and determine as follows:
SECTIO1F 0139: RHEREAS the Council of the City of
11 Segundo, California, did on the 2nd day of January, A. D.
1925 pass its Resolution No. 84, declaring its intention to
order the following work sna improvement to be done, to
wit:
That a certain new public street to be known as
Sycamore Avenue be laid out and opened in the said city of
391 Segundo to a uniform width of fifty (50) feet, between
the westerly line of Main Street and a line drawn parallel
to the west boundary of the city of 391 Segundo, California,
and distant 298.75 feet measured at right-angles easterly
therefroa6under the provisions of that certain sot of the
legislature of the state of California, entitled, "An act
to provide for laying oat, opening, extending, wideAing,
straightening or olosing -up in whole or in part, any street,
r` square, lane, alley, court or place within mnnielpalities,
and to condemn and acquire any and all land and property
necessary or convenient for that purpose." Approved
March 6th, 1889 and all amendments thereof and additions
thereto; and which said resolution described the lands and

premises necessary to be taken therefore and specified the
lands to be affected or benefited by said work and improvement.,
and to be assessed to pay the damages, costs and expenses thereof;
and
WHEREAS the Street Superintendent of the City of E1 Segundo
.� did thereupon cause notice of the passage of said resolution to
be posted in the manner and as required by law, and did also
cause a notice similar to the one posted, as aforesaid, to be
published in the "E1 Segundo Herald", a weekly newspaper of
general circulation, printed and published within the said City of
E1 Segundo, as required by said Resolution No. 84, by four
successive insertions therein, to wit: in the issues of January
.r 16th, 23rd, 30th and February 6th, 1925; all of which was done
in the manner and as required by law; and
WHEREAS no objections have been filed against said proposed
work and improvement and more than ten days have elapsed from and
after the expiration of the time of the publishing of said notice
of the passage of said Resolution and the Board of Trustees of the
City of E1 Segundo have thereby acquired jurisdiction to order
~� said work as proposed in said Resolution to be done;
Now therefore it is hereby ordered that said work and improve -
ment be done as aforesaid and as specifically described in
said Resolution of Intention No. 84,
SECTION TWO; Adolph Leuzinger, George A. Johnson and
Arnold F. Fitzgerald, are hereby appointed as Commissioners to
assess the benefits and damages, and to have general supervision
of said proposed work and improvement until the completion there-
of in compliance with the law. For their services as such com-
missioners each of them shall be compensated at the rate of Two
Hundred Dollars per month, provided however, that such compensation
shall not continue for a longer period than six months, unless
extended by order of the Board of Trustees of the City of El Segundo.
Such compensation shall be added to and be chargeable as a part
of the expenses of the work or improvement.

SLCTI08 : Before commencing their duties as such
commissioners each of them shall file with the clerk of the
Board of Trustees an affidavit to the effect that he will
faithfully perform the duties of the office of a commissioner
as the same are prescribed by law, and shall also file with the
alert of the Board of Trustees a bond to the state of California
in the sun of Five Thousand Dollars ($6000000) to faithfully
perform the duties of a comsissioner as the same are prescribed
by law. The Board of Trustees may at any time remove any or
all of the said commissioners for cause, upon reasonable notice
to such commissioner or commissioners and a hearing thereon,
and shall fill any vacancies 000arting among each commissioners
for any oamse.
SWTIOT YOM The said commissioners shall then prooeed

to view the lands described in the Resolution of Intention and
say examine witnesses on oath to be adsinistered by any one of
theme They shall then determine the value of the land and
the damage to the improvements and property affected, and also
the amount of the expenses incident to said work or improvement,
and having determined the some shall proceed to season the same
upon the distlie* to be assessed as the some is fixed in said
Resolution of Intention in proportion to the benefits to be de-
rived from the said work or improvement including the real
property of any railroad company within said district, if such
there be, and any or all public property within said district if
such there be. For this purpose the said commissioners shall
have power to employ each assistance, legal or otherwise, as
they may deem necessary and proper, and to incur such other
expenses as they may dean necessary. All such charges and
expenses shall be deemed expenses of said work or improvement,
and shall be a charge only upon the lands devoted to the partio-
for work or improvement as provided by the sot hersinbefore
mentioned.
SBOTIOd FIVS: All a
p yments, both for the lead and im-
provements taken or damaged and for the charges and expenses
shall be paid by the City Treasurer upon warrants drawn upon said
funds from time to time, signed by said commissioners or a

majority of them. All such warrants shall state whether they
are issued for land or improvements taken or damaged, or for
charges and expenses and that the demand is payable only out of
the money in said fund, and that the city of E1 Segundo shall
in no event be liable for the failure to oolleot any assessment
made by virtue of these proceedings and the sot under which the
some are taken, nor shall said warrants be payable out of any
other fund, nor be a claim against the City of El Segundo.
MOTION SIX: The said oommissioners shall with all
diligence stake a written report of their assessments, of
benefits and damages to the Board of Trustees, ihioh said re-
port shall be accompanied by a Plat of the assessment district
showing the land talon or to be talon for the wort or improve-
ment, and the lands assessed showing the relative location of
each district, block, lot, or portion of lot and its dimensions
as far as the oommissioners can reasonably ascertain the same.
Zook block and lot or portion of lot talon or assessed shall be
designated and described in sail Plat by an appropriate nsmber.
Said report shall also specify each lot, sub- division, or piece
of property talon or injared by the opening of said street or
assessed therefor, together with the name of the owner or
elaimants thereof, or of other persons interested therein, as
lessees, incumbrencers or otherwise, so far as the same are
known to snob oommissioners and the particulars of their in-
tereate, so for as the same can be ascertained, and the amount
of value or damage or the amount assessed as the case may be.
If in any vase the commissioners find that oonflioting claims
of title exist, or if they shall be in ignorance or doubt as to
the ownership of any lot of land or of any improvements thereon,
or of any interests therein, it shall be set down as belonging
to unknown owners. For all farther particulars regarding the
powers and duties of such oommissioners reference is hereby
made to Sections B to 129 both inolusive, of the act hereinbefore
mentioned, and under which these proceedings are talon.
MOTION SEMs After the confirmation of the report of
said Commissioners by the Trustees as provided by law, improvement
bonds shall be issued to represent any and all assessments,
amounting to Fifty Dollars ($50.00) or over, made to pay the

costs and expenses of said laying out and opening oi/oertain new
public street to be known as Sycamore Avenue to a width of fifty
feet, between the westerly line of Main Street and a line drawn
parallel to the west boundary of the city of 21 Segundo, Calif-
ornia, and distant 898.!6 feet measured at right - angles easterly
therefrom, if the property owner or owners against Which said
assessments are made or levied shall so elect. Said improvement
bonds shall be in the form and shall be issued in the manner and
under the circumstances, and said election of such property owners
shall be made in the form and within the time, as provided under
that certain act of the State of California, entitled, "An act
providing for the issuance of improvement bonds to represent certain
special assessments for public improvements under the "Mtrest
opening sot of 1889 ", and providing for the effect and enforeement
of such bonds ", approved May 24th, 19819 and all amendments there-
of and supplements thereto.
EMOTION NIGHT: This Ordinance shall be published once in
the 21 Segundo Herald, a weekly newspaper of general circulation,
printed and published in the City of Bl Segundo, and shall there-
upon and thereafter be in full force and effect.

AND PRESCRIBING THEIR POWERS AND DUTIES". which was duly passed
and adopted by the said Board of Trustees, approved and signed by
the President of said Board and attested by the City Clerk of
said City, all at a regular meeting of the said Board held on the
27th day of February, 1925, and that the same was so passed and
adopted by the following vote:

and remain a part hereof.

being Ordinance No. 113, was duly and regular published according
to law and the order of the Board of Trustees of the City of
E1 Segundo, California, in the E1 Segundo Herald, a weekly
newspaper of general circulation, printed, published and
circulated within the said City, and that the same was so
