ORDINANCE 112ORDINANCE 2; 0. 112. AN CFDMAN CE OF TIM CITY OF EL SEGUNDO, CALIFCF.NIA, ALIENDING C-RDINANCE NO. 78 OF TEE SAID CITY BY A1,1EI DING SECTION 34 TI3EREOF. The Board of Trustees of the City of El Segundo, California, do ordain as follows: SECTICIT Oil:: That Section 34 of Ordinance No. 78 of the City of E1 Segundo, California, which said ordinance is entitled "An Ordinance of the City of El Segundo, California, regulating the construction and installation of plumbing and house drainage and the installation of gas piping and fitting within said city, providing for the issuing of permits therefor, and repealing Ordinance Number 26 of said city, and all ordinances amending said Ordinance Number 26 ", and which said ordinance was passed and adopted on the 29th day of June, 1921, be and the same is hereby amended so as to read as folly rs : "SECTICIT 34. Cesspools and septic tents. No cesspool or septic tank shall be constructed or maintained nearer than four feet to any boundary line of the lot on which it is locat- ed, or closer than five feet to any building used as a dwelling. In case such distance can: -ot be obtained from the lot line, build- ing or structure, such cesspool or septic tank shall be located where directed by the Cl�1 1. y Plumbing Inspector. Every cesspool shall be cylindrical in form and the walls of such cesspool shall be constructed of brick or of cement or concrete blocks. If constructed of brick, all such brick shall be laid flat and the two rows at the bottom shall be laid solid. Lvery sixth course of such brick shall be laid solid and all open courses shall have not to exceed a one -half inch opening between the bricks in the same course. The tops of all cesspools shall be arched or drawn in jug shape and all brick or cement or concrete blocks used in arching said tops shall be laid in cement mortar. The proportions of such mortar shall consist of one part cement to two parts of clean, sharp sand. If concrete or cement blocks are used in the construction of any cesspool, the proportions of the cement at least and the aggregates shall be /one part of cement to eight _ parts of sand, rock or gravel . the style, aggregates, mix, proportions, form and general design and dimensions of such blocks must first be approved by the Board of Trustees of said city, by submitting a completed sample block of the same to said Board, and by leav- ing such sample at the City Hall for the purposes of future comparison. No cement or eonoret a blocks which have not f first been so approved as to style, aggregates, mix, propor- tions, form and general design and dimensions, shall be used for the construction of any cesspool within 2. �fl: i- said city. The minir:7um internal diameter of any cesspool shall be not less than three feet four inches, and the bottom of said cesspool shall be not less than ten feet below the inlet of said oesspooi.. The top of the arch of any cesspool shall not be nearer the surface of the ground than two feet. The arch shall be started at not to exceed three feet measured vertically from the crown. Cesspools of greater internal diameter than five feet shall have walls and the top not less than eight inches in thicraiess constructed as herein - above provided. No standpipe or vent pipes opening to the outer air shall be connected directly to any cesspool, but every cesspool shall be vented through the waste pipe leading thereto. In all other particulars said cesspools shall be constructed in accord- ance with the directions of the Plumbing Inspector of the City of El Segundo, and shall be placed at locations to be designated by him. Septic tanks may be constructed and used within said city in lieu of cesspools, provided, however, that all septic tanks constructed for use within the said City of El Segundo shall be constructed of brick masonry or concrete. The total capacity of every septic tank shall be at least ninety -six cubic feet for every ten persons or fraction thereof served thereby. All septic tanks shall be of impervious construction and shall have ,watertight joints. The overflow for 3. chi the effluent of every septic tank shall be connected to a system of agricultural drain tile, said tile to be laid not less than one foot or more than three feet below the surface of the ground, and there shall be a sufficient amount of such drain tile t o take care of the ef-`'luent at all times without causing a nuisance. In all other particulars said septic tanks shall be cofistruoted in accord- ance with the directions of the Plumbing Inspector of the City of E1 Segundo and shall be placed at locations to be designated by him. " SECTION T O: That said Ordinance No. 78 is hereby amended as hereinabove in Section One provided. SECTIO2y Ti RZ!: : That the City Clerk shall certify to the pas:�age and adoption of this ordinance, and shall cause the same to be published once in the El Segundo Herald, a weekly newspaper of general circulation printed, published and circulated within the said city and which is hereby designated for that purpose. This ordinance shall take effect thirty days after the final passage and adoption thereof.
