HALL: PROVIDING F(R ELECTION PRECINCTS: DESIGNATING THE POLLING PLACES: AND APPOINTING ELECTION OFFICERS FOR SAID ELECTION: PROVIDING Flit THE ISSUANCE OF BONDS FCR SAID -- PURPOSE AND FOR THE LEVYING OF A TAX FOR THE PAYMENT OF SAID BONDS. WHEREAS, the Board of Trustees of the City of El Segundo, in the County of Los Angeles, State of California, by a Resolution No. 40 passed and adopted by /vote of tiro- thirds of all of its members, at a regular meeting of said Board of Trustees held on Wednesday, the 1st day of March, 1922, -- at the City Hall in said city, being its regular place of r meeting therein, did determine that the public interest ' �r and necessity of said city demanded the acquisition, construe- tion and completion by said city of a certain municipal im- provement, namely: a public building, to -grit: a public assembly hall, and that the estimated cost of said improve - went, to-wit: the sum of Twenty -five thousand ($25,000.00)- ;t Dollars, is and will be too great to be paid out of the ordin- ary annual income and revenue of said City of E1 Segundo; and WHEREAS, said resolution was duly signed by the ti President of the Board of Trustees of said city and duly at- ' w tested by the City Clerk thereof on the said lst day of March, 1922, and entered in the book of resolutions of said city and a minute of the passage and adoption thereof made on the uinutes of the meeting at which the same was passed and adopted; 1 • ,pYi a. . NUV, THEREFORE, the Board of Trustees of the City of E1 Segundo do ordain as follows: Section 1: That a Special Municipal Election be and the same is hereby ordered and called to be held in said City of E1 Segundo on Monday, the 10th day of April, 1922, and that at said special election there shall be submitted to the qualified voters of said city the proposition of incurring a bonded indebtedness for the purpose set forth in said Resolution No. 40 dFLy passed and adopted on the 1st b March, 1922, to -wit: the ac- quisition, construction and completion by said City of El Segundo of a certain municipal improvement, namely: a public building, to -wit: a public assembly hall. Section 2: That the object and purpose for which said indebtedness is proposed to be incurred is as follows: the acquisition, construction and completion by said City of El Segundo of a certain municipal improvement, namely: a public building, to -wit: a public assembly hall. Section 3: That the total estimated cost of the ac- quisition, construction and completion of said municipal im- provement is the sum of Twenty -five thousand ($25,000.00) Dollars and that said sum is the amount of the principal of the indeb- s tedness to be incurred therefor and that the maximum rate of interest to be paid on said indebtedness is siu. per centum (�) per annum, payable semi - annually, which rate shall not be exceeded in the issuance of bonds for such indebtedness; that if the proposition to incur the indebtedness for said purpose so submitted at such election receives the requisite number of votes, to -wit: two- thirds of the votes of all the voters of said city voting at such election, bonds of said city in the amount of Twenty -five thousand ($25,000.00) Dollars shall be issued and sold for the purpose of acquiring, con- structing and completing said municipal improvement; said bonds shall bear interest at a rate not exceeding siz per 2. 703 centum per annum, payable semi-annually, and the princi- pal and interest thereof shall be payable in lawful money of the United States of America. That for the purpose of paying the principal and in- terest of said bonds, the Board of Trustees of said city shall, at the time of fixing the general tax levy, and in the manner for such general tax levy provided, levy and collect annually each year until said bonds are paid, or until there shall be a sum in the treasury of said city set apart for that purpose, to meet all sums coming due for principal and interest on such bonds, a tax sufficient to pay the annual interest on such bonds, and also such part of the principal thereof as shall become due before the time for fixing the next general tax levy; said tax shall be in addition to all other taxes levied for municipal purposes, and shall be collected at the time and in the same manner as other municipal taxes are col- lected, and be used for no other purpose than the payment of said bonds and accnuing interest. Section 4. That the election hereby called shall be and the same hereby is consolidated with the General Municipal Election heretofore by Resolution No. 41 of the City of E1 Segundo entitled A resolution of the Board of Trustees of the City of El Segundo, California, calling and giving notice of the holding of a general municipal election to be held in said city on Monday, the 10th day of April, 1922, for the election of certain municipal officers of said city." passed, approved and adopted the 8th day of March, 1922, called and ordered by the said Board of Trustees of the City of El Segundo to be held on said Monday, the 10th day of April, 1922, and the election precincts, polling places and offi cersof election heretofore provided for by said Resolution No. 41 are hereby established, designated.and appointed as the election precincts, polling places and officeraof election, respectively, for the s. 7o�I special election hereby ordered to be held for the purpose aforesaid. That the special municipal election hereby called and ordered to be held shall be held and conducted and votes thereat received and canvassed and the returns made and the result thereof ascertained, determined and declared as herein provided, and in all particulars not recited herein, according to the lags of the State of California providing for and governing municipal elections in the City of E1 Segundo. That there shall be printed on the ballots to be used I at such special municipal election, in addition to the other matters required by law, the following proposition to be voted upon, to -wit: " Shall the City of El Segundo, California, incur a bonded indebtedness of Twenty -five thousand ($25,000.00) Dollars for the purpose of acquiring, constructing and completing a certain municipal improvement, namely: a public building, to -wit: a public assembly hall" ( and opposite said above proposition to be voted upon, and to the right thereof, shall be printed the words "Yes" and "No" on separate lines with a voting square opposite and to the right of each of said words. Section 5. At said special municipal election, the polls shall be opened at six o'clock A. M. of the clap of such elec- e tion and be kept open until seven o'clock P. M. of the same day, when the polls shall be closed except as provided in Section 1164 of the Political Code of the State of California. The City Clerk is. hereby directed to procure all supplies that may be necessary to properly and lawfully con- duct said special election. 4. 705 Section 6: The City Clerk shall certify to the passage and adoption of this ordinance by two- thirds vote of all the members of the Board of Trustees of said City of E1 Segundo, and this ordinance shall be published at least once a week for two (2) weeks prior to the time appointed for the holding of said election, in the "El Segundo Herald ", a Weekly news- paper of general circulation, printed, published and circulated in said city less than six days per week, and which is hereby designated for that purpose. Section 7: No other notice of said election than the aforesaid publication shall be deemed necessary and said pub - lication of this Ordinance shall be sufficient for all purposes. Section 8: This ordinance shall take effect immediately upon its passage and adoption.
