ORDINANCE NO. 54
AN ORDINANCE OF THE CITY OF SL SEGUNDO, CALIFORNIA,CALLIN ,
PROVIDING FOR, AND GIVING NOTICEIPOF A SPECIAL ELECTION TO BE
HELD IN SAID CITY ON TUESDAY, THE SECOND DAY OF SEPTEMBER, 1919,
FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED VOTERS OF SAID
CITY, THE PROPOSITION OF INCURRING A BONDED INDEBTEDNESS BY
SAID CITY FOR THE ACQUISITION, CONSTRUCTION AND COMPLETION BY
SAID CITY OF A CERTAIN MUNICIPAL IMPROVEMENT, NAMELY: A PUBLIC
BUILDING, TO -WIT: A PUBLIC ASSEMBLY HALL, PROVIDING FOR
ELECTION PRECINCTS, DESIGNATING THE POLLING PLACES AND APPOINT-
ING ELECTION OFFICERS FOR SAID ELECTION; PROVIDING FOR THE
ISSUANCE OF BONDS '20 PAY THE COST OF SAID IMPROVEMENT, AND THE
LEVYING OF A TAX FOR THE PAYMENT OF SAID BONDS:
1HEREAS, the Board of Trustees of the City of E1 Segundo,
in the County of Los Angeles, State of Dalifornia, by Resolution
No. 20, passed and adopted at a regular meeting of said Board of
Trustees held on Wednesday, the 16th day of July, 1919, in the
Council Chamber at the City Hall in said city, being its regular
place of meeting therein, did determine that the public interest
and necessity of said city demanded the acquisition, construction,
and completion of a certain municipal improvement, namely: a public
building, to -wit: a public assembly hall, and that the estimated
cost of said proposed municipal improvement, namely, the sum
of Twenty thousand dollars (20,000.00), is, and will be too
great to be paid out of the ordinary annual income and revenue of
said city of E1 Segundo, and
AREAS said resolution was duly signed by the
President of the Board of Trustees of said city, and duly attested
�� by the City Clerk thereof, on said 16th day of July, 1919, and
entered in the book of Resilutions of said city, and a Minute
of the passage and adoption thereof made on the Minutes of the
meeting, at which the same was passed and adopted,
NOW THEREFORE, the Board of Trustees of the City of
E1 Segundo do ordain as follows:
Section 1. That a special municipal election be, and
the same is hereby ordered and called to be held in said City of
El Segundo, on Tuesday, the second day of September, 1919, and
that at said special election there shall be submitted to the
qualified voters of said city, the proposition of incurring a
certain bonded indebtedness for the purpose set forth in said
Resolution No. 20, passed and adopted on said 16th day of July,
1919, namely: the acquisition, construction and completion by said
city of E1 Segundo, of a certain municipal improvement, namely:
a public building, to -wit: a public assembly hall.
Section 2. That the object and purpose for which said
indebtedness is proposed to be incurred, is as follows: The
acquisition, construction and completion by said City of E1 Segundo
of a certain municipal improvement, namely: a public building,
to -wit: a public assembly hall.
Section 3. That the total estimated cost of the
acquisition, construction and completion of said municipal improve-
ment, is the sum of Twenty thousand dollars (20,000.00), and that
said sum is the amount of the principal of the indebtedness to
be incurred therefor, and that the maximum rate of interest to
be paid on said indebtedness is six per cent (6f) per annum,
payable semi - annually, which rate shall not be exceeded in the
issuance of bonds for such indebtedness. That if the proposition
to incur the indebtedness for said purpose so submitted at such
election, receive the requisite number of votes, to -wit: two -
thirds of the votes of the qualified voters of said city, voting
at such election, bonds of said city in the amount of Twenty

thousand dollars (20,000.00) shall be issued.
Section 4. That the special election hereby called
and ordered to be held, shall be held and conducted, and the
votes thereat received and canvassed, and the returns made, and
the results thereof ascertained, determined and declared, as here-
in provided, and, in all particulars not recited herein, according
to the laws of the State of California, providing for and
governing special elections in the city of E1 Segundo.
Section 5. The ballots to be used at such election,
in addition to any other matters required to be printed thereon
by the laws of the State of California, or any Ordinance or law
of the City of El Segundo, shall have printed thereon, the
following:
"INSTRUCTIONS TO VOTERS:
To vote on a proposition, stamp a
cross (X) in the blank space at the
right of and opposite the answer
you desire to give.
ALL BARKS EXCEPT THE CROSS ( X ) ARE
FORBIDDEN:
All diet inguiehing marks or erasures
are forbidden and make the ballot
void. If you Wrongly stamp, tear or
deface this ballot, return it to the
Inspector of the Election and obtain
another.
Shall the City of E1 Segundo, California,
incur a bonded indebtedness of Twenty Yes :
Thousand dollars (20,000.00) for the
purpose of acquiring, constructing and
completing a certain municipal improve-
ment, namely, a public building, t9- No
wit: a public assembly hall, in said
city ?"
Section 6. That for the purpose of holding such
special municipal election, there shall be one election precinct
within said city, which said precinct shall be the same precinct
as heretofore fixed in Ordinance No. 53 of the City of E1 Segundo,

passed and adopted on the 16th day of July, 1919, entitled:
"AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, CALLING, PROVIDING, AND GIVING NOTICE
OF A SPECIAL ELECTION TO BE HELD IN SAID CITY ON
TUESDAY, THE SECOND DAY OF SEPTEMBER, 1919, FOR
THE PURPOSE OF SUBMITTING TO THE QUALIFIED ELECTORS
OF SAID MUNICIPALITY, THE QUESTION WHETHER OR NOT
CERTAIN NEWS UNINHABITED TERRITORY THEREIN DES[RIBED,
SHALL BE ANNEZED TO AND INCORPORATED IN AND MADE A
PART OF SAID MUNICIPAL CORPORATION"
and said special election precinct shall be known as "Special
Municipal
�Precinct No. 1" as set forth in said Ordinance, the
exterior boundaries of which shall be the same as set forth in
said Ordinance No. 53, to -wit: The exterior boundaries of the
City of E1 Segundo, as the same now exist.
The polling place for said special municipal election
shall be in the Council Chamber of the City Hall of the City of
E1 Segundo, at the Northwest corner of Franklin Avenue and
Richmond Street in said city, being the same polling place des-
ignated by said Ordinance No. 53.
The officers to conduct said special election at said
special election precinct No. 1, are hereby named and designated
as the same officers named and designated in said Ordinance No.
53, to -wit:
For Inspectors: Mrs. Violet Thurston and Miss Ada Swartzbaugh.
For Judges: James N. Polick and Fred M. Duley.
For Clerks: Henry 0. Simmons and Mrs. Edna Beard.
At said special election the said polls shall be
opened and cloeed as provided in said Ordinance No. 53, herein-
above referred to, to -wit: Said polls shall open at six o'clock

A. M. on the day of said election, and shall be kept open
until seven o'clock t. M. of said day, when the polls shall be
closed, except as provided in Section 1164 of the Political Code
of the State of California.
Section 7. That for the purpose of paying the prin-
cipal and interest of said bonds, the Board of Trustees of said
City shall, at the time of fixing the general tax levy, and in
the manner for such general tax levy provided, levy and collect
annually each year, until such bonds are paid, or until there
be a sum in the Treasury of said city, set apart for that purpose
to meet all sums coming due for principal and interest on said
bonds, a tax sufficient to pay the annual interest on said bonds,
and also such part of the principal thereof as shall become due
before the time for fixing the next general tax levy.
That such taxes shall be in addition to all other
taxes levied for municipal purposes, and shall be collected at the
time, and in the same manner as other municipal taxes are
collected, and shall be used for no other purpose than the pay-
ment of said bonds and accruing interest.
Section 8. The City Clerk is hereby directed to procure
all supplies that may be necessary to properly and lawfully con-
duct said special election.
Section 9. That the election hereby called to be held
in said city of E1 Segundo on said second day of September, 1919,
and the election heretofore ordered to be held in said city on
the same date, under the provisions of Ordinance No. 53, herein -
above referred to, shall be, and the same are hereby consolidated,
and at said consolidated election there shall be but one form of
ballot used which shall contain all of the matters required to

appear thereon by the laws of the State of California, said
Ordinance No. 53 of the City of E1 Segundo hereinabove referred
to, and this Ordinance; that the proposition submitted to the
voters under the provisions of said Ordinance No. 53, and the
proposition submitted to the voters under this Ordinance, shall
be separately stated upon said ballot.
Section 10. That when the polls are closed, the
returns of said consolidated election shall forthwith be made
to the Board of Trustees of said city, signed by the officers of
election, and shall then be by them deposited with the City Clerk,
together with the ballots cast at said election, and the Board of
Trustees of sail city shall meet and canvass said returns in the
Council Chamber at the City Hall of said city, being the regular
meeting place of said Board of Trustees, on Wednesday, the third
day of September, 1919 (being the first regular meeting of said
Board after the date of said election), at the hour of eight
o'clock P. M. of said day, and if, upon such canvass, it shall be
found that at least two - thirds of the qualified voters of the
City of E1 Segundo, voting upon the proposition by this Ordinance
submitted at said special election, voted in favor of said
proposition by this Ordinance submitted, then bonds of the City
of E1 Segundo in said principal sum of Twenty thousand dollars
($20,000.00) shall be issued as aforesaid.
Section 11. The City Clerk shall certify to the
passage and adoption of this Ordinance by a two - thirds vote of all
the members of the Beard of Trustees of said city of E1 Segundo,
and this Ordinance shall be published AW once a week for three
successive weeks prior to said date of election, in the E1 Segundo
Herald, a weekly newspaper of general circulation printed and
published in said city of El Segundo,

and a copy of said Ordinance shall be posted by him in at
least three public places in said city for at least once a week
neat preceding the date of said special election, namely, one
copy on the bulletin board at the United States Post Office in
said city; another copy on the bulletin board at the main
entrance to the City Hall in said city of E1 Segundo, and a third
copy thereof on the bulletin board at the main entrance to the
Standard Oil Company's Refinery in said city, and this Ordinance
and such publication and posting thereof, shall constitute the
notice of said election hereby called.
Section 12. No other notice of said election hereby
called, or of the consolidation of the same with the election
called under the provisions of Ordinance Igo. 53, hereinabove
referred to, than the aforesaid publication and posting, shall be
deemed necessary, and said publication and posting of this
Ordinance shall be sufficient for all purposes.
Section 13. This Ordinance shall take effect
immediately upon its final passage and adoption.
Passed and adopted by the Board of Trustees of the
City of El Segundo, this 30th day of July, 1919.

the Board of Trustees of the City of E1 Segundo is five; that
the foregoing Ordinance, being Ordinance No. 54 of said City,
was duly passed by said Board, signed by the President there-
of, and attested by the City Clerk, all at a regular meeting
of the said Board of Trustees held on the 30thday of July,
1919, and that the same was passed by the following vote:
AYES: TRUSTEES Bryson* Ward, Smiley, and Martin.
NOES: TRUSTEES None.
