A BOARD OF HEALTH THEREIN, DESIGNATING A CHAIRMAN
OF SAID BOARD AS TH1,; HEALTH OFFICER OF SAID CITY
,0T) PROVIDING FOR CI RT-:IlI SANITARY AND 'HEALTH !iEGU-
LATIONS IN SAID LUJNICIPALITY.
The Board of Trustees of the City of E1 Segundo do ordain
as follows:
SECTION 1. That there shall be in the City of El Segundo,
California, a Board of Health to consist of five persons to be
appointed b�-, the Board of Trustees of said City and to hold office
at the Measure of said Board. The Chairman of said Board shall be
the Health Officer of said City, whicr, said office is hereby created,
and at least one of the members of said Board shall be a practicing
physician and a graduate of some reputable school of medicine, and
one member, if practicable, shall be a civil engineer.
SECTION 2. It shall be the duty of said Board of Health,
and. of aaid Health Officer, where said Board has failed to act and
cannot be quickly convened for its action, to:
(A), Supervise all matters pertaining to the sanitary
condition of the City of El Segundo and make such rules and
regulations relative thereto as are necessary and proper
and not contrary to law.
(B), Report to the Secretary of the State Board of
Health at Sacramento at such times as the State Board of
Health may rE luire, all matters which affect the sanitary
condition of said city or the public health thereof.
(C), ?lake all quarantines and perform such other acts
and things as required of said Board of Health or Health
Officer, by the ordinances and laws of the City of Fl Segundo
and the laws of the State of California concerning the
public health or the sanitary condition of said City and

particularly those acts and things required in that certain
act of the Legislature of said State, entitled: "zn act for
the preservation of the public health of the people of the
State of California, and emuowerinx the said Board of Health
to enforce its provisions, and providing penalties for the
violation there," approved, 11arch :23, 1907, and all acts
amendatory thereof and supplementary thereto.
SECyION 3, It shall be the duty of every person within
the City of El Segundo, to report by person or in writing to the
said Board of Health or any member thereof, the name of any other
person whom he or she may have reason to believe to be sick with
any contagious, infectious, or communicable disease, as well as
any deaths that may occur at his or her house, or other place of
abode, from any such disease.
SE==TH 4, Said Ialth Officer is hereby empowered when-
ever necessary in his oPinion, or in the opinion of said Board, for
the preservation of public health, to enter upon ayrT premises, or
house, or other said Jit of Segundo, for the purpose
oZ ascertainincr the existence of any contagious, infectious, or com-
municable disease, or the existence of any nuisance tlheiein. :'hen -
ever said Doard of Wealth or said Health Officer, as hereinabove
provided, shall determine that any pro,)erty within said City is in
such condition as to be a menace to the public health of said City,
or likely to disseminate contagious, infectious, or communicable
disease, said Board of Health or Health Officer shall serve a written
notice uoon the owner or person having charge of, or keeping said
premises, or said property, to remove the same, or abate such nuisance
or dangerous condition therein, and if such owner or person occupying
or havin-7 charge of, or keeping- such premises or oroperty, shall
neglect or refuse to obey any of the directions contained in said notice,
within the time specified therein, regarding the abatement or removal
of s,:ch nuisance or other condition deleterious to the public health,
or sanitary condition of said city, the said Board of Health or Health

Officer shall forthwith cause the same to be abated in the manner
provided by law.
SECTION 5, Upon the neglect or refusal of any owner,
occupant, agent, or other person having the control, or keeping of
any house, or ocher place within the City of El Segundo, to comply
with any of the directions contained in the notice provided for in
Section 4 of this ordinance, the said Board of Health, or Health Officer,
or under its or his direction, the City 1,1arshal of said City shall
enter upon such premises and may abate such nuisance, and the owner,
agent, or person occupying, or having control of such house or place,
in addition to the penalty hereinafter provided for, shall be liable
to the City of E1 Segundo, for the reasonable cost of such abatement
to be recovered in a civil action in any Court of competent jurisdiction.
SECTION 6, It shall be unlawful for any person, firm, or
corporation to keep, sell,or offer for sale in said City of E1 Segundo,
any putrid, or decayed, or decaying animal,or vegetable matter, or food
stuff.
SECTION 71 It shall be unlawful for any person, firm, or
corporation within the City of El Segundo, to permit to remain upon
his, her, or its premises, any butchers offal, or garbage, or any dead
or decaying animal, or any putrid or offensive animal, or any putrid
or offensive vegetable matter, and it shall be unlawful for any person,
firm, or corporation to leave or deposit any of such matter herein
mentioned, in any street, lane, alley, vacant lot, or other property
in said City.
SECTIO-117i 8, It shall be unlawful for any person to interfere
with said Board of Health, or said Health Officer, or the City Mlarshal
of said City, or any of their Deputies, in the performance of any of
the duties of said officers, under this ordinance, or the laws of the
State of California.
8':CTION 91 Unless the Board of Trustees of said City shall
otherwi:;3 hereafter direct by resolution, no compensation shall be paid
to any of the members of said Board, or to said Health Officer for

services as such members or officer.
SECTION 10, Lny person who shall violate any of the provis-
ions of this ordinance shall be deemed guilty of a misdemeanor and
upon conviction thereof shall be fined not more than $100.00, or im-
prisoned in the County Jail of the County of Los Angeles, `'tate of
California, for not more than thirty days, or by both such fine and
imprisonment in the discretion of the Court.
SECTION 11, The City Clerk shall certify to the passage of
this ordinance and shall cause the same to be published once in the
E1 Segundo Herald, a weekly newspaper printed, published and circulated
within said City and which is hereby designated for that purpose, and
thereupon and thereafter the same shall take effe and be in full force.
