Such permit shall be granted or refused by the Board of Trustees, in its discretion, upon formal written application therefor by the person, firm, or corporation and such application shall specify the name of the oerson, firm, or corporation applying for such permit and the location of the premises where it is proposed to conduct such uool or billiard room, or rooms, and that the applicant, or applicants is or are the only person, or persons to be in any manner connected with the management and control of such pool, or billiard room, or rooms. S4CIni0N r, It is hereby declared to be unlawful for any person, firm, or corporation conducting any public pool, or billiard room, in the City of El Fe-Undo, or any servant, or employee of such person, firm, or corooration, to permit, suffer, or allow any minor under the age of eighteen years, to enter, visit, or remain in any public pool, or billiard room conducted by, or in charge of such person, firm, or corporation, or any servant, or employee thereof. SECTION 31, It is hereby declared to be unlawful for any minor under the age of eighteen years, to enter, or remain in any -1- public pool, or billiard room, or rooms in the City of El Segundo, SECTTON 4, It is hereby declared to be unlawful for any minor under the age of eighteen years, for the purpose of gaining entrance to any such public pool, or billiard room in the ::ity of 1 Segundo, in violation of the provisions of this ordinance, to represent to the persou,firm, or corporation conducting such pool, or billiard room, or to any servant, or employee of such person, firm, or corporation, that such minor is eighteen years of age, or upward, and the making of such representation for such purposeshall be deemed a violation of the provisions of this ordinance. SEC�:ION 5, It is hereby declared to be unlai�ful for anti, person, firm, or corporation conducting any such pool or billiard room in the City of Segundo, or for an-,y servant, or employee of such -person, fir;n, or c orporation to have or maim win in co anection with such pool, or billiard room, or rooms, any private room, or rooms, excepting rooms used exclusively as toilets, or lavatories; anti for the purpose of this ordinance private rooms shall be deemed to be those rooms, the entire interiors of which are not exoosed to a full view from the street upon which the building in �,ihich said rooms are situated, is located. F-70'1201+ 6, It is hereby declared to be unlawful for any person, firm, or corporation conducting any public pool, or billiard room in the City of El Segundo, or for any servant, or employee of such person, firm,or corporation to permit, suffer, or allow the playing of any game, or games of chance, or skill played with cards, dice, or other device, or devices and on the outcome of which the loss, or gain of money, merchandise, or other thing of value is hazarded,in or about any such public pool, or billiard room, or rooms, SECTION 7, A copy of this ordinance furnished by the City Clerk of the City of E1 Segundo, shall be conspicuously posted and at all times kept posted in each room of every such pool or billiard establishment in the City of El Segundo, by the person, firm, or cor- poration conducting the same; and the failure to post and keep posted -2- such copy of said ordinance, shall be deemed a violation of this ordinance, by such person, firm or corporation; and printed copies of said ordinance shall be furnished every such person, firm or corporation, by the City Clerk, upon application. SECTION 8, No such pool or billiard room, or rooms, shall�:f, be kept open between the hours of IZ,'p D o'clock at night and -(;5',, O O o'clock on the morning of the following day. SECTION 9, The Board of Trustees may at any time, for such cause as they, or a majority of them, upon investigation, deem sufficient, revoke any permit granted under the provisions of this ordinance, and it is especially ordained and declared that all such permits are held at the pleasure of the Board of Trustees. SECTION 10, Any person, firm, or corporation, violating any of the provisions of this ordinance, shall be deemed guilty of a misdemeanor and upon conviction thereof, shall be punished by a fine of not more than $100.00, or by imprisonment in the County Jail of the County of Los Angeles, State of Oalifornia, for a per- iod not to exceed thirty days, or by both such fine and imprison- ment; provided that the conviction and punishment of any person, firm, or corporation, conducting any such pool, or billiard room in the City of E1 Segundo, for violation of any of the provisions of this ordinance, shall in no manner affect the power of the Board of Trustees to revoke any permit granted by the said Board, to suhh person, firm, or corporation, under the provisions of this ordinance. SECTION 119 This ordinance is an ordinance for the immediate preservation of the public peace, health and safety and the facts constituting its urgency, are declared to be as follows: The City of E1 Segundo has just been incorporated and it is important that the public places within said City should be regulated without delay, for which reason this ordinance shall go into full force and effect immediately upon its final passage. SECTION 12, The City Clerk shall certify to the passage of this ordinance and shall cause the same to be published once in the El -3- Segundo Herald, a weekly newspaper printed, published and circu- lated within said City of E1 Segundo and which is hereby desig- nated for that purpose.
