ORDINANCE 4K ORDINANCE NO. 4. AN ORDINANCE OF THE CITY OF ED SEGUNDO REGULATING THE PRESENTING, AUDITING AND PAYMENT OF DEMANDS AGAINST THE SAID CITY. The Board of Trustees of the City of El Segundo do ordain as follows; Section One. All claims and demands against the City of E1 Segundo shall be made in writing, and shall set forth in detail for what such claim or demand is presented, and in the case of materials or supplies shall be accompanied by a written voucher signed by the Trustees, or party ordering the material or supplies for which the claim or demand is made. Section Two. All claims or demands against the said City shall be filed with the City Clerk and shall be presented by him to the Board of Trustees at the next regular meeting thereof after the filing of said demand, and if allowed by the Board and ordered paid, the President of the Board shall draw a warrant upon the City Treasury for the same as allowed, which said warrant shall be countersigned by the City Clerk, and have the official seal of the City of E1 Segundo affixed thereto. Said warrant shall specify for what pur- pose the same is drawn and also out of what fund it is to be paid. Upon the presentation of said warrant properly executed and endorsed the City Treasurer shall pay the samep out of the funds in the City Treasury properly applicable to that purpose. Section Three. All claims and demands Wore final action thereon by the Board of Trustees, shall be examined by the Finance Committee of said Board. Section Four. The City Clerk shall certify to the passage of this Ordinance and shall cause the same to be published once in the El Segundo Herald, a weekly newspaper, printed, published and circulated within We I said City of El Segundo and which is hereby designated for that purpose. Section Five. This ordinance is an ordinance for the immediate preser- vation of the public peace, health and safety, and the facts constituting its urgency are declared to be as follows: The City of E1 Segundo has just been incorporated and it is imperative that the business of said city may be properly transacted as soon as possible in a lawful manner, for which reason this ordinance shall go into full force and effect immediately upon its final passage.
