ORDINANCE 26I F I 4 0 ORDINANCE NO. AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, REGULATING THE CONSTRUCTION ,1D INSTALLATION OF PLUMBING AND HOUSE DRAINAGE AND THE INSTALLATION OF GAS PIPING AND FITTING WITHIN SAID CITY, AND PROVIDING FOR THE ISSUING OF PER11ITS THEREFOR. The Board of Trustees of the City of El Segundo do ordain as follows; SECTION 1. PERMIT. It shall be unlawful for any person, firm or corporation to do or cause to be done, or to construct or cause to be constructed, any plumbing or house drainage affecting the sanitary con- dition of any house or building in the City of E1 Segundo, unless a permit has first been obtained from the Plumbing Inspector of the City of El Segundo so to do. SECTION 2. APPLICATION FOR PER11IT. Any person, firm or corporation desiring a permit to do any plumbing, or to construct any house drainage affecting the sani- tary condition of any house or building in the City of E1 Segundo shall make application in writing to the Plumbing Inspector for a permit so to do; such applica- tion shall set forth the number of outlets and fixtures to be installed, and the amount and character of the work to be done, and such other information as said Plumbing Inspector may require; and if it appears there- from that the work proposed to be done is to be done in accordance with the rules and regulations contained in -1- 19 :? this Ordinance governing the construction of such Yvork, and that the Plumbing Inspector has issued, for the building where such work is ?proposed to be done, a permit (when such permit is required by the Ordinances of said city), then, and not otherwise, the Plumbing Inspector must issue a permit for such work, upon the payment of the following fees, to wit; A fee of fifty (50) cents for such permit; and in addition ther;, t o, tv; enty -five ( 25 ) cents for each outlet, not exceeding twenty -five outlets, proposed to be roughed in or provided for in the work to be done under said permit; and ten (10) cents additional for each outlet in excess of twenty -five outlets. No per- mit will be deemed to be necessary in the case of any repair defined as follows; The stopping of leaks in drains, soil, waste, or vent pipes; provided, however, should any trap, drain pipe, soil, waste or vent pi -pe be or become defective and it be necessary to remove and replace the same with new material in any part or marts, the same shall be con- sidered as new work, and a permit must be procured, as above re(,uired, and inspection made, as hereinafter pro- vided. SECTION 3. INSPECTION. All work- done under permit shall be subject to inspection and notice must be given in writing to the Plumbing Inspector by the person, firm or corpor:.tion doing said work, or causing the same to be done, immediately after said vuosk is ready for in- spection. Up to the time of the inspection all v�ork must be uncovered and convenient for the Inspector's - N 197 examination, and every facility must be given the Inspect- or to make a thorough examination; that is, if any pipes are enclosed, or covered with flooring, siding, lath, dirt or other material, or covered in any way whatsoever so as to tend to obstruct a thorough inspection of the drainage system, said obstruction must be removed, upon notice so to do from the Plumbing Inspector before he shall be re- quired to inspect the work. In inspecting such %ork the Inspector shall apply the water test; all the necessary tools, labor and assistance for such test shall be furnish- ed by the person, firm or corporation having control of, or in charge of such work. When upon examination by the Inspector, if it appears that any such work is defective, either in the construction or material, the same shall be removed or repaired to conform to the regulations set forth in this Ordinance. SECTION 4. CERTIFICATE OF INSPECTION. When it appears to the satisfaction of the Plumbing Inspector that any work mentioned in this Ordinance has been con- structed according to, and meets the requirements of all provisions of this Ordinance, and that all the fees for inspection thereof have been paid, the Plumbing Inspector shall cause to be issued to the person, firm or corporation constructing such work a certificate of final inspection, which certificate shall recite that such work as the permit was issued for has been constructed according to the Ordinances of said city, and that said work is in a sanitary condition. The Plumbing Inspector shall not issue such certificate of inspection unless the require- ments of this Ordinance have been adhered to. -3- 197 It shall be unlawful for any person, firm or corporation to use or occupy or inhabit, or to let or lease for the purpose of occupancy or inhabitation, any building in which any plumbing or house drainage work has been constructed or installed that affects the sanitary condition of such building, unless such plumbing or house drainage work has been constructed or installed according to the terms of this Ordinance, and a certificate of final inspection issued, as here- in provided. SECTION 5. CERTIFICATE OF FINAL INSPECTION. The rules and regulations set forth in this Ordinance are hereby adopted as the standard for the construction and installation of plumbing and house drainage work affecting the sanitary condition of all buildings in the City of E1 Segundo, and all such work must be con- structed or installed in accordance therewith before a certificate of final inspection will be granted by said Plumbing Inspector. SECTION 6. KIND OF MATERIAL FOR DRAINS. Every soil pipe or waste pipe under or inside of any building shall be of cast iron, lead or brass, All joints in cast iron pipe, whether inside of the building line or otherwise, shall be made with molten lead and thoroughly calked. When cast iron, lead or brass pipe is used for soil or waste, no grade lighter than standard shall be used. All changes in direction shall be made as re- quired in Section 7 of this ordinance and all fittings used in the several angles shall be standard drainage fittings; ordinary malleable or cast iron fittings are prohibited and all fittings used in such work must be -4- of same internal diameter as pipe line upon which it is used. SECTION 7. CI,EANOUTS. Every vertical stack of soil pipe or waste pipe shall be provided with a brass trap screw ferrule at the foot or lower terminal of the stack, and in horizontal lines where easy of access, and not concealed, or in any angle where the Inspector shall deem it necessary. Trap screw fer- rules shall be of the same diameter as waste stacks or lateral pipe lines. All cleanouts shall be ac- cessible and when the same are situated within one foot of the outside surface of an outside well of any building, the same must be extended through said outside wall if practicable. All cleanout plugs shall be of brass. Where a waste pipe line intercepts or is branched into another waste pipe line, whether it is perpendicular to a horizontal pipe line, or both are lying in a horizontal position, the point of intersection shall be at an angle of forty -five degrees, thus forming a "Y" branch. Combination "Ye" and 1 -8 bends are per- missible for these angles, but "Ts" or sanitary "Ts" are prohibited, except in vertical stacks. SECTION 8. SEINER PIPE. Every drain pipe outside of any building and running as far as the property line or cess -pool, shall be of first grade, vitrified iron stone pipe, or ofeast iron, and where a water closet is installed or roughed in, the intern- al diameter of such house drain shall not be less than four inches; stoneware piping shall riot be placed within live feet of the exterior wall of any building -5- or within three inches of the surface of the ground at any part of its course. Each joint between sections of vitrified piping must be completely and uniformly filled with Portland cement, and every joint must be thoroughly cleaned from the inside so as not to form any obstruction. Every outside drain must be water tight, and have a fall of not less than one - quarter of an inch to the foot towards the street server or cesspool. All angles or branch connections in out- side drains must be governed by Section 7 of this Ordinance. Outside drains shall not be covered or concealed in any way until they have been inspected and approved by the Plumbing Inspector. It shall be unlawful for any person, firm or corporation to con- nect any pipe or private property with any pipe in the street connected with the public sewer of said city, or to construct any sewer, or connect with any private sewer, or connect any plumbing or house drain with any sewer, drain, or cesspool without first obtaining a permit so to do from the Plumbing Inspector. SECTION 9. TRAPS. Every water closet, sink, slop hopper, bath tub, wash tray or set of wash trays, and every other vessel or vessels connected directly or indirectly to the street sewer or cese-000l, must be sep- arately, independently and effectively trapped. Every fixture shall be separately trapped, and no trap shall drain more than one fixture. The trap must be placed as near the fixture as possible and in no case further than one foot therefrom. All hotels, boarding houses, restaurants, houses where boarders are kept for profit, meat markets and bakeries shall have a grease trap which shall be placed in the open or at such place as the Plumbing Inspector may direct, where it can be cleaned at any time. SECTION 10. PROHIBITED FIXTURES. All plunger water closets, Philadelphia hopper closets, or any other closet where the supply to the bowl or container is direct from the street service, are prohibited from installation or use in all instances, except as provided for in Section 25 of this Ordinance. No wooden wash tray or trays, sink or sinks, shall be maintained, used or constructed inside of any building or porch. All wash trays and sinks maintained, used or constructed in any building or porch shall be of non - absorbent material. SECTION 11. VENTS. Every trap shall be effect- ively vented with an air pipe of diameter not less than that of such trap, except in case of a trap larger than two inches in diameter, in which case the air pipe shall not be less than two inches in diameter, provided that a single pipe may be used to vent two traps through the same fitting when such fitting has effective means to prevent the drainage from one trap entering the other trap and is made of one piece of metal without loose or attached parts. All separate vent pipes within a radius of twenty feet may converge into one pipe, the size of which shall be governed by the provisions of Sections 14 and 15 of this Ordinance. These vent pipes shall -7- be extended up to and through the roof and no vent pipe shall be allowed to open less than ten feet from a window or opening of any house or adjoining building unless it extends for at least one foot above such opening. Horizontal vent pipes above the waste level shall not exceed twenty feet in length and shall have a fall of not less than one - eighth inch per foot toward the fixtures they serve. SECTION 12. PREVENTING .TASTE WATER FROM ENTERING VENTS. In order to prevent waste water entering vent pipe, every branch or branch fitting, for a vent pipe shall, when leaving a horizontal or vertical line of waste pipe be taken from a "Y" branch lying in the direction from which the waste water flows in such waste pipe, thus forming an angle of forty -five degrees with the waste pipe; or may leave such horizontal waste pipe at right angles, provided that such vent pipe shall have a rise of at least forty -five degrees, thus per- mitting the use of a "T ". All vent pipes, whether horizontal or vertical, when converged into a main ex- tension, shall rise vertically to a .point six inches in height above the top of fixture before a right angle is made to the branch fitting to which line of vent pipe of one or more fixtures is made. 19here vent pipes are exposed, "T's" or "Y's" or crosses must be placed so that vertical waste pipes can be cleaned through such "Y's; "T's" or crosses. SECTION 13. MISCELLANEOUS PROVISIONS RE WATER CLOSETS. Every building or structure where a water closet or'ot her fixture is installed or used, or an outlet left A so that the vertical stack or line of pipe is carried to the first floor level, this vertical stack or line of pipe shall be carried undiminished in size up to the roof, as governed in Section 11 of this Ordinance; and every building having a water- closet shall have at least one main vent pipe not less than four inches, internal diameter. When two or more buildings or structures are connected with the house drain or sewer, the drain system in each and every building or structure shall conform to the rules and regulations prescribed by this Ordinance; provided, however, that when a water closet is installed or used, or an outlet left for a yard closet exclusively, and there is a vent pipe of no less than four inches in diameter through the roof of the building on said lot where such closet is provided, the vent from this grater closet may-be two inches in diameter. SECTION 14. SIZE OF VENTS ON SMALL FIXTURES. The vent pipe of every small fixture shall be the same size as the trap used for said fixture, provided, that if more than one trap shall be vented by the same pipe, the size of such pipe shall be as follows: For more than one, and not exceeding two fixtures, not less than a one and one -half inch vent pipe; for more than two, and not exceeding eight fixtures, not less than a two -inch vent pipe; for more than eight, and not exceeding sixteen fixtures, not less than a two and one -half inch vent pipe; for more than sixteen, and WE not exceeding twenty -eight fixtures, not less than a three -inch vent pipe. SECTION 15. SIZE OF VENTS ON TCILETS, SLOP HOPPERS AND SINKS. The vent from any water closet, slop hopper or slop sink shall not be smaller than two inches intern- al diameter, and where more than one such fixture is vented through the same pipe its internal diameter shall be as follows; For more than one, and not exceeding four closets, or slop hoppers or slop sinks, not less than a two -inch vent pipe; if more than four, and not exceeding eight such fixtures, not less than a two and one -half inch vent pipe; for more than eight, and not exceeding four- teen such fixtures, not less than a three -inch vent pipe; for more than fourteen such fixtures, not less than a four -inch vent pipe. All vent pipes and fittings there- for must be either cast iron or standard galvanized iron. Half union or union coupling of any description shall not be used, maintained or allowed in vent or waste pipes, where the work is covered or concealed. SECTION 16. SIZE OF WASTE PIPE. All waste pipe shall be cast iron, brass or lead, not less than standard weight, and of the following sizes; For each bath tub, laundry tray, urinal, wash basin or other small fixture, not less than one and one - half inches internal diameter; for each slop sink or slop hopper where the outlet is two inches or smaller, not less than two inches internal diameter; and if outlet is larger than two inches, the waste pipe shall not be smaller than -10- three inches internal diameter; for each water closet not less than four inches in diameter; cast iron, when used as a waste pipe for the discharge of one or more kitchen sinks shall not be smaller than two inches internal diameter (trap to fixture excepted), and not more than two fixtures shall waste through a one and one -half inch waste pipe. Not more than four sinks shall waste through one 2 -inoh sink waste pipe. SECTION 11. PIPE WEIGHTS. Cast iron soil pipe or fittings, either waste or vent, shall not be used in any plumbing work that is of less weight per length of five feet than is shown in the following table for the respective sizes of pipe, to -wit: Two inch pipe . . . . . . . . . 17 1/2 lbs. Ten inch pipe . . . . . . . . .125 lbs. Twelve inch pipe. . . . . . . 150 lbs. SECTION 18. DEFECTIVE PIPE AND FITTINGS. Gas fitters' cement or other compound shall not be used in repairing defective fittings or pipes; any fitting or pipe will be considered defective and unreliable, when upon examination by the Inspector any fracture or split is found, and any such fitting or fittings or pipe shall be removed immediately upon notice so to do. SECTION 19. TEST. Fixtures connected with the plumbing of any house or building, or any portion of the �11- plumbing or drainage system that is covered or concealed from view, and the outlet of soil pipe and every opening into it below the top, shall be hermetically sealed by the person, firm or corporation doing the work, and the pipe shall then be filled with water to the highest point in the system. Every leak so disclosed must be repaired, and every defective pipe or fitting of any kind must be renewed and replaced with sound material. SECTION 20. CONNECTIONS BETIMN LEAD, BRASS AND IRON. Every connection between lead piping shall be made by a wiped joint. Every connection between soil pipe and lead pipe shall be made with brass ferrules or brass solder nipples, and its joining shall be wiped. Bolted on copper bit, cup or flush soldered joints are prohibited in all oases. SECTION 21. SAND TRAP. Every carriage wash, area or cellar drain shall be trapped by a sand trap of not less than twelve by twelve by twelve inches inside diameter, and constructed of brick and cement, or vitrified stone pipe with cement botton; the water seal of such trap shall be constructed by inverting its waste pipe. Such trap need not be vented. A water seal of less than four inches is prohibited, and the minimum size of waste pipe shall be two inches, where trap is not vented. SECTION 22. SAFE WASTE. No safe waste pipe from J any fixture shall connect with any waste pipe or sewer, but each safe waste pipe shall discharge into a water- supplied sink or discharge outside of building. -12- SECTION 23. REFRIGERATOR CONNECTIONS. The waste pipe from any refrigerator, or other receptacle in which provisions are stored, shall not be connected with a drain, soil pipe or other waste pipe unless such waste pipe is provided with a trap suitably vented and in every case there shall be an open tray between such trap and such refrigerator. SECTION 24. FLUES AND RAIN WATER LEADER. No brick, sheet metal earthenware or chimney flue shall be used as a sewer ventilator or be used to ventilate any trap, drain, soil or waste pipe. No rain water leader or other conduit for rain water shall be connect- ed with any soil or waste pipe, except by permission first obtained from the Plumbing Inspector. SECTION 25. WATER SUPPLY TO TOILETS AND URINAL. No water closet shall be installed or used on any premises or in any house or building, unless it be flushed with water contained in a tank holding not less than four gallons of water; provided, however, that a Flusho- meter -valve may be used, which would, in the opinion of the Plumbing Inspector, conform to the re- quirements of this Ordinance. 'Nhen the water supply of any building is not sufficient for the proper flush- ing of all water closets and urinals in such building, the Plumbing Inspector may order the erection of a tank system for supplying water to such closets and r urinals into which the water may flow or be pumped. Where the soil pipe is brought through the floor for a toilet waste it shall be provided with a cast iron or brass floor flange and shall be calked onto the pipe with lead and oakum. -13- A eJ" 17 SECTION 26. TOP FIXTURE. A fixture known as a top fixture on a vertical pipe line which is located not more than two feet from the inlet to said pipe line, need not have its trap revented; provided, it does not discharge into the pipe line more than one inch below the level of the seal or vent pipe. All traps shall be set true to their water seals; bell traps are prohibited in all cases. SECTION 27. REPLACING FIXTURES. When any water closet, sink, bath tub, basin or other fixture maintained in any house, porch or building is removed and replaced with another such fixture, or other fixture, such new fixture shall have its trap vented. SECTION 28. BLOWOFF OR EXHAUST FROM ENGIDE. It shall be unlawful for any person, firm or corpor- ation to cause, suffer, allow or permit the exhaust from any engine, or the blowoff from any boiler to be connected with a house drain or sewer. SECTION 29. PRIVY VAULT. It shall be unlaw- ful for any person, firm or corporation to maintain or use, or permit or cause to be maintained or used, a privy vault or cesspool on any premises in the City of E1 Segundo if a public sewer exists and is ready for use in any street or alley on which the property abuts. SECTION 30. SODA FOUNTAINS, BAR FIXTURES, DENTffi FIXTURES, etc. When waste pipe connections are to be made to fixtures classified as follows: soda I fountains, saloons or bar fixtures and their several -14- appurtenances, dentists' fountain, cuspidor, lavatories in barber shops, which in the opinion of the Plumbing Inspector cannot be practicably constructed in conform- ity with the provisions of this Ordinance, a special permit may be issued by the Plumbing Inspector if in his judgment the conditions require it. SECTION 31. PLACING OF NEW FIXTURES. Upon the renewal or alteration of any building, or upon the making of any repairs or additions thereto, if any new plumbing fixture is placed in such building, either in the original or in the altered, repaired or added part thereof, every such new fixture must be properly con- nected with and attached to the waste pipes in the original parts of such building, and if any fixtures are to be reset, either in the old or new part of such building, then both such original, and such additional fixtures, and any altered plumbing whatever, must be made to conform in all respects to the rules and reg- ulations prescribed in this Ordinance. SECTION 32. MISCELLANEOUS REQUIREIENTS. Every building or structure of any kind in which there is any plumbing affecting the sanitary condition of such building or structure and every building or structure of any kind used, occupied or inhabited as a dwelling, shall be furnished and provided with one or more water closets, and shall be separately connected with and drained into a public sewer when such sewer is con- structed and ready for use in any street or alley im- mediately adjacent to the lot on which such building -15- or structure is situated. Every building or structure of any kind in which there is any plumbing affecting the sanitary condition of such building or structure, and which is situated upon a lot which does not abut on any street or alley in which there is a sewer constructed ready for use, shall be con - neoted with and drained into a cesspool situated on the same lot and constructed as required by Section 33 of this Ordinance. It shall be unlawful for any person, firm or corporation to use, occupy or inhabit as a dwelling, or to suffer, to cause or permit to be used, occupied or inhabited any building or structure of any kind in which has been constructed any plumbing affecting the sanitary condition of such building or structure, unless such building or structure is sep- arately connected with and drained into a public sewer where there is such a sewer constructed and ready for use on any street or alley immediately contiguous and adjacent to the lot on which such building or structure is situated, or when there is no such sewer, with a cesspool situated on said lot, and it shall be unlawful for any person, firm or corporation to use, occupy or inhabit as a dwelling or let as a dwelling, or to suffer or permit to be used, occupied or inhabited as a dwell- ing any building or structure of any kind situated upon a lot which abuts upon any street or alley in which there is a public sewer ready for use unless such building or structure is furnished and provided with at least one water closet, and is separately connected with and drained into such public sewer. -16- SECTION 33. CESSPOOLS. No cesspool shall be constructed nearer than tour feet to any boundary line to the lot on which it is located or closer than five feet to any building used as a dwelling. In case such distance cannot be obtained from the lot line, building or structure, such cesspool shall be located where directed by the Plumbing Inspector. Every cesspool shall be cylindrical in form and the walls of such cesspool shall be constructed of brick. The top of such cesspool shall be arched or drawn in jug shape and all brick used in arching said top shall be laid in cement mortar. The proportions of such mortar shall consist of one part cement to two parts of clean sharp sand. The minimum internal diameter of any cesspool shall be not less than three feet four inches, and the bottom of said cesspool shall be not less than ten feet below the surface of the ground. The top of the arch of any cesspool shall not be nearer the surface of the ground than thirty inches. Brick lined cesspools of greater in- ternal diameter than five feet shall have walls and the top not less than eight inches in thickness con strutted as hereinabove provided. No standpipe or vent pipes opening to the outer air shall be connected directly to any cesspool but every cesspool shall be vented through the waste pipe leading thereto. SECTION 34. DEFINITIONS. In this Ordinance the term soil pipe applies to any line of cast iron pipe receiving the discharge of one or more water -17- •d V closets. The term waste pipe applies to any pipe re- ceiving the discharge from any fixture or fixtures other than water closets. The term house drain or sewer applies to the pipe within the building line or the tile pipe outside of building and which re- ceives the total discharge from any fixture or set of fixtures. The term vent or vent pipe applies to any pipe provided to ventilate a system of piping, and to which other vents may be connected to prevent trap syphonage and back pressure. A top fixture is defined as one whose waste inlet at the stack is uppermost on this vertical line of pipe, and the discharge pipe to the inlet shall be exclusive of any other waste entering at any point other than be- low its level. The term indirect connection or system applies to any line of waste pipe that is not connected permanently to the house drain or sewer but discharges its waste into a hopper or other re- ceiver that has a permanent connection through the house drain or sewer. SECTION 35. CUT -OFF VALVES AND AIR CHAMBERS. A valve shall be conveniently installed in each water service line between the meter and the point where said service line first enters the building or structure supplied with water thereby, so that the entire water supply of said building or structure may be out off by said valve. An air chamber or chambers sufficient to prevent all water hammer shall be installed in each building or structure in which pipes for the convey- ance of water are installed. -is- s` cz SECTION 36. PERMITS FOR GAS INSTALLATION. The Plumbing Inspector shall have supervision of the installation of all gas fittings and gas connections in or about any building in the City of E1 Segundo. It shall be unlawful for any person, firm or cor- poration, except for service pipes, meter and meter connections, to place or install in any building any gas pipe or gas fitting, or to make any alter- ations or changes in or addition to any gas pipe or gas fitting installed to any building, or to do any gas - fitting work without first notifying the Plumbing Inspector in writing and obtaining from said Inspector a written permit to do such work. Such permit shall state the kind of work to be done, and shall authorize only the kind of work stated and designated therein. Said permit shall also state the location, by street and number of the building where such work is to be done, and shall be valid only for the location so stated. SECTION 37. INSPECTION OF GAS INSTALLATION. All gas - fitting work done under permit shall be sub - jeot to the inspections and tests hereinafter pre- scribed, and notice must be given to the Plumbing Inspector by the person, firm or corporation doing such work, or causing the same to be done, immediate- ly after said work is ready for inspection. Such notice must be in writing, and no inspection shall be made by the Plumbing Inspector until such notice has been filed in his office with said permit number attached. _lg- R The inspections of gas - fitting work done under permit shall be two, viz: A first inspection and a final inspection; except on unconcealed work, such as stove run or fuel run of pipe, then same shall be made at one inspection, first and final. The first inspection shall be made after all the piping authorized to be installed under the permit shall have been installed and before any of such piping has been covered or concealed, or any fix- tures have been attached thereto. The final in- spection shall be made after the piping authorized to be installed under the permit is in place and has been covered or concealed. This inspection shall include the application of an air pressure test by which the pipes shall be subjected to a pressure of ten pounds to the square inch. up to the time of the first inspection all work must be uncovered and convenient for examination. All in- spections shall be made by the Plumbing Inspector after receipt of the notice hereinbefore mentioned. All the necessary tools, labor and assistance for the requisite tests in such inspection shall be furnished by the person, firm or corporation having control of the work to be inspected. SECTION 38. CERTIFICATE OF INSPECTION FOR GAS INSTALLATION. When upon examination by the Plumbing Inspector it appears that any gas - fitting work is defective, either in construction or material, the same shall be altered or repaired to conform to the regulations set forth in this Ordinance. -20- When any gas piping or gas fitting for the installation or alteration of which a permit has been issued shall be found on inspection to conform to the rules and regulations provided by this Ordinance, the Plumbing Inspector shall issue a certificate of inspection certifying that such piping or fittings have been inspected and found to comply with the terms of this Ordinance; but no such certificate shall be granted until such piping or fittings respectively are found to conform to said rules and regulations. It shall be unlawful for any person, firm or corporation to use any gas through or by means of any piping or fittings in any building, or to furnish or supply gas to be used through or by means of such pipes or fittings until the same shall have been inspected and approved by the Plumbing Inspector and the certificate herein - before provided shall have been issued therefor. SECTION 39. MISCELLANEOUS PROVISIONS. The following rules and regulations are hereby prescribed in the construction of gas - fitting work in the City of E1 Segundo, and all such Pork must be constructed in conformity thereRith before the Plumbing Inspector shall grant a certificate of inspection therefor as herein provided, and it shall be unlawful for any person, firm or corporation to do any gas fitting or gas fitting work in such manner that the same shall not conform to all of said rules and regulations, and all other provisions of this Ordinance. -21- 2(_jI M J (a) The size of the gas pipe used must vary with the length of the pipe and the number of the burners supplied thereby in conformity to the fol- lowing table, to -wit; No. of Burners of 5 feet per hour Size of pipe. Length allowed consumption 3/8 -inch (vertical only) 15 feet 2 1/2 -inch 40 feet 8 3/4 -inch 80 feet 25 1 - inch 100 feet 45 1 1/4 -inch 150 feet 80 1 1/2 -inch 250 feet 250 2 - inch 400 feet 500 2 1/2 -inch 600 feet 900 In estimating the number of burners for illumin- ating purposes, to determine the size of the riser pipe, allow three burners for each outlet in stores, parlors, bed - rooms, offices, public halls, etc. Allow one burner for each bracket outlet, one burner for each outlet in a kitchen, bath room, toilet room, hall, pantry or porch outlet. In estimating the number of burners for heating or cooking purposes to determine the size of the riser pipe, allow three burners for each gas grate or heat- ing stove, ten burners for each instantaneous heater outlet, Deasey Heater outlet, cooking stove outlet, or so- called hot -plate outlet. outlets for auto- matic instantaneous heaters must be at least one size larger than the inlet pipe of heater. -22- 9 (b) All horizontal pipe must be at least one -inch in diameter, except that in exposed work, three - eighths -inch horizontal pipe for a single light may be run a distance not exceeding twenty feet. No riser pipe shall be of smaller diameter than three - quarter -inch. The end of the riser pipe must be located at a point designated by the Plumbing Inspector, and no inspection or test must be made until the riser is extended to such desig- nated points. (c) In concealed work where practical, all center outlets or drops shall be bent, in preference to drop pipes with straps soldered thereto. No center light or drop shall be used of smaller diameter than one -half inch. Bracket outlets must be bent and have an offset or have bracket elbows to prevent re- moval. Fireplace and stove outlets shall be fitted in the same manner. Where drips are necessary, the and of the drip pipe must be exposed and be easy of access. Grate outlets and fireplaces must be at least two inches clear of finish and bottom of fire basket. No pipe smaller than 3/4 -inch will be allowed for cook stoves, hot plates and instantaneous heaters. Drop pipes for centers and bracket outlets shall not pro- ject through the finish of ceiling or wall lines more i than one inch. (d) All pipe must be well secured and must grade or incline toward the meter in all cases. 23- nln,w There must not be any traps or depression where condensation would remain. Piping must not be filled with water for the detection of leakage. Gas fitter's cement, sealing wax, etc., shall not be used for the stopping of leaks. Union joints are prohibited. All pipe laid in the ground which is used as an extension of the riser or risers shall not be less in size than the riser or risers in the building and the minimum size shall be one inch. (e) All gas piping must be tested under an air pressure of at least ten pounds to the square inch. Gas fixtures shall not be hung or attached before this test is made. SECTION 40. DANGEROUS DR DEFECTIVE CONDITIONS IN GAS INSTALLATION. If the Plumbing Inspector shall find any part of any gas pipe or gas fitting in or about any building in the City of E1 Segundo to be in a condition dangerous to life or property, he shall notify the owner, tenant or occupant of the building in which such gas pipe or gas fittings are located to have the defects repaired immediately, and to refrain from using gas by means of said defective pipe or fittings until the same have been repaired and rendered safe. The Plumbing Inspector shall have the right and power to cause the supply of gas to be shut off until the necessary repairs have been made. The Plumbing Inspector shall give written notice to the person, firm or corporation supplying gas to any such defective pipes or fittings to cease the supply until the neces- -24- 2-9 nary repairs have been made, and it shall be unlawful for any person, firm or corporation to furnish gas for use in or by means of any defective gas pipe or fittings after receiving such notice until the neces- sary repairs have been made. Before making any connection to supply gas to any building that has not already been supplied with gas prior to the taking of effect of this Ordinance, the person, firm or corpor- ation about to furnish gas thereto, shall ascertain whether a certificate of inspection has been issued for the gas fitting or gas piping to be supplied, and for that purpose may demand the production and exhib- ition of such certificate by the owner, tenant or occupant of the building in which such gas piping or gas fitting is located before supplying gas therefor. SECTION 41. FEES. The Plumbing Inspector shall charge and collect from the person, firm or corporation, to whom any permit for doing any gas - fitting work, or certificate of inspection for such work is issued, under the terms of this Ordinance, the following fees, to -wit: For issuing permit and making inspection of work, for ten outlets or under, $1.00; for each additional outlet, 5 cents; for each additional in- speotion other than first or final inspection, 50 cents; for each duplicate certificate, 10 cents. Provided, however, that where the gas piping is installed as a part of the original installation of plumbing in any building or structure in this Ordinance referred to, no permit other than the original permit for plumbing work in said building or structure shall be required. -25- SECTION 42. PENALTY. Any person, firm or cor- poration who shall violate any of the provisions of this Ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof shall be punishable by a tine of not less than five dollars, nor more than three hundred dollars; or by imprisonment in the County Jail for not less than five days, no more than ninety days, or by both such fine and imprisonment. Each such person, firm or corporation shall be deemed guilty of a separate offense for every day during which any plumbing or house drainage done or any gas piping in- stalled by such person, firm or corporation in violation of the provisions of this Ordinance continues in such condition, and for every day during which any other violation of this Ordinance by such person, firm or corporation continues, and shall be punishable therefor as herein provided. SECTION 43. PLUMBING INSPECTOR. The office of Plumbing Inspector is hereby created. The Plumbing Inspector shall be appointed by and hold office during the pleasure of the Board of Trustees. He shall give a bond in the sum of Two Hundred and Fifty dollars pay- able to the City of E1 Segundo for the faithful perform- ance of his duties and said bond shall be signed by two sureties, approved by the said Board of Trustees. He shall take the constitutional oath of office. He shall perform the duties of Plumbing Inspector set forth in this Ordinance and such other duties as the Board of Trustees shall require of him. He shall receive such compensation as shall from time to time be determined by the Board of Trustees. -26- SECTION 44. The City Clerk shall certify to the passage of this Ordinance and shall cause the same to be published by one insertion in the E1 Segundo Herald, a weekly newspaper of general circulation printed, published and circulated within the said City and which is hereby designated for that purpose.
