AN ORDINANCE CALLING AND PROVIDING FOR, AND LIVING
NOTICE OF A SPECIAL ELECTION TO BE HELD IN THE CITY OF EL
SEGUi4DO, STATE OF CALIFORNIA, ON MONDAY, OCTOBE-i 1, 3917,
FOR THE PURPOSE OF SUBidITTING TO THE QUALIFIED VOTERS OF

fli RE S, the Board of Trustees of the City; of E1
Segundo did, on the 5th day of September, 1917, by a vote
of tvuo- thirds of the members of said board adopt resolutions
determining that public interest and necessity- demands
1--- (1) the acquisition, construction and completion of a city
hall and fire station in and for said city, including the
furnishing of the same, (2) the acquisition of fire appar-
atus for said city, and (3) the construction of a macadam
pavement on a portion of Ballona Avenue and a portion of
Main Street in said city, the cost of each and all of which
will be too great to be paid out of the ordinary annual
income and revenue of said municipality,
NOW, THEiEFOI,E, the Board of Trustees of the City of El
Segundo do, ordain as follows:
Section 1.- A special election is hereby called and
ordered to be held in the City of E1 Segundo, State of
California, on Monday, October 1, 1917, for the purpose of
submitting to the qualified voters of said city three prop-
ositions to incur bonded debts by said city for the following
municipal improvements : - (1) for the acquisition, construct-

i ion and completion of a city hall and fire station in and
for said city, including the furnishing of the same, (2) the
acquisition of fire apparatus for said city, and (3) the
construction of a macadam pavement on Ballona Avenue from
the easterly city limits to the westerly line of Virginia

Street, and on Idain Street from the northerly line of Ballona
Avenue to the southerly line of E1 Segundo Avenue in said
city.
The estimated cost of said proposed city hall and fire
station, including the furnishing of the same, and the amount
of the principal of the indebtedness to be incured therefor
is Twenty Thousand - - - Dollars;
and the rate of interest to be paid on said indebtedness is
not to exceed six per centum per annum, payable semi - annually.
The estimated cost of said fire apparatus for said city
and the amount of the principal of the indebtedness to be
incurred therefor is Fivt Thousand - - - - - - - - - - - - -
Dollars; and the rate of interest to be paid on said indebt-
ness is not to exceed six per centum per annum, payable semi-
annually.
The estimated cost of the construction of said macadam
pavement on said portion of Ballona Avenue and said portion
of Main Street, and the amount of the principal of the in-
debtedness to be incurred therefor is Twenty -nine Thousand - -
- - - - - Dollars; and the rate of interest to be paid on
said indebtedness is not to exceed six per centum per annum,
payable semi - annually.
Section 2.- The special election hereby called and
ordered to be held shall be held and conducted, and the votes
thereat received and canvassed, and the returns thereof made,
and the result thereof ascertained, determined and declared as
herein provided and in all particulars not recited herein,
according to the laves of the State of California providing
for and governing elections in the City of El Segundo; and
the polls for such election shall be and remain open during
the time required by said laws.
The ballots to be used at said special election shall be
such as may be required by law to be UEed thereat, and in
addition to any other matter required by law to be printed
thereon, shall appear thereon the following;

To vote for a proposition, and thereby authorize the in-
curring of a bonded indebtedness to the amount of, and for the
purpose stated therein, stamp a cross (b) in the voting square
after the word "YES ".
To vote against a proposition, and thereby refuse to
authorize the incurring of a bonded indebtedness to the
amount of, and for the purpose stated therein, stamp a cross
(b) in the voting square after the word "N01.

Sample ballots containing, the above matter required to be
printed thereon shall be supplied to the electors of said city
by the city clerk, but a failure on the part of any elector
to receive such sample ballot shall not be held to invalidate
the election or affect in any manner the legality of any bonds
that may be authorized thereat.

Section 3.- Any qualified elector of the City of El
Segundo may vote at said special election for or against
any or all of the propositions herewith submitted. To vote
in favor of, and to authorize the incurring of a bonded debt
for the purpose set forth in any or all of the propositions
herein stated, he or she shall stamp a cross (X) in the voting
square to the right of the word "YES" printed opposite such
proposition or propositions, and to vote against and refuse to
authorize the incurring of a bonded debt for the purpose set
forth in any or all of the propositions herein stated, he or
she shall stamp a cross (X) in the voting square to the right
of the word "NO" printed opposite such proposition or propos-
itions.
A cross (X) stamped in the voting square to the right
of the word "YES" shall be counted as a vote in favor of,
and to authorize the incurring of a bonded indebtedness for
the purpose set forth in such proposition; and a cross (X)
stamped in the voting square to the right of the word "No"
shall be counted as a vote not in favor of, and a refusal to
authorize the incurring of a bonded indebtedness for the
purpose set forth in such proposition.
Section 4.- There shall be one election precinct within
said city for the purpose of holding said special election,
consisting- of a consolidation of the tzo regular election
precincts, and said special election precinct shall be known
as Special Election Precinct No. 1, the boundaries of which
shall be the corporate boundaries of the City of E1 Segundo.
The polling place for said special election shall be in the
room v�hich is nor, used as the city hall, in the El Segundo
r Hotel, s4id hotel being located at the northwest coiner of
Ballona Avenue and Richmond Street in said city. The officers
to conduct said special election in said Special Election
Precinct No. 1 are here,y appointed and designated as
follows:

At said special election the polls shall be opened at
6 o'clock a. m. of the day of such election, and be kept open
until 7 o'clock p. m. of the same day, ti-.hen the p,•lls shall
be closed, except as provided in Section 1164 of the Political
Code of the State of California.
The City Clerk is hereby directed to procure all supplies
that may be necessary to properly and lawfully conduct said
special election.
When the polls are closed the officers of election shall
count the ballots cast at such election, and canvass the
votes cast respectively for and against the propositions
herein stated, and make retun thereof to the Board of City
Trustees in time, form and manner required for the counting,
canvassing and returning of votes cast at other municipal
elections held in said City of E1 Segundo.
Section 5.- If, at said special election, it shall appear
that two- thirds of all the votes cast thereat were in favor
of and authorized the incurring of bonded debts for the pur-
poses set forth in any of the propositions hereinbefore stated,
then such proposition or propositions shall be deemed to have
been accepted by the electors and bondsvill be issued to de-
fray the cost of the improvement therein specified and to the

amount stated therein. Such bond; shall be of the form and
character known as "serials" and at least one- fortieth part
of the principal sum of said indebtedness will be paid each
v and every year in gold coin of the United States until all of
said bonds shall be paid.
Section 6.- This ordinance shall be published once a week
for two weeks prior to said day of election in the "E1 Segundo
Herald ", a newspaper of general circulation, printed and pub-
lished less than six days a week in said city; and a COD.V of
said ordinance shall be posted in at least three public places
in said city for at least one eek next preceding the date of
said special election, to -wit : - One co»j in front of the
United States Yost Office, another in front of the E1 Segundo
Hotel, and another in front of the office of the "El Segundo
Herald ", and this ordinance and such publication and posting
thereof shall constitute the notice of said election.
Section 7.- This ordinance shall take effect imaediately.
I, the undersigned, President of the Boa rd of Trustees of
the City of E1 Segundo, and the Executive of said municipality,
hereby approve the foregoing ordinance this 12th day of
September, 1917.

hereby certify that the foregoing ordinance was introduced
at an adjourned regular meeting of the Board of Trustees of
said city, held on Thursday, September 6, 1917, and subse-
quently at a regt-,_lar meeting of said board held on Wednesday,
September 1£, 1917, was duly passed and adopted by a vote
of two - thirds of all its members, the vote upon the passage
and adoption of said ordinance being as follows:
