A RESOLUTION OF THE CITY OF EL SEGUNDO
SUPPORTING AB 2780 (LIEU) A CONSUMER PROTECTION BILL DEALING
WITH ELECTRIC UTILITY DAMAGE CLAIMS
BE IT RESOLVED by the Council of the City of El Segundo as follows:
SECTION 1: The City Council finds as follows:
A. The level, reliability and safety of electrical service provided to the
City of El Segundo by the Southern California Edison Company has
become a matter of community -wide concern;
B. The City of El Segundo has been subjected to increasingly frequent
and damaging unscheduled power outages caused by an aging
and inadequately maintained electrical power distribution system;
C. The lack of communication between Southern California Edison,
the City and impacted customers during such unscheduled power
outages has been inadequate as have response times;
D. El Segundo residents and businesses have encountered
considerable problems when filing claims with Southern California
Edison for damages to property resulting from unscheduled
curtailment of electrical service;
SECTION 2: The City of El Segundo strongly supports AB 2870 authored by
Assemblymember Ted Lieu to address increasingly frequent and persistent
problems the residents of El Segundo have encountered with unscheduled and
damaging electrical service outages, including the filing of associated damage
claims.
SECTION 3: The City Manager is directed and authorized to communicate the
City Council's policy position on this matter to members of the Legislature, the
Governor and administrative agencies as necessary.
SECTION 4: The City Clerk is directed to certify the adoption of this Resolution;
record this Resolution in the book of the City's original resolutions; and make a
minute of the adoption of the Resolution in the City Council's records and the
minutes of this meeting.
SECTION 5: This Resolution will become effective immediately upon adoption
and will remain effective unless repealed or superseded.
