CC RESOLUTION 4449RESOLUTION NO. 4485 A RESOLUTION ELECTING COVERAGE UNDER THE STATE DISABILITY INSURANCE (SDI) PROGRAM FOR EMPLOYEES REPRESENTED BY THE SUPERVISORY AND PROFESSIONAL EMPLOYEES BARGAINING UNIT. SECTION 1 The City Council finds and declares as follows A The Supervisory and Professional Employees Bargaining Unit has requested to receive State Disability Insurance coverage pursuant to California Unemployment Insurance Code section 2601, et seq B The California Unemployment Insurance Code section 710 5 enables a City, subject to the approval of the Director of Employment Development, to elect to become a covered employer C The City Council concludes that making an election pursuant to California Unemployment Insurance Code section 710 5 shall promote the best interests of the City by, among other things, promoting stable workforce SECTION 2 Pursuant to section 710 5 of the California Unemployment Insurance Code, El Segundo, a public agency employer, as defined in Section 3501 of the Government Code, elects to become an employer for disability insurance purposes only with respect to its Supervisory and Professional Employees Bargaining Unit SECTION 3 Subject to approval by the Director of Employment Development, the City of EL Segundo shall become an employer subject to the unemployment compensation disability insurance laws to the same extent as other employers, and services performed by members of the Supervisory and Professional Employees Bargaining Unit, shall constitute employment subject to such law SECTION 4 City Clerk is directed to certify the adoption of this Resolution, record this Resolution in the book of the City's original resolutions, and make a minute of the adoption of the Resolution in the City Council's records and the minutes of this meeting SECTION 5 This Resolution will take effect immediately upon adoption PASSED AND ADOPTED this 17th day of October , 2006 ATTEST Kelly McDowell, Mayor Cindy Morl:66en, City Clerk APPRi Mark C By Karl H RESOLUTION NO. 4449 A RESOLUTION ADOPTING THE UNIFORM PUBLIC CONSTRUCTION COST ACCOUNTING PROCEDURES SET FORTH IN PUBLIC CONTRACTS CODE §§ 22000, ET SEQ. BE IT RESOLVED by the Council of the city of El Segundo as follows SECTION 1 The City Council finds as follows: A Most of the City's public works projects are less than $100,000 and more appropriately defined as maintenance work because it entails routine, recurring and usual work for preserving and protecting public facilities, B The Public Contracts Code ( "PCC ") sets forth an alternate bid procedure for public projects that cities may adopt by resolution, G It is in the public interest for the City to facilitate a timely and cost - effective means of bidding such projects through informal procedures Accordingly, it would service the public welfare for the City to adopt alternative means of bidding public projects SECTION 2 Pursuant to PCC § 22003, the Uniform Public Construction Cost Accounting Procedures ( "UPCCAP ") set forth in PCC §§ 22000, et seq is adopted for purposes of contracting "maintenance work" as defined in PCC § 22002(d) SECTION 3 In accord with PCC §§ 22030, the City Clerk is directed to inform the California State Controller that the City of El Segundo adopted the UPCCAP by this Resolution SECTION 4 Pursuant to PCC § 22034, the City Council will adopt an ordinance establishing informal bidding procedures to implement the UPCCAP as required by the PCC SECTION 5.
