CC RESOLUTION 4418RESOLUTION NO 4418 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO SUPPORTING THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM The City Council of the City of El Segundo does resolve as follows SECTION 1 The City Council finds and declares that A The Community Development Block Grant (CDBG) Program was enacted and signed into law by President Gerald Ford, as the centerpiece of the Housing and Community Development Act of 1974, B The CDBG Program has as its primary objective "the development of viable urban communities, by providing decent housing and a suitable living environment and expanding economic opportunities, principally for persons of low and moderate income, C CDBG Program allows communities to carry out activities that are tailored to their unique affordable housing and neighborhood revitalization needs, and D Throughout its 30 -year history, the CDBG Program has been a partnership among the federal state and local governments, business, and the nonprofit sector which carry out activities that improve the lives and neighborhoods of low and moderate income, E The City of El Segundo uses CDBG funds annually in the amount of approximately $100,000 to support public service activities, removal of architectural/physical impediments to ease mobility and accessibility for the disabled, minor housing rehabilitation and residential sound insulation projects, and F_ The Federal FY 2006 budget proposes to eliminate the CDBG program, and G Should such a proposal be enacted it would effect El Segundo's CDBG program by forcing the City to either eliminate its CDBG program, or fund through the General Fund SECTION 2 Council of the City of El Segundo, California hereby asks the Congress to preserve the Community Development Block Grant Program within the Department of Housing and Urban Development and provide FY 2006 funding at the current FY 2005 funding level -1- SECTION 3 The City Clerk is directed to certify the adoption of this Resolution, record this Resolution in the book of the City's original resolutions, and make a minute of the adoption of the Resolution in the City Council's records and the minutes of this meeting SECTION 4 This resolution will become effective immediately upon adoption and will remain effective unless repealed or superseded PASSED, APPROVED, AND ADOPTED this 5th 0 y of April 2005 Kelly Mcbo II, Mayor STATE OF CALIFORNIA ) COUNTY OF LOS ANGELES ) SS CITY OF EL SEGUNDO 1 I, Cindy Mortesen, City Clerk of the City of El Segundo, California, hereby certify that the whole number of members of the City Council of the City is five, that the foregoing Resolution No aaiswas duly passed and adopted by said City Council, approved and signed by the Mayor of said City, and attested to by the City Clerk of said City, all at a regular meeting of said Council held on the 5`" day of April 2005, and the same was so passed and adopted by the following roll call vote AYES McDowell, Gaines, Boulgarides, Busch, Jacobson NOES None ABSENT None ABSTAIN None ATTEST Cindy Mort en, City Clerk /% APPROVED Mark D HeA x X friA Berger, Assistant City` -2-
