A RESOLUTION IMPLEMENTING A TEMPORARY CITYWIDE
HIRING FREEZE FOR NON - PUBLIC SAFETY EMPLOYEES
The City Council resolves as follows:
Section 1: The City Council finds and declares as follows:
A. During the past several months, the City's administrative staff and
the members of the City Council have been monitoring closely the
current revenue situation in the City;
B. The review of the current revenue situation indicates that several
important sources of General Fund revenues have not performed
as projected by staff when the FY 2003/2004 budget was
completed;
C. In preparation for the mid -year budget review to be undertaken by
staff and City Council in May 2004, it is prudent to limit
expenditures for all non - essential services until the City Council is
able to develop an accurate assessment of the City's current
budget position;
D. A temporary hiring freeze on all non - public safety positions would
enable the City to exercise appropriate budget restraints while not
creating impediments to services protecting the health, safety and
welfare of the residential and business communities;
E. It would be prudent to implement this hiring freeze immediately and
leave it in effect until the City Council has had an opportunity to
consider the impacts at the mid -year budget review.
Section 2: The City Council will assess the current revenue situation and
determine a rational course of action regarding the hiring of employees after
having had the opportunity to consider fully the impact of the revenue situation
during the mid -year budget review.
Section 3: The City of El Segundo will implement a hiring freeze on all non-
public safety employees effective immediately and in effect until the mid -year
budget review, at which time the City Council will give further direction to the City
Manager regarding the staffing of non - public safety positions in the City.
Section 4: The City Clerk will certify to the passage and adoption of this
Resolution; shall enter the same in the book of original Resolutions of the City;
and shall make a record of proceedings of the City Council in the minutes of the
meeting at which same is passed and adopted.
Section 5: This Resolution will take effect imm diately upon adoption.
