A RESOLUTION ADOPTING A STATEMENT OF PRINCIPLES
FOR AIRPORT CAPACITY ENHANCEMENT IN SOUTHERN CALIFORNIA
The City Council resolves as follows:
Section 1: The City Council finds and declares as follows:
A. The Southern California area, including the Counties of Los Angeles, Orange,
Riverside, San Bernardino and Ventura, is served by more commercial airports than any
other metropolitan area in the United States; and
B. Available Southern California airports include: Los Angeles International
Airport, Orange County Airport, Palmdale Airport, March GlobalPort, San Bernardino
International Airport, Southern California Logistics Airport and Palm Springs Regional
Airport; and
C. The greatest population growth in Southern California during the coming
decades will occur in the Inland Empire Counties of Riverside and San Bernardino; and
D. Los Angeles International Airport, Burbank Airport, Long Beach Airport and
Orange County Airport are all located in highly urbanized areas where environmental
concerns and community resistance make further expansion difficult; and
E. March GlobalPort, San Bernardino International Airport, Southern California
Logistics Airport, Ontario International Airport and Palm Springs Regional Airport are
swell located to serve future Southern California Aviation needs and have great unused
capacity; and
F. Communities near Ontario International Airport, March GlobalPort, San
Bernardino International Airport Southern California Logistics Airport and Palm Springs
Regional Airport are supportive of those facilities and would greatly benefit from
increased use of those facilities;
G. Increasing freeway traffic into Los Angeles County will make ground access
to coastal airports extremely difficult and attempts to mitigate that surface access issues
related to those airports will siphon off transportation dollars that otherwise could be
used to solve traffic challenges in Riverside and San Bernardino Counties.
Section 2: The City of El Segundo favors and supports the development and
utilization of well - located aviation facilities available at Southern California Logistics
Airport, Ontario International Airport, March GlobalPort, San Bernardino International
Airport and Palm Springs Regional Airport as first priorities for the implementation of
Southern California's regional airport plan.

Section 3: It is good public policy to direct air traffic to airports with excess capacity
rather than spending billions of dollars to expand capacity in highly populated areas.
Section 4: Regional Planning agencies should focus their energies on improving
surface transportation links among existing airports and population centers.
Section 5: The City of El Segundo agrees to work with local economic development
organizations and regional planning agencies to satisfy Southern California's future
aviation needs by encouraging and fostering commercial passenger and cargo service
at San Bernardino International Airport, Southern California Logistics Airport, Ontario
International Airport, March GlobalPort and Palm Springs Regional Airport.
Section 6: The City Clerk shall certify to the passage and adoption of this Resolution;
shall enter the same in the book of original Resolutions of the City; and shall make a
record of proceedings of the City Council in the minutes of the meeting at which same is
passed and adopted.
Section 7: This Resolution will take effect immediately upon adoption.
