CC RESOLUTION 4194RESOLUTION NO. 4194 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO PROVIDING FOR THE SALARY AND BENEFIT CHANGES TO CHAPTER 1A2 (MANAGEMENT AND CONFIDENTIAL SERIES) OF THE EL SEGUNDO MUNICIPAL CODE WHEREAS, Executive Management and Mid- Management/Confidential level positions are reviewed from time to time by the City Council for possible adjustments to salaries and benefits; and WHEREAS, in accordance with direction provided by the City Council, the City retained a qualified third -party consultant, Public Sector Personnel Consultants (PSPC), to complete a Classification and Compensation Study for the purpose of establishing salaries for Management and Confidential job classifications; and WHEREAS, PSPC completed work on the project in October 2000 and presented information to the City recommending appropriate classifications and compensation for Management and Confidential positions currently authorized by the City; and WHEREAS, staff has met with all employees affected by the Study to discuss the consultant's recommendations on appropriate classification and compensation. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of El Segundo finds, declares and orders as follows: Section 1. Amend Section 1A2.000 of the Administrative Code, entitled "Schedule of Classes by Series," as depicted in "Attachment A." Section 2. Amend Section 1A2.010 of the Administrative Code, entitled "Basic Salary Schedule," as depicted in "Attachment B." Section 3. Amend Section 1A2.105 of the Administrative Code, entitled "Flexible Benefit Plan," to read as follows: Section IA2.105 (B) - Flexible Benefit Plan Effective with the payroll deduction made for coverage for the month of January 2001, the monthly contribution by the City shall increase by $100 per month to $700 per month. These benefits shall be used principally for the purchase of employee medical insurance. All other terms and conditions in Section 1A2.105 (A) shall remain in effect. Section 4. Amend Section 1A2.115.2 of the Administrative Code, entitled "Educational Incentive," to read as follows: Section 1A2.115.2 - Educational Incentive The Police Chief, upon obtaining a Master's Degree from an accredited college or university, shall receive Educational Incentive compensation in an amount equivalent to 5% of base salary per month. Police Captains and Police Lieutenants, upon obtaining a Master's Degree from an accredited college or university, shall receive an increase in Educational Incentive compensation in an amount equivalent to 5 %. Section 5. Amend Section 1A2.115, of the Administrative Code, entitled "Education Expenses - Reimbursement," to reflect that the Education Expense Reimbursement benefit will be increased from $1,250 per calendar year to $2,000 per calendar year effective January 1, 2001. Section 6. Effective July 1, 2001, compensation for Executive Management, Mid - Management and Confidential classifications shall be adjusted by an amount that equals the percentage increase specified by the percent change of the May 2001 Consumer Price Index (CPI) - Los Angeles- Riverside- Orange County, All Urban Consumers. In no event shall the percentage increase of salaries be less than three percent (3 %) or greater than five percent (5 %). Section 7. The City Clerk shall certify to the passage and adoption of this Resolution; shall enter the same in the book of original Resolutions of said City; and shall take a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said City in the minutes of the meeting at which the same is passed and adopted.
