A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA,
EXTENDING THE PUBLIC REVIEW PERIOD FOR
THE ENVIRONMENTAL IMPACT REPORT
REGARDING THE EL SEGUNDO GENERAL PLAN
CIRCULATION ELEMENT UPDATE TO
FEBRUARY 289 2001.
WHEREAS, the public review period for the El Segundo Circulation Element
Update Draft Environmental Impact Report (State Clearinghouse Number 99081120) was
to expire on November 27, 2000; and
WHEREAS, the City has received inquiries and concerns have been expressed
regarding the impending expiration of the public review and comment period by members
of the community; and
WHEREAS, the Circulation Element is a matter of concern to all of the
businesses and residents in the City and the City wants to ensure that all interested parties
have sufficient time to express their concerns and there is the potential that significant
additional relevant information may be provided to the City by extending the public
review and comment period; and
WHEREAS, the proposed revisions to Circulation Element are significant in some
respects such that the extension of the public review period provided for herein will
facilitate the Environmental Impact Report process for this project by providing
additional time for the public to review such revisions in the context of the Draft
Environmental Impact Report and make comments thereon; and
WHEREAS, it is in the public interest and in keeping with the purposes and intent
of the California Environmental Quality Act to facilitate the inclusion of additional
comments to the Draft Environmental Impact Report for this project through the
extension of the review period as provided herein; and
WHEREAS, there are extraordinary circumstances present that warrant extension
of the public review and comment period because of the City -wide impact of the
Circulation Element and the number of parties that may have an interest in participating
in the public review and comment period.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS
FOLLOWS:
SECTION 1: That the public review period for the El Segundo Circulation
Element Update Draft Environmental Impact Report (State Clearinghouse Number

99081120) that was to expire on November 27, 2000 is hereby extended to and shall
expire on February 28, 2001.
SECTION 2: That the Director of Community, Economic and Development
Services is hereby directed to give notice of the extension of the public review period for
the El Segundo Circulation Element Update Draft Environmental Impact Report as
provided in State CEQA Guidelines.
SECTION 3. That the City Clerk shall certify to passage and adoption of this
Resolution and enter it into the book of original Resolutions.
