A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO, CALIFORNIA, STRONGLY URGING CONGRESS
AND THE PRESIDENT OF THE UNITED STATES TO
PRESERVE THE CURRENT FEDERAL FREEZE ON LENGTH,
WEIGHT, AND ROUTES FOR DOUBLE AND TRIPLE TRUCK
TRAILERS AND TO CAP SINGLE TRAILER TRUCK LENGTHS
AT 53 FEET.
WHEREAS, the Federal Intermodel Surface Transportation Efficiency Act (ISTEA) will expire on
September 30, 1997; and
WHEREAS, the current ISTEA places restrictions on the length, weight, and routes of heavy
trucks, including double and triple trailers; and
WHEREAS, numerous congressional bills have been proposed to reauthorize ISTEA, including the
National Economic Crossroads Transportation Efficiency Act (NEXTEA), H.R. 1268 (Administration
• Bill); ISTES Reauthorization Act (ISTEA WORKS), H.R. 1609 (Molinari); ISTEA Integrity Restoration
Act (STEP 21), H.R. 674 (DeLay); Transportation Empowerment Act, H.R. 1470 (Kasich); and
WHEREAS, the trucking industry lobby is seeking amendments to the various congressional
proposals for reauthorization of the Surface Transportation Act in order to increase the size, weight and
routes of heavy trucks, including, allowing use of double and triple trailer trucks and increasing the gross
weight of single trailer trucks to 97,000 lbs; and
WHEREAS, such lobbying efforts to amend heavy truck regulations will result in decreased
highway safety and increased infrastructure costs; and
WHEREAS, in 1995, the Federal Department of Transportation reported that accidents involving
heavy trucks killed 4,903 persons and injured 116,000 persons.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of El Segundo,

SECTION 1. Congress and the President of the United States are hereby strongly urged to preserve
the current federal freeze on the length, weight and routes for double and triple truck trailers and to cap
single trailer lengths at 53 feet in legislation proposed for reauthorization of the ISTEA.
SECTION 2. The City Clerk shall transmit a copy of this Resolution to all California Congressional
and Senate members, the House Transportation and Infrastructure Committee, and the President of the
United States of America.
