CC RESOLUTION 3958RESOLUTION NO. 3958 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF • EL SEGUNDO CALIFORNIA, SETTING PRIORITIES FOR FILING WRITTEN ARGUMENTS REGARDING CITY MEASURES AND DIRECTING THE CITY ATTORNEY TO PREPARE AN IMPARTIAL ANALYSIS s 0 9 WHEREAS, a General Municipal Election is to be held in the City of El Segundo, California, on April 9, 1996, at which there will be submitted to the voters the following measures: "Shall Ordinance No. _, entitled "AN ORDINANCE OF THE PEOPLE OF THE CITY OF EL SEGUNDO, CALIFORNIA, APPROVING, FROM APRIL 97 1996 FORWARD, A BUSINESS LICENSE TAX, A TRANSIENT OCCUPANCY TAX AND A COMMERCIAL AND INDUSTRIAL UTILITY USERS TAX AT THE SAME RATES AS ARE CURRENTLY SET FORTH IN THE EL SEGUNDO MUNICIPAL CODE; DELETING THEREFROM CERTAIN SECTIONS PROVIDING FOR TRANSIENT OCCUPANCY TAX CREDITS AND TAX CREDIT AGREEMENTS; AND REDUCING THE TRANSIENT OCCUPANCY TAX FROM 10% TO 8 %," be approved? and "Shall Ordinance No. _, entitled "AN ORDINANCE OF THE PEOPLE OF THE CITY OF EL SEGUNDO VALIDATING ALL ORDINANCES ENACTED BY THE CITY COUNCIL RELATING TO BUSINESS LICENSE TAXES, TRANSIENT OCCUPANCY TAXES AND COMMERICAL AND INDUSTRIAL UTILITY USERS TAXES FROM THE EFFECTIVE DATE OF PROPOSITION 62 THROUGH AND INCLUDING APRIL 87 1996, EXCEPTING, HOWEVER, THOSE ORDINANCES OR PORTIONS OF ORDINANCES THAT PROVIDED FOR TRANSIENT OCCUPANCY TAX CREDIT AGREEMENTS," be approved? NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINEAND ORDERAS FOLLOWS: SECTION 1. That the City Council authorizes Mayor Carl Jacobson - in favor Mayor Pro Tern Liam Weston - in favor Councilmember Michael Robbins - in favor Councilmember Richard Switz - in favor Councilmember Jane Fdedkin - in favor members of that body, to file written arguments regarding the City measures as specified above in accordance with Article 4, Chapter 3, Division 9 of the Elections Code of the State of California and to change the arguments until and including the date fixed by the City Clerk after which no arguments for or against the City measures may be submitted to the City Clerk. SECTION 2. That the City Council directs the City Clerk to transmit a copy of the measures to the City Attorney. The City Attorney shall prepare an impartial analysis of the measures showing the effect of the measures on the existing law and the operation of the measures.
