A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA, IN OPPOSITION TO THE 1,700 PAGE FEDERAL
IMPLEMENTATION PLAN (FIP), WHICH PROPOSES DRASTIC AIR
QUALITY REGULATIONS ON THE STATE OF CALIFORNIA.
WHEREAS, the environment and cleaner air is important to every Californian; and
WHEREAS, billions of dollars have already been spent, and will continue to be spent, by
the public and private sectors to achieve additional clean air benefits and clean air goals; and
WHEREAS, multiple federal, state and local regulations require all businesses to reduce
air emissions using expensive new technologies; and
WHEREAS, California has suffered dramatic job and revenue losses, and is just beginning
to recover from the recent economic recession; and
WHEREAS, the Federal Implementation Plan (FIP) could cause severe economic impact
and hardship to the State of California; and
WHEREAS, this 1,700 page plan will go into effect February 15, 1995, unless halted or
unless State Implementation Plans (SIPs) are approved by the Federal EPA; and
WHEREAS, the FIP proposes very restrictive and possibly unattainable emission standards
for California ports, planes, ships, railroads, trucks and every other mobile source; and
WHEREAS, an independent analysis of the FIP by the State Office of Planning and
Research (OPR), the Los Angeles Chamber of Commerce, Air Transport Association, and
California Trucking shows this air plan could cost California $50 billion annually and up to 500,000
jobs; and
WHEREAS, the California School Boards Association and School Transportation Coalition
report the FIP could cost California schools more than $600 million by rendering most school buses
obsolete; and
WHEREAS, obsolete and unusable buses could require replacement by at least 800,000
more cars on the road every day, with parents taking their children to school, which would cause
more traffic congestion and air pollution; and
WHEREAS, estimates by the State Office of Planning and Research, the Los Angeles
Chamber of Commerce, Air Transport Association, and California Trucking indicate that the FIP
could cost the Los Angeles area economy alone $35 billion, eliminate 345,000 jobs and
disproportionately harm small businesses, minorities and economically disadvantaged people; and
WHEREAS, estimates prepared by "Stop the FIP ", based on information from the City of
Los Angeles and California Chambers of Commerce, indicate that the FIP could cost counties
hundreds of millions of dollars to replace engines on trucks, ambulances, fire fighting equipment,
trash haulers and other diesel operated vehicles; and
WHEREAS, the FIP fines, fees and engine replacement regulations apply throughout the
state and to all cities for all on -road equipment, not just the three non - attainment districts; and
WHEREAS, while cities support cleaner air, the FIP could prematurely force counties to
switch their fleets to alternative fuel vehicles which would require installation of fueling facilities that
cost a minimum of $500,000 to $750,000 per site, based on recent U.P.S. and City of Los Angeles
estimates; and
WHEREAS; cities will be responsible for paying the hefty cost for these facilities, fines, fees
and new equipment; and
• WHEREAS, cities rely on a healthy economy and the FIP costs to local businesses would
strike an additional blow to cities and the State's economic recovery; and

WHEREAS, the FIP removes local control on air quality issues and gives it to the federal
government; and
WHEREAS, we applaud the FIP's goal of cleaner air but the U.S. EPA states it cannot
guarantee its plan will achieve the goal; and
WHEREAS, the Secretary of the California Environmental Protection Agency says about the
FIP: "California , alone among all the states, is being led into a bleak, back -alley legal process for
which there is no precedent, no environmental rationale, no defense, and seemingly, no end'; and
WHEREAS, the U.S. Secretary of Transportation says about the FIP: "We believe that the
plans will have extreme and unacceptable levels of impact on the economy, employment, and the
free flow of commerce in the South Coast area'; and
WHEREAS, the FIP was never voted on by Congress; no democratically elected federal,
state or local official has any authority in its creation and the California public has had only three
hearings to publicly comment; and
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO joins with the cities of Hawthorne, Ontario, Colton, Camarillo, Fillmore, Upland, Bell
Gardens, Exeter, Newman, Taft, San Gabriel, and Saint Helena; the California Chamber of
Commerce, California Manufacturers Assn, California School Boards Ass'n, California Taxpayers
Assn, California Trucking Ass'n, Air Transport Ass'n, California Farm Bureau Federation, California
Restaurant Ass'n, National Federation of Independent Business, Home Depot, Raley's, Cambell
Soup Company, California School Transportation Coalition, California Building Industry Ass'n,
Operating Engineers, Local Union No. 3, Western Traffic Conference, California Retail Air Quality
Coalition, California Grocers Assn, Mexican- American Grocers Ass'n, Agricultural Council of
California, Milk Producers Council, California Small Business United, Western United Dairymen,
Los Angeles Customs & Freight Brokers Ass'n, Western States Petroleum Ass'n, California Tomato
Growers Ass'n, Southern California Business Ass'n, Los Angeles County Hotel /Motel Group, San
Jose Chamber of Commerce, California Cattlemens' Ass'n, Dairymen's Cooperative Creamery
Assn, Industry Manufacturers Council, California Business Properties Ass'n, California Moving &
Storage Ass'n, California Ass'n of Nurserymen, Los Angeles County Aviation Commission, Market
Wholesale Grocery Company, American Medical Response, Home Express, San Gabriel Valley
Commerce and Cities Consortium, Associated General Contractors, Central California Education
Legislation Consortium, California League of Food Processors, Ace Hardware Corporation, Fire
Mechanics Ass'n, California State Fire Fighters, and many others in opposition to the Federal
Implementation Plan (FIP) and requests the White House to take the necessary and immediate
action to halt its implementation.
The City Clerk shall certify to the passage and adoption of this resolution; shall enter the
same in the book of original resolutions of said City; and shall make a minute of the passage and
• adoption thereof in the records of the proceedings of the City Council of said City, in the minutes
of the meeting at which the same is passed and adopted.
