• A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO, CALIFORNIA, PROVIDING FOR CHANGES TO THE
PERSONNEL RULES AND REGULATIONS REGARDING NON -
SWORN ACADEMY GRADUATE AND ATTENDEE APPLICANTS
FOR THE JOB CLASSIFICATION OF POLICE OFFICER.
WHEREAS, Section 45001 of the California Government Code allows for the
establishment of a civil service system by the legislative body of a city; and
WHEREAS, the City of El Segundo has adopted an ordinance establishing a Civil
Service System; and
WHEREAS, personnel rules and policies necessary to implement this Ordinance
have been developed and adopted by the City Council and from time to time been modified; and
WHEREAS, the City Council wishes to provide for changes to the personnel rules
and regulations regarding non -sworn academy graduate and attendee applicants for the job
classification of Police Officer; and
. WHEREAS, the City Council has determined that public interest, convenience, and
necessity required such amendment.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of El
Segundo as follows;
SECTION 1. Section 4.3.2, entitled "Non- Sworn Academy Graduate and
Attendee ", shall be added to the City of El Segundo's Personnel Rules and
Regulations as follows:
Section 4.3.2 Non -Swom Academy Graduate and Attendee
The position of police officer may be filled by an individual from a non -sworn
academy graduate and attendee list.
Individuals may be considered as a non -sworn academy graduate or attendee
candidate as follows:

Candidates will be required to pass a written entrance examination and one or
more of the following:
(a) Oral
(b) Demonstration
(c) Any evaluation of education, experiences, or skills, or any test of
manual skills or physical fitness which fairly evaluates the relative
capacities of the applicant.

Academy graduate /attendee applicants must pass all other requirements of the
position of police officer, including but not limited to successful completion of
psychometric evaluation, polygraph, background check, interview with the Chief
• of Police and physical examination.
Academy graduate appointments shall be made by the appointing authority
from eligible candidates who have successfully completed all steps of the
evaluation process. In the event that open competitive, academy
graduate /attendee and lateral entry employment lists exist concurrently, any of
the lists may be requested by and certified to the appointing authority.

SECTION 2. The City Clerk shall certify to the passage and adoption of this
resolution; shall enter the same in the book of original resolutions of said city;
and shall make a minute of the passage and adoption thereof in the records of
the proceedings of the City Council of said city, in the minutes of the meeting at
which the same is passed and adopted.

that the foregoing resolution, being RESOLUTION NO. 3896 was duly passed and
adopted by the said City Council, approved and signed by the Mayor or said City, and
attested by the City Clerk of said City, all at a regular meeting of the said Council held
on the 1st day of November 1994, and the same was so passed and adopted by the
