A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA, PROVIDING FOR CHANGES TO CHAPTER IA5 (POLICE SAFETY
SERVICE SERIES) OF THE EL SEGUNDO ADMINISTRATIVE CODE
The City Council of the City of El Segundo, California does resolve as follows;
SECTION 1. Section 1A5.190 of the El Segundo Administrative code, entitled "Lateral Entry -
Qualifications for Educational Incentive Pay ", shall be modified as follows:
Police Officers who enter the service of the El Segundo Police Department under the
Lateral Entry Program will be eligible to receive educational incentive pay as follows:
Qualification for and possession of an AA Degree - 5% of base salary with a
minimum of two years of sworn law enforcement experience.
2. Qualification for an possession of a Bachelors Degree - 10% of base salary
with a minimum of three years of sworn law enforcement experience.
40 3. Qualification for and possession of a Masters Degree - 15% of base salary with
a minimum of four years of sworn law enforcement experience.
SECTION 2. Section 1A5.200 of the El Segundo Administrative code, entitled "Lateral Entry -
Sick Leave Transferrable ", shall be modified as follows:
Police Officers who enter the service of the El Segundo Police Department under the
Lateral Entry Program shall be allowed to transfer their accumulated sick leave balance
from the preceding employing agency up to a maximum of 960 hours. Appropriate
documentation verifying the amount of the Police Officers final unreimbursed sick leave
balance must be submitted to the Director of Human Resources /Risk Management for
approval. Sick leave transferred to the City is available for use by the lateral officer,
but only after exhaustion of all sick leave accumulated subsequent to appointment.
The initial bank of transferred sick leave may not be converted to cash at the time of
separation from service.
SECTION 3. Section 1A5.201 of the El Segundo Administrative Code, entitled "Lateral Entry
- Vacations and Other Benefits" shall be modified as follows:
Police Officers who enter the service of the El Segundo Police Department under the
Lateral Entry Program shall be allowed to accrue vacation leave based on their total
number of years of sworn law enforcement experience. Vacation Leave is accrued
during the first year of employment but is not available for use until successful
completion of the twelve month probationary period. This section shall apply to all
lateral entry police officers hired after August 26, 1990.
SECTION 4. Section 1A5.202, entitled "Lateral Entry - Transfer Bonus ", shall be added to
the El Segundo Administrative Code as follows:
Section 1A5.202 Lateral Entry - Transfer Bonus
Police Officers who enter the service of the El Segundo Police Department under the
Lateral Entry Program shall be provided a $1000 transfer bonus upon appointment and
a $1000 transfer bonus upon successful completion of the initial Police Officer
probationary period.
Lateral entry officers who voluntarily separate from service within three years of the
date of appointment shall be required to reimburse the City for the entire amount of the
transfer bonus.

SECTION 5. Section 1A5.202.1, entitled "Lateral Entry - Recruiting Bonus" shall be added to
the El Segundo Administrative Code as follows:
Section 1A5.202.1 Lateral Entry - Recruiting Bonus
Current employees of the El Segundo Police Department occupying the ranks of Police
Officer, Police Sergeant and Police Lieutenant shall be provided a bonus for the
successful recruiting of a Lateral Entry Officer. Such employees shall be paid a $500
recruiting bonus upon the appointment of the Lateral Entry Officer and a $500
recruiting bonus upon the officer's successful completion of the initial probationary
period. Sworn personnel directly involved in the Police Department recruiting function,
as identified by the Chief of Police, are not eligible for this bonus.
SECTION 6. The City Clerk shall certify to the passage and adoption of this Resolution; shall
enter the same in the book of original Resolutions of said City; and shall make a minute of the
passage and adoption thereof in the records of the proceedings of the City Council of said
City, in the minutes of the meeting at which the same is passed and adopted.

on the 18th day of Octoberber 1994, and the same was so passed and adopted by the
following vote:
