A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA, FOR APPROVAL OF ENVIRONMENTAL ASSESSMENT EA -341
CHANGING THE NAME OF THAT CERTAIN PUBLIC ROAD WAY WIIIIIN
SAID CITY, NAMED AND KNOWN AND COMMONLY DESIGNATED AS
BUNGALOW STREET (600 THROUGH 800 BLOCK, TO BUNGALOW DRIVE.
PETITIONED BY: THE CITY OF EL SEGUNDO.
WHEREAS, on May 9, 1994, an application was initiated by the City of El Segundo
for approval of an Environmental Assessment application to change the name of Bungalow
Drive (100 through 500 Block) to Bungalow Street; and
WHEREAS, the Planning Commission has reviewed Environmental Assessment EA-
341 and the supporting evidence with the authority and criteria contained in the California
Environmental Quality Act, State CEQA Guidelines, and the City of El Segundo Guidelines
for the implementation of the California Environmental Quality Act (Resolution 3805); and
WHEREAS, on May 26, 1994, the Planning Commission did hold, pursuant to law, a
duly advertised public hearing on such matter and notice of the public hearing was given in
the time, form and manner prescribed by law; and
WHEREAS, on May 26, 1994, the Planning Commission approved Resolution No.
2357, recommending to the City Council approval of Environmental Assessment EA -341 to
change the name of Bungalow Street to Bungalow Drive; and
WHEREAS, on June 7, 1994, the City Council did hold, pursuant to law, a duly
advertised public hearing on such matter and notice of the public hearing was given in the
time, form and manner prescribed by law, and opportunity was given to all persons to present
testimony or documentary evidence for and against proposed Environmental Assessment EA-
341; and
WHEREAS, at said City Council hearing the following facts were established:
1. In 1911, the public roadway from El Segundo to Mariposa Avenue was named
and recorded as "Bungalow Drive" on the El Segundo Tract Map in the County
of Los Angeles Map Book 18, Page 69 and Book 22, Pages 54 and 55.
. 2. In 1941, Bungalow, from Mariposa Avenue to Walnut Avenue (600 through
800 Block), was designated as "Street" on Tract Maps Number 12812 and
12887 in the County of Los Angeles Map Book 247, Page 35, and Book 249,
Page 25, respectively.
3. Notice of the proposed change was mailed to affected property owners on
Bungalow Street and Drive, Utilities, the Post Office and other governmental
entities.
NOW, THEREFORE, BE IT RESOLVED that after consideration of the above facts
and study of proposed Environmental Assessment EA -341, the City Council finds as follows:
ENVIRONMENTAL ASSESSMENT
1. The proposed project is not subject to the requirements of the California
Environmental Quality Act (CEQA) pursuant to Section 15061 (b)3, since there is no
possibility that the project may have a significant effect on the environment; and
2. That when considering the whole record, there is no evidence that the project will
have the potential for an adverse effect on wildlife resources or the habitat on which
the wildlife depends; and
3. That the City Council thereby authorizes and directs the Director of Planning and
Building Safety to file with the appropriate agencies a Certificate of Fee Exemption
and de minimus finding pursuant to AB 3158 and the California Code of Regulations.
Within ten (10) days of approval, the City of El Segundo shall submit a fee of $25.00
required by the County of Los Angeles for the filing of this Certificate along with the
required Notice of Exemption. As approved for in AB 3158, the statutory
requirements of CEQA will not be met and no vesting shall occur until this condition
is met and the required notices and fees are filed with the County.
NAME CHANGE
1. That the proposed name change is consistent with the General Plan Circulation
Element Policy C -1.18 which is intended to ensure uniformity of street naming and
avoidance of name duplication or name inconsistencies on a continuous roadway link.
2. That the proposed change in the name of all that portion of Bungalow Street, between
Mariposa Avenue and Walnut Avenue, from Bungalow "Street" to "Drive" is
consistent with the original 1911 roadway name and with the County Registrars
records.
3. That the proposed name change will prevent future confusion regarding the name of
the street.
4. That the City Clerk shall forward a certified copy of the resolution to the Board of
Supervisors of Los Angeles County pursuant to Sections 34091.1 and 34092 of the
Government Code.
NOW, THEREFORE, BE IT FURTHER RESOLVED that the City Council hereby
approves Environmental Assessment EA -341, to change the name of Bungalow Street
between Mariposa Avenue and Walnut Avenue (600 through 800 Block ) from Bungalow
"Street" to Bungalow "Drive ".
