CC RESOLUTION 3859RESOLUTION NO. 3859 A RESOLUTION OF THE CITY OF EL SEGUNDO, CALIFORNIA, FINDING THE CITY TO BE IN CONFORMANCE WITH THE • CONGESTION MANAGEMENT PROGRAM (CMP) AND ADOPTING THE CMP LOCAL IMPLEMENTATION REPORT, IN ACCORDANCE WITH CALIFORNIA GOVERNMENT CODE SECTION 65089 WHEREAS, the Los Angeles County Metropolitan Transportation Authority ( "MTA"), acting as the Congestion Management Agency for Los Angeles County, adopted the CMP on November 17, 1993; and WHEREAS, the adopted CMP requires that MTA annually determine that the County and Cities within the County are conforming to all CMP requirements; and WHEREAS, the adopted CMP requires submittal to the MTA of this CMP local implementation report by May 1, 1994; and WHEREAS, the Local Implementation Report consists of (a) City Council Resolution of Conformance, and (b) Transportation Improvement credit claims; and WHEREAS, the Transportation Improvement Credit Claims element of the Local Implementation Report has to be submitted to the MTA by November 1, 1994; and WHEREAS, the City Council held a noticed public hearing on April 5, 1994. NOW, THEREFORE, THE CITY COUNCIL FOR THE CITY OF EL SEGUNDO, CALIFORNIA, DOES RESOLVE AS FOLLOWS: SECTION 1. That the City has taken all of the following actions, and that the City is in conformance with all applicable requirements of the 1993 CMP. The City has locally adopted and continues to implement a transportation demand management ordinance, consistent with the minimum requirements identified in the CMP Transportation Demand Management Chapter. The City has locally adopted and continued to implement a land use analysis program, consistent with the minimum requirements identified in the CMP Land Use Analysis Program Chapter. Page 1 of 2 That by November 11 1994, the City will forward to the Los Angeles County Metropolitan Transportation Authority a list of regional transportation improvements implemented by the City as the basis for establishing credits, consistent with the requirements identified in the CMP Countywide Deficiency Plan Chapter. That as of June 1, 1994, the city will begin tracking new development activity, consistent with the requirements identified in the CMP. This information will be annually tabulated, as the basis for establishing the City's mitigation responsibility under the Countywide Deficiency Plan. SECTION 8. CERTIFICATION. The City Clerk shall certify to the passage and adoption of this Resolution; shall enter the same in the book of original resolutions of said City; . and shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said City, in the minutes of the meeting at which the same is passed and adopted, and shall forward a copy of this Resolution to the Los Angeles County Metropolitan Transportation Authority. • ATTESTED: 9 PASSED, APPROVED AND ADOPTED this 5th day of April, 1994. cindy M t..sen ity Clerk (SEAL) APPROVED AS TO FORM: Leland C.
