A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO APPROVING THE POLICIES FOR
SUPPLEMENTING THE CITY EL SEGUNDO WATER
CONSERVATION IN LANDSCAPING ORDINANCE.
ORDINANCE NO. 1194.
WHEREAS, The State of California has enacted Chapter
10.8 to the California Government Code, entitled the Water
Conservation in Landscaping Act, which requires a City to either
implement the State adopted Model Water Efficient Landscape
Ordinance or adopt its own water efficient landscape ordinance.
WHEREAS, The City Council has adopted Ordinance No. 1194
an Ordinance regarding policies for Water Conserving Landscapes;
NOW, THEREFORE, The City Council of the City of E1
Segundo resolves that:
SECTION 1. Suggested Guidelines for Water
Conservation in Landscaping referred hereto as Exhibit "A" and by
reference made a part hereof are hereby adopted to implement said
Ordinance No. 1194.
SECTION 2. This Resolution shall become effective on
the effective date on the Ordinance No. 1194.
SECTION 3. The City shall certify to the passage and
adoption of this resolution; shall enter the same in the book of
original resolutions of said city; and shall make a minute of the
passage and adoption there of in the record of the proceedings of
the City Council of said City, in the minutes of the meeting at
which the same is passed and adopted.

A. PLANTING PLAN.
The planting plan shall be drawn on project base sheets in a clear and legible fashion. A
qualified plan must include the following, but is not necessarily limited to:
1. A scale which is appropriate to the size of the project and adequate to clearly
identify each component of the plan. A scale of 1 in. = 20 ft. is the smallest that should be
used.
2. Accurate and clear identity of:
a) Landscape materials, trees, shrubs, ground cover, turf, and etc.
b) Planting symbols
c) Plants labeled by botanical name, common names, container size, spacing and
quantities of each group of plants indicated,
d) Property lines, including dimensions;
e). Streets, driveways, walkways, and other paved areas or non - planted areas;
f) Building and structures including elevations drawings;
g). Natural features, including rock out - cropping, streams, existing mature and
ornamental trees, shrubs, and etc.;
h) Tree staking, soil preparation details and specifications, planting specifications,
and any other applicable details; and
i) Sloped areas, shall be indicated by contour lines (this may be shown on grading
plan)
3. Table of plants listed according to their water use, including the number
and container sizes
4. Calculation of estimated plant water use for each hydrozone.
B. IRRIGATION PLAN.
The irrigation plan shall be drawn on the same project base sheets as the planting plan, in

a clean and legible fashion and must be separate from the planting plan. A qualified plan
must include, but is not necessarily limited to accurate and clear identification of:
1. Flow rate and P.S.I. at the point of connection.
2. Coverage of all components of the irrigation system (main and lateral lines)
including:
3. Valves, including identification of the type, size, manufacturer, and model
number.
4. Controllers including identification of the type, size, manufacturer, and
model number.
5. Heads, including identification of the manufacturer, model number, type
and nozzle, P.S.I., radius, spacing, and precipitation rates.
6. Quick couplers
7. Meter sizes
8. Moisture sensor devices
9. Rain switches
10. Backflow prevention devices
C. IRRIGATION SYSTEM DESIGN CRITERIA.
Irrigation systems should be designed so that the application rate does not exceed the
infiltration rate of the soil to minimize overspray and runoff.
1. Irrigation stations shall be separated (e.g. drip vs. overhead spray systems).
Additional control valves should be installed to account for different site specific
characteristics (i.e. full sun/full shade, level/sloping, shrubs, street trees, etc.).
2. Maximum sprinkler spacing for both turf and non -turf areas should be
equal to the radius of the throw. Spacing of sprinklers should take into account prevailing
wind conditions.

3. All irrigation systems should be operated by an automatic controller. At
a minimum, each controller should have a rain shutoff operation, a 7 -day calendar, two
independent programs, and minimum - two cycles /day capabilities.
4. The irrigation system should be designed to allow a complete watering cycle
within a 7 -hour period.
5. All turf areas should utilize either pop -up rotor or impact heads or spray
heads with a minimum riser height of three inches.
6. Low volume sprinkler heads, drip emitters and pressure compensation
bubblers -should be used throughout the system.
7. Moisture sensors for controlling the turning on and off of the irrigation
system should be used where possible.
D. TIMING OF PLANTING.
Where possible, landscaping should be installed in the fall, in order to establish plant
materials when they will benefit most from winter rains.
GUIDELINES FOR PLANT SELECTION
Selection of plants included in a landscape plan should address the following water use
criteria:
1. The planting plan should include a mix of plant species with varied water
uses characteristics which result in an overall landscape which promotes water conservation
while enhancing the appearance of the community and the individual development project.
2. Plants with similar water use characteristics should be grouped together
into hydrozones of low water use, medium water use, or high water use. Water use values
(Appendix B, Table I) reflect the relative water use of each hydrozone.
3. Water use calculations, including plant key and hydrozones, shall be shown
on the planting plan.
4. Non -Turf Selections
a) Plants selected for use in non -turf areas should be well suited or adaptable
to the climate of this region.

b) Plants must be grouped in hydrozones according to their water needs and
irrigated separately. Species with slightly different water needs may be grouped (i.e. low
with medium and medium with high) but the higher water use value of the two is used to
determine compliance with the ordinance. Low and high use species may not be used in the
same hydrozone.
c) A minimum of three inches of an organic mulch should be placed in shrub
areas on the soil surface after planting. Non - porous materials shall not be placed under the
mulch.
5. Water Features
a) Decorative water features such as pools, ponds, and waterfalls used in
landscaped areas shall incorporate the recycling of water, and shall use reclaimed water
where it is feasible, cost effective and meets health standards.
b) Pools and spas, intended for use, should be provided with covers to
minimize evaporation.
GUIDELINES FOR TURF USE
1. Turf shall not be permitted in areas six feet or less in width or in median
strips.
2. Turf should not be installed on slopes greater than 20 %. The toe of any
sloping section should be a minimum of 24" behind a curb or sidewalk.
3. Turf areas which exceed 5,000 sq. ft. should use soil moisture sensors and
rain shutoff devices as a part of the irrigation system. Device type and installation should
be per manufacturer's recommendations.
4. Turf should not be installed within ten feet of the dripline of established
oak trees.
5. Turf should be of a variety well suited to the local climate (e.g. warm
season grasses and tall fescue).

The Legislature finds and declares all of the following
(a) The waters of the state ace of limited supply wad are subject to ever increasing demands.
(b) The continuation of California's economic prosperity is dependent on adequate supplies of
water being available for future uses.
(c) It is the policy of the state to promote the conservation and efficient use of water and to
prevent the waste d this valuable resource.
(d) Landscapes are essential to the quality of life in California by providing areas for active and
passive recreation and as an enhanosment to the environment by cleaning air and water, preventing
erosion, offering fire protection, and replacing ecosystems lost to development

(a) It is the intent of the Legislature that the Department of Water Resources prepare and
promote the use of a model water efficient landscape ordinance which local agencies may adopt

Not later than February 1, 1991, the department shall appoint an advisory task force to work with
department staff in the drafting of a model water efficient landscape ordinance. The task force shall
consist of the following members:
(a) One member selected from a list provided by the League of California Cities.
(b) One member selected from a list provided by the County Supervisors Association of California.
(c) One member selected from a list provided by a recognized professional association in California
representing water agencies.
(d) One member selected from a list provided by a recognized association in California represent-
ing commercial builders.
(e) One member selected from a list provided by a recognized professional association in California
representing residential builders.
(f) One member representing a nonprofit environmental protection organization or a water
conservation organization whose principal purpose includes promoting the efficient use of water or
water conservation.
(g) One member selected from a list provided by a recognized professional association in California
representing the nursery industry.
(h) One member selected from a list provided by a recognized professional association in California
representing landscape contractors.
(i) One member selected from a list provided by a recognised professional association in California
representing landscape architects.
0) One member selected from a list provided by a recognised professional association in California
representing the manufacturers or designers of irrigation equipment
(k) One member representing the Green Industry Council of California.
(A One member selected from a hat provided by a recognized association in California representing
the growers or producers of turf grass.
(m) One member selected by the Director of Water Resources.
Membership of the task force shall, to the extent practicable, be representative of the state's
cultural, racial, and ethnic diversity and gender balance.
All meetings of the task force shall be subject to Article 9 (commencing with Section 11120) of
Chapter 1 of Part 1 of Division 3 of Title 2 of the Government Code.
The Legislature declares that some individuals appointed as members of the task force must be
chosen as representatives of the industries and professions impacted by local water conservation
ordinances, and that their representation of these industries and professions does serve the general
public interest as they have unique information, expertise, and experience on the issue of water
conservation and landscaping that should be taken into consideration by the department as it
considers the development of model water conservation ordinances. Therefore, for purposes of
persons who hold this office, the industries and professions which are represented on the task fora
constitute the public generally within the meaning of Section 87108 of the Government Code in those
decisions impacting those specific industries and professions, unless the results of their actions taken
ss task force members have a material financial effect on those members distinguishable from their
effect on other members of their respective industries and professions generally.
The task force shall submit the recommended model local water efficient landscape ordinance to
the department on or before May 1, 1991.
The department shall adopt a model local water efficient landscape ordinance based on the
recommendations of the task force.

1 65594. Model local water efficient landscape ordinance. review; adoption; distribution
(a) Not later than January 1, 1992, after holding a public hearing, the department, based on
recommendations of the task force established pursuant to Section 65598, shall adopt a model local
water efficient landscape ordinance which each local agency may adopt.
(b) In developing the model ordinance, the task force shall recognize and promote the benefits of
consistent local ordinances in areas having similar climatic, geological, or topographical conditions.
(c) The department shall notify and deliver a copy of the model local water efficient landscape
ordinance to the Joint Legislative Budget Committee. The Joint Legislative Budget Committee shall
have 60 days to review the model ordinance before it is formally adopted by the department.
(d) -Not later than January 31, 1992, the department shall distribute the adopted model ordinance to
all local agencies and other interested parties.
(e) The department shall promote the benefits of consistent local ordinances in areas having
similar climatic, geological, or topographical area

not adopted findings based on climatic, geological, or topographical conditions, or water availability,
which state that a water efficient landscape ordinance is unnecessary, the model water efficient
landscape ordinance adopted by the department pursuant to subdivision (a) of Section 65594 shall
take effect on January 1, 1998, and shall be enforced by the local agency and have the same force

§ 65597. Proposed model ordinance: contents
The proposed model ordinance shall contain, but not be limited to, the following:
00 Provisions for water conservation through the appropriate use and groupings of plants that are
well adapted to particular sites and to particular climatic, geological, or topographical conditions.
The model ordinance shall not prohibit or require speck plant species, but it may include conditions
for the use of plant species. However, the model shall not include conditions which have the effect
of prohibiting or requiring specific plant species.
(b) Provisions for the use of automatic irrigation systems and seasonal irrigation schedules,
incorporating water conservation design and utilizing methods appropriate for spec terrains, soil
types, wind conditions, temperatures, and other environmental factors, in order to ensure a high
degree of water efficiency.
(c) Provisions for grading and drainage to promote healthy plant growth and to prevent excessive
erosion and runoff, and the use of mulches in shrub areas, garden beds, and landscaped areas where
appropriate.
(d) Provisions for the use of reclaimed water supplied through dual distribution systems, if
feasible and cost effective, and subject to appropriate health standards.
(e) Provisions to educate water users on the efficient use of water and the benefits of doing so.
(f) Provisions addressing regional differences where necessary and feasible, including fire preven-
tion needs.
(g) Provisions to exempt landscaping which is part of a registered historical site, where feasible.
(h) Provisions for the use of economic incentives to promote the efficient use of water, where
feasible.
(i) Provisions for landscape maintenance practices which foster long -term landscape water conser-
vation. Landscape maintenance practices may include, but are not limited to, performing routine
irrigation system repair and adjustments, scheduling irrigation based on CIMIS (California Irrigation
Management Information System), conducting water audits, and prescribing the amount of water
applied per landscaped scre.

The proposed model ordinance shall exempt cemeteries from all provisions of the ordinance except
those provisions adopted to conform with subdivisions (e), (h), and 01 of Section 66607. In adopting
language specific to cemeteries, the task fora shall recognize their special landscape management
needs.

Not later than January 31, 1998, each local agency shall Rile with the department a copy of the
water efficient landscape ordinance adopted pursuant to Section 66696, or adopted before the
effective date of this article, or the findings which state that a water efficient landscape ordinance is
unnecessary. Not later than July 1, 1998, the department shall prepare and submit a report to the
Legislature summarising the status of water effioient landscape ordinances adopted by local
agencies.

Any actions or proceedings to attach, review, set aside, void, or annul the act, decision, or findings

Section 1085 of the Code of Civil Procedure.
