RESOLUTION NO. 3799
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, IN SUPPORT OF
RETAINING THE LOS ANGELES AIR FORCE BASE /SPACE
AND MISSILE SYSTEMS CENTER AT THEIR PRESENT
LOCATION IN THE CITY OF EL SEGUNDO AND CALLING
ON THE CALIFORNIA CONGRESSIONAL DELEGATION TO
UNITE IN SUPPORT OF RETAINING LOS ANGELES AIR
FORCE BASE.
WHEREAS, the Department of Defense, the Defense Base Closure
and Realignment Commission and the Congress will be considering the
closure of military installations this year; and
WHEREAS, the Los Angeles Air Force Base is under consideration
for closure; and
WHEREAS, with a $9.4 billion economic impact on the State of
California, a $5.4 billion economic impact on the greater Los
Angeles area, and $40 billion in current contracts, closure of the
Los Angeles Air Force Base or the moving of Space and Missile
Systems Center would be economically severe to California, and even
more devastating to Southern California; and
WHEREAS, the communities of Southern California have made
great efforts to retain the Los Angeles Air Force Base through the
passage of two bills in the California Legislature (AB 3325 and SB
1783) which make housing more affordable for military personnel
assigned to the Los Angeles Air Force Base; and
WHEREAS, the City of Los Angeles, Los Angeles Unified School
District, and the State of California have worked out an
appropriate mechanism to allow for the transfer of buildable land
to the Air Force for the construction of housing units in San Pedro
near existing Los Angeles Air Force Base housing; and
WHEREAS, the City of E1 Segundo remains willing to work dili-
gently to provide the Space and Missile Systems Center and the Los
Angeles Air Force Base a welcome and suitable home.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA, DOES RESOLVE AS FOLLOWS:
SECTION 1. Retention of the Los Angeles Air Force Base
with all of its current constituent divisions, centers, and sectors
is essential to economic well being of the State of California.
SECTION 2. Retention of the Los Angeles Air Force Base
and all its component groups will require a united California
Congressional delegation to represent our state's interests in
Washington, D.C. The City Council, on behalf of the citizens of E1
Segundo, urge all California members of the Senate and House of
Representatives to set aside partisan and regional differences and
work effectively to retain this base.
SECTION 3. The City Clerk shall certify to the passage
and adoption of this resolution; shall enter the same in the book
of original resolutions of said City; and shall make a minute of
the passage and adoption thereof in the records of the proceedings
of the City Council of said City, in the minutes of the meeting at
which the same is passed and adopted. 6
