A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF EL SEGUNDO, CALIFORNIA
IN SUPPORT OF THE CONSTRUCTION AND OPERATION
OF THE WEST BASIN WATER RECYCLING PROJECT.
WHEREAS, 80% of the water provided by the West Basin
Municipal Water District comes from outside the region --
Northern California, the Colorado River and the Owens Valley --
all dwindling and unreliable sources; and
WHEREAS, The City of El Segundo has no access to local
water supplies and therefore presently relies 100% on the use of
imported water supplies,
WHEREAS, the West Basin Area needs a local supply of
water to provide drought protection to the 827,000 residents in
the 18 cities including E1 Segundo and unincorporated areas of
Los Angeles County which comprise the West Basin; and
WHEREAS, the West Basin Water Recycling Project will
purify 70,000 acre feet of waste water (nearly 23 billion
gallons) per year which will be used to irrigate cemeteries,
landscaping along highway medians, golf courses, school grounds
landscaping, public parks; will be used for groundwater
protection barrier projects and for industrial purposes; and
WHEREAS, the West Basin Water Recycling Project will
treat, sanitize and purify reclaimed water to meet strict local
and statewide water quality control board and health department
standards; and
WHEREAS, the West Basin Water Recycling Project will
reduce the City's and others dependence on increasingly
unreliable outside water sources and protect us against cost
increases and cutbacks imposed by these outside sources; and
WHEREAS, recycled water is the most cost - effective
additional water source available; and
WHEREAS, the West Basin Water Recycling project will
save taxpayers money because the recycled water will be used by
'• public agencies, such as schools and parks, for their landscape
irrigation needs.

NOW, THEREFORE the City Council of the City of E1
Segundo, California, does now resolve as follows:
SECTION 1. The City of El Segundo hereby supports
the West Basin Water Recycling Project.
SECTION 2. The City Clerk shall certify to the
passage and adoption of this resolution; shall enter the same in
the book of original resolutions of said City; and shall make a
minute of the passage and adoption thereof in the records of the
proceedings of the City Council of said City, in the minutes of
the meeting at which the same is passed and adopted.

December, 1991, and the same was so passed and adopted by the following
