A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO REVOKING RESOLUTION NO. 3584 AND
ADOPTING A NEW CONFLICT OF INTEREST CODE.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Resolution No. 3584 which establishes a Conflict of
Interest Code for various City elected officials, officers, and employees is hereby
revoked.
SECTION 2. The City of El Segundo does hereby adopt the
following Conflict of Interest Code:
CONFLICT OF INTEREST CODE FOR THE CITY OF EL SEGUNDO
A. Incorporation of Standard Code.
The Political Reform Act, Government Code Sections 81000 et seq.,
requires state and local government agencies to adopt and promulgate conflict
of interest codes. The Fair Political Practices Commission has adopted a
regulation, 2 Cal. Adm. Code Section 18730, which contains the terms of a
standard conflict of interest code, which can be incorporated by reference, and
which may be amended by the Fair Political Practices Commission to conform
to amendments in the Political Reform Act after public notice and hearings.
Therefore, the terms of 2 Cal. Adm. Code Section 18730, and any amendments
to it duly adopted by the Fair Political Practices Commission, along with the
official and employees designated and disclosure categories set forth herein, and
hereby incorporated by reference and constitute the Conflict of Interest Code of
the City of El Segundo.
B. Filing of Statements.
Pursuant to Section 5(A) of the standard code, designated officials,
officers and employees shall file statements of economic interests with the City.
Upon receipt of the statements of members of the City Council, City Treasurer,
Deputy City Treasurer, Members of the Planning Commission, City Attorney,
and City Manager, the City shall make and retain a copy and forward the
original of these statements to the Fair Political Practices Commission.
Pursuant to Government Code Section 82011(c), the City Council
is the code reviewing body with respect to the conflict of interest code of any city
official, officer, employee or consultant.
C. Designated Positions.
The following positions entail the making or participation in the
making of decisions which may foreseeably have a material effect on their
financial interests.

D. Disclosure Requirements.
Designated employees shall disclose all sources of income, interests
in real property and investments and business positions in business entities.
. The City Manager may determine in writing that a particular
consultant, although a "designated position" is hired to perform a range of duties
that is limited in scope and thus is not required to fully comply with this
disclosure requirements described in this resolution. Such written determination
shall include a description of the consultant's duties and based upon that
description, a statement of the extent of disclosure requirements. The City
Manager's determination is a public record and shall be retained for public
inspection in the same manner and location as this City's conflict of Interest
Code.
SECTION 3. When a new position classification is finalized by the
Human Resources/Risk Management Department for approval by the City
Council of the City of El Segundo, included in the presentation will be a directive
to Council to decide whether that new position will be required to file conflict of
interest statements and be included in the City of El Segundo's Conflict of
Interest Code.
SECTION 4. When the City Council establishes a Commission,
Committee, or Board, included in the agenda item will be a directive to Council
to decide whether Conflict of Interest Statements will be required and included
in the City of El Segundo's Conflict of Interest Code.

SECTION 5. The City Clerk is directed to forward a certified copy
of this Resolution to the Legal Department of the Fair Political Practices
Commission.
SECTION 6. The City Clerk shall certify to the passage and
adoption of this Resolution; shall enter the same in the book of original
resolutions of said city; and shall make a minute of the passage and adoption
thereof in the records of the proceedings of the city council of said city, in the
minutes of the meeting at which the same is passed and adopted.
