• RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF EL SEGUNDO
REGARDING THE NEED FOR LONG TERM STATE -WIDE
PLANS FOR THE DISTRIBUTION AND USE OF WATER
FROM THE SAN FRANCISCO BAY /SACRAMENTO -SAN JOAQUIN DELTA ESTUARY
WHEREAS, seventy percent of California's annual precipitation
falls in the Northern portion of the State. Southern California is
largely a semi -arid desert region that has and will continue to
principally rely on imported water from the north and other distant
areas to meet its current and future water needs.
WHEREAS, two - thirds of Southern California's water supply is
imported. Our major water supplies come from the State Water
Project via the California Aqueduct. Another principal supply
source is the Colorado River Aqueduct. These two are the primary
sources which the Metropolitan Water District (MWD) relies upon for
water that supplies Southern California's six most populated
counties, and
WHEREAS, MWD's reliable supply of water from the Colorado
River has been substantially reduced; and
WHEREAS, the reduction in water that can be imported via the
California and Colorado River aqueducts has been further compounded
by the drought that has plagued California for the last four and
one -half years. The drought affected the amount of water available
to be stored in reservoirs. This condition places a premium
importance on the need to aggressively conserve as much water as
possible As a result of this drought condition, many communities,
including the City of E1 Segundo, have adopted Ordinances that
require mandatory reductions in the usage of water; and
WHEREAS, significant improvements in our water outlook can be
made if long -term solutions are seriously pursued.
THEREFORE, be it resolved that the City Council of the City of
El Segundo 1) calls on its residents and businesses to make
concerted efforts to conserve precious water supplies, 2) strongly
encourages the development of long -term solutions at the state and
federal levels, including the State Water Resources Control Board,
that will ensure that our water supply and water distribution
system is improved to provide ample supplies of the highest quality
water to all portions of the State, and 3) City Staff is directed
to send copies of this Resolution to the State Board and the State
Department of Water Resources and to the Governor and other elected
representatives.
