A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA, ESTABLISHING A REQ DUME NT FOR PREPARATION OF A
SPECIFIC PLAN ON PROPOSED DEVIIAPMENT SITES OF FIVE ACRES OR
MORE WITHIN SPECIAL COMMERCIAL (C -3), COMMERCIAL
MANUFACTURING (C M), AND MANUFACNRING (M -1 AND M -2)
DISTRICPS.
WHEREAS, approximately 2,170 acres (62 %) within the City of E1 Segundo is
designated in the General Plan for special commercial, commercial manufacturing
and industrial land use; and
WHEREAS, a range of commercial office, retail and industrial uses are
allowable as permitted or conditional uses, within the following zones consistent
with the General Plan designations:
C -3 Special Commercial
C M Commercial Manufacturing
M -1 Light Manufacturing
M -2 Heavy Manufacturing; and

WHEREAS, the General Plan Background Report Volume I (July, 1987) assumes
approximately 390 acres of property over five acres in size zoned for potential
development with commercial and industrial land use on vacant, infill and
redevelopment sites ranging in size from 6.15 to 58.6 acres; and
WHEREAS, Title 20 (Zoning) of the E1 Segundo Municipal Code establishes
maximum allowable floor area ratio standards for commercial and industrial zones
ranging from 1:1 to 2:1 FAR; and
WHEREAS, potential development of large vacant, infill and redevelopment
sites assuming maximum allowable floor area ratio standards could result in
significant cumulative envirormiental and land use impacts in specific locations;
and
WHEREAS, the predominant ownership pattern on sites designated for
commercial /industrial uses consist of large parcels intended to accommodate low
intensity planned developments and manufacturing; and
WHEREAS, the City of E1 Segundo is actively preparing a comprehensive update
to the General Plan intended to evaluate the land use policies and redevelopment
potential citywide; and
WHEREAS, the preparation of the General Plan update is anticipated to be
completed in approximately two years, and policy direction is needed during the
intervening period; and
WHEREAS, Government Code Section 65450 provides that local agencies may
prepare specific plans as a means of implementing policies for all or part of the
area covered by the General Plan; and
NOW, THEREFORE, BE IT RESOLVED that City Council of the City of E1 Segundo
does ordain as follows:
1. Pursuant to the provisions of Government Code Section 65450, all
development projects proposed on building sites as defined by E1 Segundo
Municipal Code Section 20.08.090 of five acres or lamer within the Special
Commercial (C -3) , Commercial Manufacturing (CM) , Heavy Manufacturing (M -2) and
Light Manufacturing (M-1) Districts shall require preparation of a specific plan
prior to or concurrent with the development application.

2. The Specific Plan shall be prepared in accordance with the provisions
of Government Code Sections 65450 and following, and shall provide standards for
the implementation of General Plan policies. The Specific Plan shall contain the
following provisions at a minimwn:
a. Land Use Element containing development policies and standards
regarding the location distribution, and intensity phasing of anticipated land
uses.
b. Public Services and Infrastructure Element containing development
policies regarding the location, distribution and intensity of services and
improvements for transportation/ circulation, water, sewer, storm drainage, solid
waste, and emergency services.
C. Fiscal Element containing the capital improvements and financing
measures necessary to implement the Specific Plan.

day of December 1988 and that the same was so passed and adopted
