A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA, SETTING PRIORITIES FOR
FILING A WRITTEN ARGUMENT REGARDING A CITY
• MEASURE AND DIRECTING THE CITY ATTORNEY TO
PREPARE AN IMPARTIAL ANALYSIS.
WHEREAS, a Special Municipal Election is to be held in the City of El Segundo,
California, on March 7, 1989, at which there will be submitted to the voters the following
measure:
DO YOU APPROVE AN ORDINANCE WHICH IMPOSES AN
ANNUAL EXCISE TAX ON THE USE OF REAL PROPERTY IN THE
CITY ON THE FOLLOWING BASES:
1. A TAX OF SIXTY DOLLARS ($60.00) PER UNIT ON
ALL OCCUPIED RESIDENTIAL UNITS, EXCEPT FOR OWNERS
OF UNITS WHO QUALIFY FOR THE CITY'S WATER LIFE
LINE RATE; AND

2. A TAX OF TWO HUNDRED DOLLARS ($200.00) ON ALL
OCCUPIED NON - RESIDENTIAL PARCELS OF FIVE THOUSAND
(5,000) SQUARE FEET OR LESS OF FLOOR AREA;
AND
3. A TAX ON ALL OCCUPIED NON - RESIDENTIAL PARCELS NO
WITH OVER FIVE THOUSAND (5,000) SQUARE FEET OF
FLOOR AREA CALCULATED BY A FORMULA BASED UPON
SIX AND SIX TENTHS CENTS ($0.066) PER SQUARE
FOOT OF FLOOR AREA, THE TOTAL SQUARE FEET OF
FLOOR AREA, AND THE RATIO OF FLOOR AREA TO
THE LOT SIZE OF THE PARCEL.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA , DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That the City Council authorizes Mayor Carl Jacobson, Mayor Pro
Tem Scot D. Damien, H. R. Bob Anderson, Jim Clutter, and Alan West, members of that
body in Favor of the measure, to file a written argument regarding the City measure as
specified above in accordance with Article 4, Chapter 3, Division 5 of the Elections Code
of the State of California and to change the argument until and including the date fixed
by the City Clerk after which no arguments for or against the City measure may be
submitted to the City Clerk.
SECTION 2. That the City Council directs the City Clerk to transmit a copy of
the measure to the City Attorney. The City Attorney shall prepare an impartial analysis
of the measure showing the effect of the measure on the existing law and the operation
of the measure. The impartial analysis shall be filed by the date set by the City Clerk for
the filing of primary arguments.
SECTION 3. The City Clerk shall certify to the passage and adoption of this
resolution; shall enter the same in the book of original resolutions of said City ; and shall
make a minute of the passage and adoption thereof in the records of the proceedings of
the City Council of said City, in the minutes of the meeting at which the same is passed
and adopted.

California, DO HEREBY CERTIFY that the whole number of members of
the City Council of the said City is five; that the foregoing
resolution, being Resolution No. 3564 was duly passed and adopted
by the said City Council, approved and signed by the Mayor of
• said City, and attested by the City Clerk of said City, all at a
adjourned regular meeting of the said Council held on the 21st
day of November 1988 and that the same was so passed and adopted
by the following vote:
AYES: Councilmembers Clutter, Dannen,
West and Mayor Jacobson
NOES: None
ABSENT: Councilman Anderson
