A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA, CA11ING AND GIVING NOTICE
OF THE HOLDING OF A SPECIAL ELECTION TO BE HELD
ON TUESDAY, MARCH 7, 1989 FOR SUBMISSION TO THE
VOTERS A QUESTION RELATING TO PASSAGE OF AN
EXCISE TAX ON THE USE OF REAL PROPERTY IMPOSED
FOR THE PURPOSE OF RAISING REVENUE TO PAY FOR
THE COST OF MUNICIPAL SERVICES.
WHEREAS, the City Council has decided to submit to the voters at the election a
question relating to passage of an excise tax on the use of real property imposed for the
purpose of raising revenue to pay for the cost of municipal services.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That the City Council pursuant to its right and authority, does order
submitted to the voters at the Special Municipal Election to be held March 7, 1989 the
following question:
DO YOU APPROVE AN ORDINANCE WHICH IMPOSES AN
ANNUAL EXCISE TAX ON THE USE OF REAL PROPERTY IN THE
CITY ON THE FOLLOWING BASES:
1. A TAX OF SIXTY DOLLARS ($60.00) PER UNIT ON
ALL OCCUPIED RESIDENTIAL UNITS, EXCEPT FOR OWNERS
OF UNITS WHO QUALIFY FOR THE CITY S WATER LIFE
LINE RATE; AND

2. A TAX OF TWO HUNDRED DOLLARS ($200.00) ON ALL
OCCUPIED NON - RESIDENTIAL PARCELS OF FIVE THOUSAND
(5,000) SQUARE FEET OR LESS OF FLOOR AREA;
AND
NO
3. A TAX ON ALL OCCUPIED NON - RESIDENTIAL PARCELS
WITH OVER FIVE THOUSAND (5,000) SQUARE FEET OF
FLOOR AREA CALCULATED BY A FORMULA BASED UPON
SIX AND SIX TENTHS CENTS ($0.066) PER SQUARE
FOOT OF FLOOR AREA, THE TOTAL SQUARE FEET OF
FLOOR AREA, AND THE RATIO OF FLOOR AREA TO
THE LOT SIZE OF THE PARCEL.
SECTION 2. That the proposed measure submitted to the voters is attached as
Exhibit A.
SECTION 3. That the ballots to be used at the election are in form and content
as required by law.
SECTION 4. That the City Clerk is authorized, instructed and directed to procure
and furnish any and all official ballots, notices, printed matter and all supplies, equipment
and paraphernalia that may be necessary in order to properly and lawfully conduct the
election.
SECTION 5. That the polls for the election shall be open at seven o'clock a.m. of
the day of the election and shall remain open continuously from that time until eight
o'clock p.m. of the same day when the polls shall be closed, except as provided in Section
14301 of the Elections Code of the State of California.
SECTION 6. That in all particulars not recited in this resolution, the election shall
be held and conducted as provided by law for hold municipal elections.

SECTION 7. That notice of the time and place to hold the election is given and
• the City Clerk is authorized and directed to give further or additional notice of the
election, in time, form and manner as required by law.

SECTION 8. That the City Clerk shall certify to the passage and adoption of this
Resolution and enter it into the books of original Resolutions.

the City Council of the said City is five; that the foregoing
resolution, being Resolution No. 3563 was duly passed and adopted
by the said City Council, approved and signed by the Mayor of
said City, and attested by the City Clerk of said City, all at a
adjourned regular meeting of the said Council held on the 21st
day of November 1988 and that the same was so passed and adopted
by the following vote:
AYES: Councilmembers Clutter, Dannen,
West and Mayor Jacobson
NOES: None
ABSENT: Councilman Anderson
