CC RESOLUTION 3549Resolution 3549 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, ADOPTING A PROGRAM OF VOLUNTARY WATER CONSERVATION TO REDUCE WATER CONSUMPTION BY TEN PERCENT. WHEREAS, the City of E1 Segundo's sole source of water is that water imported from the State Water Project and the Colorado River by the Metropolitan Water District of Southern California; and WHEREAS, precipitation for the current water year has been substantially below normal, particularly in the watersheds of the imported water supplies serving Southern California; and WHEREAS, the State Department of Water Resources has declared 1987 a dry year and 1988 a critically dry year, requiring increased dependency upon long -term storage to meet water demands; and WHEREAS, an active water conservation program is essential to reduce the risk and severity of water shortages should the drought continue in 1989; and • WHEREAS, the Governor of the State of California has asked all Californians to conserve water on a voluntary basis; and WHEREAS, the Metropolitan Water District of Southern California has adopted Resolution 8195 urging counties, cities, water retailers, and other appropriate jurisdictions within its service area to develope and implement specific water conservation measures with a goal of reducing water use by 10 percent; and NOW, THEREFORE, be it resolved, that the City Council of the City of El Segundo, California, urges the City of E1 Segundo and every one of its customers and consumers to voluntarily conserve water with a goal of reducing water use by 10 percent; and Be it further resolved, the City of E1 Segundo will: a. Audit its landscape irrigation systems to maximize irrigation efficiency; adjust sprinklers and irrigation systems to avoid overspray, runoff and waste; • b. Irrigate its landscape between the hours of 10:00 p.m. and 10:00 a.m. and avoid watering on windy days; C. Not hose down driveways, sidewalks and other paved or hard - surfaced areas, except for health or sanitary reasons; d. Retrofit plumbing fixtures with low -flow devices except for those fixtures that require high -flow for health and /or sanitary reasons; e. Check faucets, toilets, and pipes, both indoor and outdoor, for leaks and repair them immediately. C 1 9_. • • 0 BE IT FURTHER RESOLVED, the City of El Segundo urges its customers to: a. Adjust sprinklers and irrigation systems to avoid overspray, runoff and waste; b. Water lawns, gardens and landscapes between the hours of 10:00 p.m. and 10:00 a.m., and avoid watering on windy days; C. Install new landscaping, using drought resistant plants and trees, and efficient irrigation systems; d. Shut off decorative fountains unless a water recycling system is used; e. Not hose down driveways, sidewalks and other paved or hard - surfaced areas, except for health or sanitary reasons; f. Install pool and spa covers to minimize water loss due to evaporation; g. Not allow the hose to run while washing the car, and to use a bucket or a hose with an automatic cutoff nozzle; h. Retrofit indoor plumbing fixtures with low flow devices; i. Check faucets, toilets and pipes, both indoor and outdoor, for leaks and repair immediately. NOW THEREFORE, BE IT RESOLVED, that the City Clerk shall certify to the passage and adoption of this Resolution; shall enter the same in the book of original Resolutions of said City; and shall make a minute of the passage and adoption thereof in the record of the proceedings of the City Council of said City, in the minutes of the meeting at which the same is passed and adopted.
