A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, AMENDING SECTION
1A2.090 OF CHAPTER 1A2 OF THE ADMINISTRATIVE
CODE TO ADOPT THE REQUIREMENT THAT SPECIFIED
OFFICERS OF THE CITY RESIDE WITHIN A TWENTY
MILE RADIUS OF THE EL SEGUNDO CITY LIMITS.
WHEREAS, the City Council of the City of El Segundo,
California, desires to provide the residents of E1 Segundo with
the best possible protection and services in instances of emer-
gency, either minor or major in scope; and
WHEREAS, the City Council finds it to be in the interest of
the City that certain officers of the City reside within close
proximity to the City to allow for the timely response of those
• officers to emergencies and other situations requiring their
response; and
WHEREAS, the City Council recognizes that the offices of
Director of Public Works, Police Chief, and Fire Chief have
great responsibility for: the maintenance of vital services; the
provision of urgent response to irregularities of those vital
services and other emergencies; and the execution of vital roles
in the City's Emergency Plan for major emergencies; and
WHEREAS, the City Council finds that the above officers
of the City should live in a proximity to the City which would
allow for their arrival in E1 Segundo within approximately one
• hour of their being notified of an emergency, and that the
residence of these officers within a twenty mile radius of the E1
Segundo City limits would allow for such timely arrival.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO, CALIFORNIA, DOES RESOLVE AS FOLLOWS:
SECTION 1. Chapter 1A2 of the E1 Segundo Administrative
Code is amended to include Section 1A2.090: "The Director of
Public Works, Police Chief, and Fire Chief shall reside within
twenty miles of the E1 Segundo City Hall, as measured in a
straight line from the officers' residence to the City limits
• nearest his residence, provided that the incumbents of these
offices shall have 18 months from the passage of this

offices shall have 18 months from the passage of this
resolution to meet this requirement, and provided that any future
holders of these offices shall have 18 months from the date of
appointment to meet this requirement."
SECTION 2. The City Clerk shall certify to the passage
and adoption of this resolution; shall enter the same in the book
of original resolutions of said city; and shall make a minute of
the passage and adoption thereof in the records of the proceed-
ings of the City Council of said city, in the minutes of the
meeting at which the same is passed and adopted.

California, DO HEREBY CERTIFY that the whole number of members of
the City Council of the said City is five; that the foregoing
resolution, being Resolution No. 3539 was duly passed and adopted
by the said City Council, approved and signed by the Mayor of
said City, and attested by the City Clerk of said City, all at a
regular meeting of the said Council held on the 21st day of
June, 1988 and that the same was so passed and adopted by the
following vote:
AYES: Councilmembers Anderson, Clutter, Dannen,
and Mayor Jacobson
NOES: Councilmembers West
ABSENT: Councilmembers None
