A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, CERTIFYING A
NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT
FOR ENVIRONMENTAL ASSESSMENT EA -161, TO ALLOW
THE EL SEGUNDO PUBLIC LIBRARY EXPANSION AT
111 WEST MARIPOSA AVENUE, PETITIONED BY THE
CITY OF EL SEGUNDO.
WHEREAS, an application has been filed by the City of El
Segundo requesting environmental clearance to allow the 13,100
sq. ft. expansion of the E1 Segundo Public Library with no
additional parking in Library Park, located at 111 West Mariposa
Avenue in the Public Facilities (PF) zone; and
WHEREAS, the Director of Planning has caused to be prepared
a Parking Study by the City's Transportation Engineer, and has
conducted an Environmental Assessment EA -161 on the proposed
expansion of the E1 Segundo Public Library and has circulated the
draft Initial Study for interdepartmental comments; and
WHEREAS, the Planning Commission did hold, pursuant to law,
. duly advertised hearings on such matters in the Council Chamber
of the City Hall, 350 Main Street, on May 12th and May 26, 1988,
notice of said hearings having been given in the time, form and
manner prescribed by law; and
WHEREAS, the Planning Commission has reviewed the Studies
and supporting evidence in accordance with the authority and
criteria contained in the California Environmental Quality Act,
State CEQA Guidelines and the City of E1 Segundo Guidelines for
the Implementation of the California Environmental Quality Act
(Resolution No. 3517); and having done so, has adopted Planning
Commission Resolution No. 2212 on May 26, 1988, recommending to
City Council certification of a Negative Declaration of
Environmental Impact for Environmental Assessment EA -161, to
allow the E1 Segundo Public Library expansion at 111 West
Mariposa Avenue; and
WHEREAS, the City Council did hold, pursuant to law, a duly
advertised hearing on such matters in the Council Chamber of the
City Hall, 350 Main Street, on June 7, 1988, and notice of said
hearing having been given in the time, form and manner
prescribed by law, and opportunity was given to all persons
present to speak for or against the findings of Environmental
Assessment EA -161; and
WHEREAS, at said hearing the following facts and findings
were established:
Facts:
1. The El Segundo Public Library is located within Library
Park; the 3.3 acre park is located within the Public
Facilities (PF) zone.
2. The 13,100 sq. ft. expansion of the E1 Segundo Public
Library meets the development standards of the Public
Facilities (PF) zone.
3. The library expansion will necessitate removal of several
trees, including the Friendship Tree commemorating the
Sister City Program.
Findings:
1. The proposed project will not have a significant negative
impact upon the environment because mitigation measures
have been added to the project.

2. Pursuant to E1 Segundo Municipal Code 20.54.040, the City
Council determined that adequate parking is available for
the proposed library expansion if mitigation measures are
implemented.
3. The project is consistent with the intent of the Public
Facilities (PF) zone, and with the Public Facilities land
use designation of the General Plan. The expansion is also
consistent with the General Plan goals to increase the
cultural resources available within the community, and to
provide joint use (ie. park and library) of public
facilities.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
DOES ORDAIN, AS FOLLOWS:
SECTION 1. The City Council hereby certifies a Negative
Declaration of Environment Impact for EA -161, subject to the
following mitigation measures:
1. Limit parking to two -hours on the north and south sides of
Mariposa Avenue between Main Street and Richmond Street and
• limit the east side only on Richmond Street between Mariposa
Avenue and Palm Street.
2. Prepare a public awareness program to inform the public of
the new parking limits.
3. Relocate the school bus loading /unloading area subject to
the approval of the City's Transportation Engineer, and
construct eight additional diagonal spaces along Richmond
Street in this area.
4. Prepare a follow -up parking impact study one year after
occupancy of the expanded library facility, to determine if
sufficient parking is available for library patrons and
employees. The Parking Impact Study shall be reviewed by
the Planning Commission, which shall forward recommendations
to the City Council, if the parking demand cannot be met.
SECTION 2. The City Council hereby directs staff to
perform the following:
. 1. Investigate the purchase of the Main Street and Mariposa
Avenue lot from the School District.
2. Instruct the City's Transportation Engineer to investigate
the possibility of providing additional parallel parking
along the south side of Mariposa Avenue between Main Street
and Richmond Street.
3. Investigate with the School District the possibility of
providing an on -site parking area for teachers of the Middle
School.
SECTION 3. The City Council hereby approves the
Environmental Assessment EA -161, as modified by the mitigation
measures, subject to the following conditions of approval:
1. All proposed development shall take place substantially as
shown on the plans submitted and labeled Exhibit A. In the
event of a discrepancy between the project plans and the
Zoning Code, the requirements of the El Segundo Municipal
Code Title 20 (Zoning Code) shall prevail, unless
specifically modified as part of this application request.

2. Construction activity shall be limited to the hours of 7:00
a.m. and 6:00 p.m. in conformance with City noise
regulations.
• 3. During construction, the project site shall be enclosed with
a 6' high chain link fence. Gates shall not open out over
sidewalk /public right -of -way.
4. Provide an expanded automatic fire sprinkler system to
protect the whole building and provide additional fire
extinguisher so that no portion of the building on each
floor is more than 75 feet from an extinguisher.
5. Construction plans shall comply with Title 16, Buildings and
Structures, of the E1 Segundo Municipal Code and other
appropriate State regulations.
6. A Standard Security Plan for the development shall be
reviewed and approved by the Chief of Police.
7. All trees that can be saved shall be saved and relocated; in
the event that the relocation of the Friendship Tree is not
feasible, a specimen tree of the same species shall be
planted and the monument stone shall be moved. All other
landscaping shall be refurbished to the satisfaction of the
• Parks and Recreation Department.
8. A temporary Parking Plan to accommodate construction
equipment and employee parking needs shall be approved by
the Director of Public Works prior to issuance of a building
permit.
SECTION 4. The City Clerk shall certify to the passage and
adoption of this resolution: shall enter the same in the book of
original resolutions of said city; and shall make a minute of
the passage and adoption thereof in the records of the
proceedings of the meeting at which the same is passed and
adopted.
