A RESOLUTION OF INTENT OF THE CITY COUNCIL OF
THE CITY OF EL SEGUNDO, CALIFORNIA TO SET A
TIME AND PLACE FOR PUBLIC HEARING ON THE
PROPOSED CITYWIDE LOT MERGER ORDINANCE (ZONE
TEXT AMENDMENT 87 -3 /ENVIRONMENTAL ASSESSMENT
EA -142) TO ADD CHAPTER 19.12 TO THE EL SEGUNDO
MUNICIPAL CODE (SUBDIVISION ORDINANCE).
WHEREAS, Government Code Section 66451 provides
enabling legislation for local jurisdictions to
establish procedures for the merger of parcels which do
not meet minimum development standards; and
WHEREAS, public testimony from the residents of El
Segundo and the City Council have expressed concern
about overly dense development, decreased open space,
and maintaining a high quality of life within the
community, particularly within the residential areas;
and
WHEREAS, the City Council directed the Planning
Commission to examine the City's multiple- family
residential standards; and
WHEREAS, during the course of that review (from
March, 1987 through August 1987) the Planning Commission
became aware of development occurring on substandard
size lots and directed staff to prepare a lot merger
ordinance in accordance with recent state enabling
legislation; and
WHEREAS, the City's Environmental Quality Board at
their meeting of January 6, 1988, conducted an
environmental assessment of the proposed Subdivision
Code amendment and found no significant environmental
Impacts would result from the proposal, and recommended
to the Planning Commission certification of a negative
declaration of environmental impact; and
WHEREAS, the Planning Commission has reviewed the
Initial Study and supporting evidence prepared for the
project in accordance with the authority and criteria
contained in the State California Environmental Quality
Act (CEQA) Guidelines and the City of E1 Segundo
Guidelines for the Implementation of CEQA (Resolution
No. 3319); and
WHEREAS, a public hearing was held by the Planning
Commission on such matter on January 28, 1988, in the
City Hall Council Chamber, 350 Main Street, and notice
of said public hearing was published in the El Segundo
Herald inviting all interested parties to attend; and
WHEREAS, opportunity was given to all persons to
prevent testimony or documentary evidence for or against
proposed Environmental Assessment EA -142 and Zone Text
Amendment 87 -3; and
WHEREAS, at said hearing, the Planning Commission
adopted Resolution No. 2199 recommending certification
of the Negative Declaration and adoption of the proposed
lot merger ordinance; and
WHEREAS, Government Code Section 66451.21 requires
the City Council to adopt a resolution of intent to
consider adoption of a lot merger ordinance and fix a
time and place for public hearing on the proposed
ordinance, to be scheduled not less than 30 days nor
more than 60 days after adoption of the resolution.

NOW, THEREFORE BE IT RESOLVED that the City Council
does hereby approve a resolution of intent to consider
adoption of a cttywtde lot merger ordinance and to set
for public hearing the proposed lot merger ordinance on
Tuesday, May 3, 1988 at 7 :00 p.m, in the City Hall
• Council Chambers, 350 W. Main Street, E1 Segundo,
California.
BE IT FURTHER RESOLVED, that the City Clerk shall
certify to the passage and adoption of this resolution;
shall enter the same in the book of original resolutions
of said City; shall make a minute of the passage and
adoption thereof in the records of the proceedings of
the City Council of said City, in the minutes of the
meeting at which the name is passed and adopted; and
shall cause a copy of the text of the Resolution and
notice of the hearing to be published In the appropriate
newspaper at least seven days prior to the date of the
hearing.
PASSED, APPROVED and ADOPTED this 15th day of March,
1988.
